【摘要】：基于永久基本農(nóng)田概念、內(nèi)涵和劃定要求,提出了縣域永久基本農(nóng)田的定量評(píng)價(jià)模型與劃定方法,并以河北省定州市為例進(jìn)行示范驗(yàn)證。定量評(píng)價(jià)模型包括自然稟賦條件、基礎(chǔ)設(shè)施條件、社會(huì)經(jīng)濟(jì)條件和區(qū)位條件4方面12個(gè)指標(biāo),并在改進(jìn)連片度和田間道路密度計(jì)算方法的基礎(chǔ)上進(jìn)行綜合評(píng)價(jià)。根據(jù)綜合評(píng)價(jià)結(jié)果,將定州市耕地劃分為優(yōu)先保護(hù)型(≥76.00)、重點(diǎn)保護(hù)型(68.91~76.00)、適宜調(diào)控型(60.00~68.91)和后備整治型(0~60.00)4種類型,其中:優(yōu)先保護(hù)型(28 389.22 hm~2)集中分布在城區(qū)及鎮(zhèn)政府周邊,是定州市重要的糧食生產(chǎn)基地;重點(diǎn)保護(hù)型(39 084.13 hm~2)主要分布在龐村鎮(zhèn)、大鹿莊鄉(xiāng)、楊家莊鄉(xiāng)等,是永久基本農(nóng)田的重點(diǎn)建設(shè)區(qū)域;適宜調(diào)控型(16 831.95 hm~2)分布較為分散,主要分布在磚路鎮(zhèn)、趙村鎮(zhèn)、西城區(qū)等,未來(lái)通過(guò)差別化土地整治再適當(dāng)調(diào)為永久基本農(nóng)田;后備整治型(5 126.82 hm~2)零散分布在西城區(qū)、北城區(qū)、息冢鎮(zhèn)等,目前不適宜劃作永久基本農(nóng)田。研究結(jié)果可為定州市永久基本農(nóng)田劃定與相關(guān)規(guī)劃提供依據(jù)。
[Abstract]:Based on the concept, connotation and demarcation requirements of permanent basic farmland, a quantitative evaluation model and method for defining permanent basic farmland in county area are proposed, and the demonstration and verification are carried out in Dingzhou City, Hebei Province. The quantitative evaluation model includes 12 indexes including natural endowment condition, infrastructure condition, socio-economic condition and location condition, and comprehensive evaluation is carried out on the basis of improving the calculation method of connectivity and field road density.
