【摘要】：2004年以來(lái),我國(guó)連續(xù)11個(gè)“中央一號(hào)”文件都把大力發(fā)展扶持農(nóng)村合作經(jīng)濟(jì)組織作為解決“三農(nóng)”問(wèn)題的一個(gè)重要抓手,這說(shuō)明,農(nóng)村合作經(jīng)濟(jì)組織作為連接農(nóng)戶小生產(chǎn)與大市場(chǎng)的橋梁和紐帶,在農(nóng)村改革、農(nóng)業(yè)增效、農(nóng)民增收等方面發(fā)揮了重要作用。 津南區(qū)作為天津市環(huán)城四區(qū)之一,雖然農(nóng)業(yè)生產(chǎn)總值占全區(qū)的比例并不高,但是我們不能忽略農(nóng)業(yè)對(duì)于津南區(qū)經(jīng)濟(jì)社會(huì)發(fā)展的重要性。通過(guò)發(fā)展,津南區(qū)的農(nóng)村合作經(jīng)濟(jì)組織日趨完善,發(fā)揮了比較好的作用,收到了比較明顯的成效,但也存在一些困難和問(wèn)題,與國(guó)內(nèi)先進(jìn)地區(qū)相比還有一定的差距。本文通過(guò)闡述論題的背景和意義,界定農(nóng)村合作經(jīng)濟(jì)組織的概念,介紹國(guó)內(nèi)外農(nóng)村合作經(jīng)濟(jì)組織的發(fā)展經(jīng)驗(yàn),揭示發(fā)展農(nóng)村合作經(jīng)濟(jì)組織與經(jīng)濟(jì)社會(huì)發(fā)展的關(guān)系,在總結(jié)成就的基礎(chǔ)上,找出存在的問(wèn)題。借鑒國(guó)內(nèi)外發(fā)展經(jīng)驗(yàn),根據(jù)津南區(qū)實(shí)際,提出發(fā)展對(duì)策,如：加大宣傳,提高農(nóng)村合作經(jīng)濟(jì)組織的思想認(rèn)識(shí)；因地制宜,突出農(nóng)村合作經(jīng)濟(jì)組織的多元發(fā)展；加強(qiáng)管理,規(guī)范農(nóng)村合作經(jīng)濟(jì)組織的健康運(yùn)營(yíng)；營(yíng)造環(huán)境,加大農(nóng)村合作經(jīng)濟(jì)組織的政策扶持；提高素質(zhì),加強(qiáng)農(nóng)村合作經(jīng)濟(jì)組織的隊(duì)伍建設(shè)。
[Abstract]:Since 2004, 11 consecutive "No. 1" documents of the Central Committee in China have taken vigorously developing and supporting rural cooperative economic organizations as an important grasp to solve the "three rural" problems, which shows that, Rural cooperative economic organization, as a bridge and link between peasant households' small production and large market, has played an important role in rural reform, agricultural efficiency and farmers' income. As one of the four districts around the city of Tianjin, although the proportion of agricultural output to the whole district is not high, we can not ignore the importance of agriculture to the economic and social development of the south of Tianjin. Through the development, the rural cooperative economic organization in the south of Tianjin has become more and more perfect, has played a better role, has received more obvious results, but there are also some difficulties and problems, compared with the advanced areas in China, there is still a certain gap. This paper expounds the background and significance of the topic, defines the concept of rural cooperative economic organization, introduces the development experience of rural cooperative economic organization at home and abroad, and reveals the relationship between the development of rural cooperative economic organization and economic and social development. On the basis of summing up achievements, find out the existing problems. Drawing lessons from the development experience at home and abroad, according to the reality of Jinnan District, put forward the development countermeasures, such as: increase publicity, improve the ideological understanding of rural cooperative economic organizations; adjust measures to local conditions, highlight the pluralistic development of rural cooperative economic organizations; strengthen management; To standardize the healthy operation of rural cooperative economic organizations, to create an environment, to increase the policy support of rural cooperative economic organizations, to improve the quality and to strengthen the construction of the contingent of rural cooperative economic organizations.
