【摘要】：土地利用總體規(guī)劃是一種為實(shí)現(xiàn)土地資源的合理優(yōu)化配置和可持續(xù)利用,并依據(jù)社會經(jīng)濟(jì)發(fā)展需要和土地稟賦條件等,對一定區(qū)域未來土地利用的結(jié)構(gòu)、布局進(jìn)行安排以及制定相應(yīng)措施的過程。它不僅能針對規(guī)劃制定區(qū)域的自然、社會、經(jīng)濟(jì)各方面條件來調(diào)控土地的利用情況,還對該區(qū)域的用地結(jié)構(gòu)與布局起著宏觀戰(zhàn)略的作用。為了使土地利用總體規(guī)劃能夠發(fā)揮出其最大的效益,必須在規(guī)劃實(shí)施一定時(shí)間后對其實(shí)施情況和效果做出評價(jià)和分析,確保規(guī)劃目標(biāo)的完成以及為下一次規(guī)劃提供參考和建議。本文首先介紹了土地利用總體規(guī)劃中期實(shí)施評價(jià)的概念和特征,重點(diǎn)描述了現(xiàn)行的政策對土地利用總體規(guī)劃造成的影響,從四個(gè)方面對土地利用總體規(guī)劃實(shí)施情況進(jìn)行評估,包括規(guī)劃指標(biāo)執(zhí)行情況、用地結(jié)構(gòu)變化情況、用地節(jié)約集約程度、規(guī)劃利用效益等,具體的評估指標(biāo)18個(gè),使用德爾菲法計(jì)算出評估指標(biāo)的權(quán)重；根據(jù)指標(biāo)體現(xiàn)出來的特點(diǎn),通過歸納和總結(jié),建立健全了完善的土地利用總體規(guī)劃實(shí)施評價(jià)體系,并深入地進(jìn)行分析和評估。本文以南安市土地利用總體規(guī)劃的實(shí)施情況作為研究對象,通過收集相關(guān)資料,展開對資料的深入研究,建立科學(xué)的評價(jià)體系對南安市土地利用規(guī)劃的情況進(jìn)行中期評估考核,最終南安市土地利用總體規(guī)劃的落實(shí)情況比分是82.84,劃分屬于“良好”級別。經(jīng)過大量的實(shí)證分析,本文取得了以下幾個(gè)重要的研究成果：其一,分析土地利用總體規(guī)劃中期評價(jià)體系的建立方法及注意事項(xiàng)；其二,搜集南安市土地利用總規(guī)劃的相關(guān)數(shù)據(jù)進(jìn)行實(shí)證分析；其三,以土地利用總體規(guī)劃中期評價(jià)體系的相關(guān)理論為基礎(chǔ),結(jié)合南安市土地利用情況,對其土地利用總體規(guī)劃的中期評價(jià)進(jìn)行系統(tǒng)的分析,得出其中存在的幾點(diǎn)問題；其四,針對這些問題提出具有建設(shè)性的意見。
[Abstract]:The overall planning of land use is a kind of structure of land use in a certain area in order to realize the rational optimal allocation and sustainable utilization of land resources, and according to the needs of social and economic development and the condition of land endowment, etc. Layout arrangement and the process of formulating corresponding measures. It can not only adjust and control the use of land according to the natural, social and economic conditions of the region, but also play a macro-strategic role in the structure and layout of land use in the region. In order to give full play to the maximum benefit of the overall land use planning, it is necessary to evaluate and analyze the implementation situation and effect after the implementation of the plan for a certain time, to ensure the completion of the planning objectives and to provide reference and suggestions for the next planning. This paper first introduces the concept and characteristics of the mid-term implementation evaluation of land use master planning, focuses on the impact of the current policies on the overall land use planning, and evaluates the implementation of the overall land use planning from four aspects. Including the implementation of planning indicators, changes in the structure of land use, the intensive degree of land saving, the benefit of planning and utilization, and 18 specific evaluation indicators, the weight of the evaluation indicators is calculated by using Delphi method. According to the characteristics of the indicators, Through summing up and summing up, a perfect evaluation system of land use master plan is established, and analyzed and evaluated deeply. In this paper, the implementation of the overall land use planning in Nanan City is taken as the research object. Through collecting the relevant data and conducting in-depth research on the data, a scientific evaluation system is established for the mid-term evaluation and assessment of the land use planning in Nanan City. Finally, the score of land use master plan in Nanan is 82.84, which belongs to "good" level. After a large number of empirical analysis, this paper has achieved the following important research results: first, the analysis of the overall land use planning mid-term evaluation system of the establishment of the method and matters needing attention; second, Collect the relevant data of land use master plan of Nanan city for empirical analysis; third, based on the relevant theory of the mid-term evaluation system of the overall land use planning, combined with the land use situation of Nanan City, A systematic analysis of the mid-term evaluation of the overall land use planning is carried out, and some problems are obtained. Fourthly, constructive suggestions are put forward for these problems.
