【摘要】:農(nóng)村土地經(jīng)營權(quán)確權(quán)登記是繼全國第二次土地調(diào)查結(jié)束后,又一項全國性基礎(chǔ)信息采集項目。項目范圍之廣、組織難度之大、周期之長、要求之高,都超出了一般國土項目的要求。從項目的技術(shù)要求來看,整個項目囊括了測量、遙感、地理信息系統(tǒng)以及數(shù)據(jù)庫等多個測繪及信息專業(yè)方向,學(xué)科專業(yè)跨度較大,整合難度高,所以實施較為困難。從項目的作業(yè)流程上來看,整個項目主要由前期資料收集、外業(yè)調(diào)查、資料整理、數(shù)據(jù)入庫、公示及資料修改等多個部分組成。需要調(diào)查、收集、整理的資料類型繁多,數(shù)量巨大給整個項目的實施帶來非常大的困難。從內(nèi)容上看,農(nóng)村土地經(jīng)營權(quán)登記工作主要分為兩部分[1]:空間數(shù)據(jù)采集部分和權(quán)屬數(shù)據(jù)采集。其中空間數(shù)據(jù)采集也稱為地理信息數(shù)據(jù)主要指圖形[1],即在每個行政區(qū)域內(nèi)的每個承包主體所承包的每一塊土地的空間位置(界址點)、面積及形狀;而權(quán)屬數(shù)據(jù)則是通常的屬性庫,主要是指以戶為承包單位的各類基礎(chǔ)信息,包括農(nóng)戶的個人、家庭、承包地數(shù)量、四至等與之相關(guān)的[1]12類屬性。從全國各地的具體實施情況來看,由于所采用基礎(chǔ)資料的形式不同,有些地區(qū)以航片為主,有些地區(qū)與衛(wèi)片為主,而有些地區(qū)則兩者兼有。所以各地采用的具體實施方案有所不同。以航片為作業(yè)底圖的作業(yè)區(qū),主要以內(nèi)業(yè)判讀從而確定圖斑位置的內(nèi)業(yè)解析法為主;而以衛(wèi)片作為作業(yè)底圖的作業(yè)區(qū),則以外業(yè)凋繪結(jié)合實地測量的全野外法為主;或兩者兼有。但是從作業(yè)目的上來說,不管采用內(nèi)業(yè)解析法或是全野外法或者兩者的結(jié)合,目的都是要弄清楚每戶、每一塊地的確切位置。從項目組織來看,此項目包括大量的勘察凋繪、資料收集、整理及資料的確認工作,并且這些工作環(huán)環(huán)相扣,交叉進行。這就對人員調(diào)配、工作銜接,提出了非常高的要求,處理好項目中的這些組織環(huán)節(jié),能夠大量減少項目作業(yè)時間、提高項目效率、還能大大節(jié)約項目經(jīng)費。但各項工作具體組織來看,雖然外業(yè)凋繪工作,工作量大、時間長、所需工作人員較多,但其目標(biāo)相對簡單,對組織要求相對較低;而權(quán)屬工作,從其工作性質(zhì)上來看,作業(yè)內(nèi)容全部是在室內(nèi)完成,看上去組織難度會更小。然而,由于此項工作需要嚴格按《農(nóng)村土地承包經(jīng)營權(quán)調(diào)查規(guī)程》中所要求的屬性進行采集。將采集到是屬性依照規(guī)程[1],錄入到數(shù)據(jù)庫中。由于需要采集的屬性眾多、資料形式各異,數(shù)據(jù)庫錄入工作量巨大。所以此工作階段,在流程安排上不慎,都可能產(chǎn)生嚴重后果。本論文,著重以農(nóng)村土地承包經(jīng)營權(quán)項目為基礎(chǔ),以其調(diào)查流程為研究對象,根據(jù)前期在多個省、市、縣的實考察,作業(yè)隊伍的作業(yè)情況以及項目驗收狀況,結(jié)合土地業(yè)務(wù)的普通作業(yè)流程,并在農(nóng)業(yè)部在2013年2月19日頒布的三個行業(yè)標(biāo)準(zhǔn)(規(guī)范)[1][2][3]的基礎(chǔ)上,通過實地調(diào)查,多方驗證,總結(jié)出一套行之有效的調(diào)查流程。并在此作業(yè)流程的基礎(chǔ)上,以VC2010、ADO、AO等工具,設(shè)計了農(nóng)村土地承包經(jīng)營權(quán)輔助軟件DatabaseAsist1.0。經(jīng)過試點村驗證,此流程及輔助軟件能夠有效提高調(diào)查成果質(zhì)量及提高作業(yè)效率。
[Abstract]:The real right registration of rural land management right is another national basic information collection project after the second land survey in China. The scope of the project is wide, the organization is difficult, the period is long and the requirements are high, all of which exceed the requirements of the general land project. From the technical requirements of the project, the whole project includes the measurement, remote sensing, and geographic letters. In the interest system and the database and other professional direction of Surveying and information, the subject span is larger and the integration difficulty is high, so it is difficult to implement. From the operation process of the project, the whole project is mainly composed of early data collection, external investigation, data arrangement, data warehousing, public presentation and data modification. In content, the registration of rural land management rights is mainly divided into two parts: [1]: spatial data collection and ownership data collection. The spatial data collection is also called geographic information data mainly refers to the graphics [1], that is, in each line The space position (boundary point), area and shape of each piece of land contracted by each contractor in a political area; and the ownership data is a common attribute base, mainly refers to the basic information of the household as a contractor, including the individual, the family, the number of contracted land, and the four to four [1]12 attributes. From all over the country. As a result of the specific implementation, because of the different forms of basic information, some areas are dominated by aerial films, some areas and films are dominated, and some regions have both. So the specific implementation schemes are different in various regions. The industry parsing method is the main way, while the work area which takes the film as the bottom map of the operation is mainly the field method, or both. However, the purpose of the work is to make clear the exact location of each household and each area, regardless of the internal industry analytic method or the field method or the combination of the two. In the view of the organization, the project includes a large number of reconnaissance and painting, data collection, sorting and data confirmation, and these work are interlinked and intersected. This is a very high requirement for personnel allocation, work connection, and the handling of these organizational links in the project, which can reduce the time of the project and improve the efficiency of the project. But it can also greatly save the funds of the project. Although the work of various work is organized, although the work of painting and painting, the workload is large, the time is long, and the staff are more, the target is relatively simple and the organization is relatively low; and the work, from the nature of its work, is complete in the room and seems to be difficult to organize. However, the work needs to be collected strictly in accordance with the attributes required in the procedure for the investigation of the rural land contract management rights. So this stage, in process safety In this paper, this paper, focusing on the project of rural land contract management right, takes its investigation process as the research object, according to the actual inspection of the earlier period in many provinces, cities and counties, the operation situation of the working team and the status of the project acceptance, and the common operation process of the land business, and in the Ministry of agriculture in 2013. On the basis of the three industry standards (standard) [1][2][3] issued in February 19th, through field investigation and multi verification, a set of effective investigation process is summed up. On the basis of this operating process, VC2010, ADO, AO and other tools have been designed to verify the rural land contract management software DatabaseAsist1.0., which is verified by the pilot village. And auxiliary software can effectively improve the quality of survey results and improve operational efficiency.
