【摘要】：兵團(tuán)農(nóng)業(yè)在全國有著重要的影響,在新疆發(fā)揮著不容忽視的引領(lǐng)示范作用。兵團(tuán)要加快農(nóng)業(yè)現(xiàn)代化步伐,實(shí)現(xiàn)傳統(tǒng)農(nóng)業(yè)向現(xiàn)代農(nóng)業(yè)邁進(jìn),就必須使現(xiàn)代集約型農(nóng)業(yè)與高度商品化農(nóng)業(yè)統(tǒng)一起來,加速推進(jìn)兵團(tuán)農(nóng)業(yè)現(xiàn)代化進(jìn)程。為此,新時(shí)期,新階段,建設(shè)高效、快捷的現(xiàn)代農(nóng)產(chǎn)品流通體系不僅是實(shí)現(xiàn)兵團(tuán)農(nóng)業(yè)現(xiàn)代化的重要途徑,更是兵團(tuán)發(fā)揮“穩(wěn)定器”、“大熔爐”和“示范區(qū)”三大作用的重要體現(xiàn)。改革開放以來,兵團(tuán)經(jīng)歷了曲折的農(nóng)業(yè)經(jīng)濟(jì)體制改革歷程,并逐步形成了具有自身特點(diǎn)的農(nóng)產(chǎn)品流通體系,尤其是兵團(tuán)大宗農(nóng)產(chǎn)品流通體系不僅體現(xiàn)了兵團(tuán)體制的特殊性,更是反映兵團(tuán)農(nóng)產(chǎn)品流通系統(tǒng)特征的具體代表。本文通過對(duì)農(nóng)產(chǎn)品流通相關(guān)理論知識(shí)的整理,歸納出國內(nèi)外農(nóng)產(chǎn)品流通體系建設(shè)與優(yōu)化的成功經(jīng)驗(yàn),為分析研究奠定了一定的理論基礎(chǔ)。在此基礎(chǔ)上,回顧總結(jié)了兵團(tuán)農(nóng)產(chǎn)品流通體系的演變歷程,以期從兵團(tuán)獨(dú)具的流通體系變遷中發(fā)掘兵團(tuán)農(nóng)產(chǎn)品流通體系改革和優(yōu)化的方向。繼而以在兵團(tuán)農(nóng)業(yè)總產(chǎn)值占絕對(duì)優(yōu)勢(shì)的糧食、油料、棉花、甜菜、蔬菜、瓜果和畜牧產(chǎn)品七大農(nóng)產(chǎn)品為視角,系統(tǒng)地研究了兵團(tuán)農(nóng)產(chǎn)品的生產(chǎn)銷售現(xiàn)狀和流通體系呈現(xiàn)出的四個(gè)特點(diǎn),即農(nóng)產(chǎn)品流通主體多元化,農(nóng)產(chǎn)品流通載體多樣化、農(nóng)產(chǎn)品流通渠道延展性和流通模式特殊性。構(gòu)建了兵團(tuán)農(nóng)產(chǎn)品流通體系效率評(píng)價(jià)指標(biāo)體系,運(yùn)用信息熵和綜合評(píng)價(jià)法對(duì)兵團(tuán)大宗農(nóng)產(chǎn)品流通體系效率做了客觀評(píng)價(jià)和結(jié)論分析。從理論研究、現(xiàn)狀分析、實(shí)踐驗(yàn)證等多角度研究顯示:兵團(tuán)農(nóng)產(chǎn)品流通體系總體效率不高,在流通主體的組織化、基礎(chǔ)設(shè)施建設(shè)與信息化水平以及兵團(tuán)特殊體制下大宗農(nóng)產(chǎn)品流通政策的協(xié)同性與有效性等方面存在問題�；谝陨戏治鲅芯�,從深化兵團(tuán)經(jīng)濟(jì)體制改革,加強(qiáng)基礎(chǔ)設(shè)施建設(shè)、培育獨(dú)立的農(nóng)產(chǎn)品流通市場主體,建立現(xiàn)代農(nóng)產(chǎn)品交易市場體系和構(gòu)建高效農(nóng)產(chǎn)品流通渠道等方面提出了優(yōu)化兵團(tuán)現(xiàn)有農(nóng)產(chǎn)品流通體系,深入探討了新形勢(shì)下兵團(tuán)大宗農(nóng)產(chǎn)品未來發(fā)展的有效措施和政策建議。農(nóng)產(chǎn)品流通是一個(gè)復(fù)雜的特殊的系統(tǒng)工程,客觀來講,國內(nèi)外專家學(xué)者對(duì)于農(nóng)產(chǎn)品流通效率體系的研究無論從定性角度的理論闡述、還是從定量角度的模型構(gòu)建、比較分析等方面都有較多的成果,具有一定的廣度和深度,也為本人能夠順利完成論文提供了重要的研究基礎(chǔ).在總結(jié)已有的成果和經(jīng)驗(yàn)的基礎(chǔ)上,將農(nóng)產(chǎn)品流通體系視為一個(gè)整體系統(tǒng),從理論研究和實(shí)證分析進(jìn)行了系統(tǒng)地、全面地、客觀地闡述,對(duì)于鮮少涉及有關(guān)兵團(tuán)農(nóng)產(chǎn)品流通體系的研究,無論從理論闡述還是實(shí)踐運(yùn)用上都具較強(qiáng)的創(chuàng)新性,對(duì)于兵團(tuán)加快建設(shè)農(nóng)業(yè)現(xiàn)代化,提高農(nóng)產(chǎn)品流通體系效率具有較高的參考價(jià)值。
[Abstract]:Bingtuan agriculture has an important influence in the whole country and plays a leading role in Xinjiang. In order to quicken the pace of agricultural modernization and realize the progress from traditional agriculture to modern agriculture, the Bingtuan must unify modern intensive agriculture with highly commercialized agriculture, and accelerate the process of agricultural modernization of Bingtuan. Therefore, in the new period and in the new stage, building an efficient and fast modern agricultural product circulation system is not only an important way to realize the agricultural modernization of the Corps, but also an important way for the Corps to play its "stabilizer". The three important functions of "melting furnace" and "demonstration zone" are embodied. Since the reform and opening up to the outside world, the bingtuan has experienced a tortuous course of reform of the agricultural economic system, and has gradually formed a circulation system of agricultural products with its own characteristics. Especially, the circulation system of the bulk agricultural products of the bingtuan not only embodies the particularity of the bingtuan system, Is reflects the bingtuan agricultural product circulation system characteristic concrete representative. This paper summarizes the successful experience in the construction and optimization of agricultural products circulation system at home and abroad through the collation of relevant theoretical knowledge of agricultural products circulation, which lays a certain theoretical foundation for the analysis and research. On this basis, the evolution of the circulation system of agricultural products in Bingtuan is reviewed and summarized in order to explore the direction of reform and optimization of the circulation system of agricultural products in Bingtuan from its unique circulation system changes. Then, from the perspective of seven major agricultural products, grain, oil, cotton, sugar beet, vegetables, melon and fruit, and livestock products, which dominate the total agricultural output of the bingtuan, This paper systematically studies the present production and marketing situation and the four characteristics of circulation system of agricultural products in Bingtuan, namely, diversification of agricultural product circulation subject, diversification of agricultural product circulation carrier, extension of agricultural product circulation channel and particularity of circulation mode. The efficiency evaluation index system of agricultural product circulation system of Bingtuan was constructed, and the objective evaluation and conclusion analysis of the efficiency of circulation system of bulk agricultural products of bingtuan were made by using information entropy and comprehensive evaluation method. From the theoretical research, current situation analysis, practice verification and other multi-angle research, it is shown that the circulation system of agricultural products of the Corps is not efficient in general, and it is organized in the circulation main body. There are some problems in infrastructure construction and information level, and the coordination and effectiveness of agricultural product circulation policy under the special system of bingtuan. Based on the above analysis and research, from deepening the reform of the economic system of the Corps, strengthening the infrastructure construction, and cultivating an independent agricultural product circulation market main body, In the aspects of establishing the modern agricultural product trading market system and constructing the efficient agricultural product circulation channel, the paper puts forward the optimization of the existing agricultural product circulation system of the Bingtuan, and probes into the effective measures and policy suggestions for the future development of the bulk agricultural products in the new situation. The circulation of agricultural products is a complex and special system engineering. Objectively speaking, experts and scholars at home and abroad have studied the efficiency system of agricultural product circulation from the perspective of qualitative theory or quantitative modeling. Comparative analysis and other aspects have more achievements, with a certain breadth and depth, but also for the successful completion of the paper to provide an important basis for research. On the basis of summarizing the existing achievements and experiences, the circulation system of agricultural products is regarded as a whole system, which is expounded systematically, comprehensively and objectively from theoretical research and empirical analysis. For the research on the circulation system of agricultural products of the Corps, which is rarely involved, there is a strong innovation in both theoretical and practical application, and for the Corps to speed up the construction of agricultural modernization, Improving the efficiency of agricultural products circulation system has higher reference value.
