農(nóng)墾北安管理局科技進步貢獻率的測算與分析

【摘要】:黑龍江墾區(qū)是一個集政權(quán)、經(jīng)濟和社會于一體的復(fù)雜系統(tǒng),以農(nóng)業(yè)的生產(chǎn)和加工為全區(qū)的發(fā)展主線,被譽為“中華大糧倉”。農(nóng)墾北安管理局隸屬于黑龍江墾區(qū),下轄15個國有農(nóng)場。它擁有得天獨厚的地理優(yōu)勢,位于世界三大黑土帶之一,每年為國家提供50億斤以上商品糧。農(nóng)墾北安管理局的種植業(yè)、畜牧業(yè)、工業(yè)等各產(chǎn)業(yè)發(fā)展均衡,能比較全面的體現(xiàn)墾區(qū)科技進步水平,具有一定代表性?陀^評價科技因素對北安管理局經(jīng)濟發(fā)展的影響,有助于農(nóng)墾北安科技局提高農(nóng)墾北安管理局的科技意識,促進全局經(jīng)濟可持續(xù)發(fā)展。 通過對農(nóng)墾北安管理局數(shù)據(jù)的初步評估,發(fā)現(xiàn)其科技進步貢獻率整體呈上升趨勢,但是近年增速放緩,有從外延式發(fā)展轉(zhuǎn)向集約式發(fā)展的趨勢,步入了經(jīng)濟發(fā)展的新常態(tài)。針對農(nóng)墾北安管理局的實際情況,采用擴展的Cobb-Douglas生產(chǎn)函數(shù)模型—索羅余值方法,建立農(nóng)墾北安管理局2000-2012年期間的科技進步貢獻率測算模型,,分別對農(nóng)墾北安管理局總體、農(nóng)業(yè)和工業(yè)的科技進步貢獻率進行測算分析。研究結(jié)果表明:第一,農(nóng)墾北安管理局總體科技的貢獻程度不斷攀升,其中2010-2012年期間波動較大;總體的資本注入水平對其生產(chǎn)總值的作用力大;總體的勞動力貢獻增長率與勞動力數(shù)量增長率變化趨同。第二,農(nóng)墾北安管理局農(nóng)業(yè)的科技進步貢獻率增長緩慢,但是在2010-2012年期間漲幅較大;農(nóng)業(yè)資本投入量對農(nóng)業(yè)經(jīng)濟增長的推動力大;農(nóng)業(yè)單位勞動力的產(chǎn)出效率在不斷提升;北安局耕地利用效率的提升潛力較大。第三,農(nóng)墾北安管理局工業(yè)的科技進步貢獻率呈現(xiàn)下滑趨勢;增加工業(yè)資本的注入量可以顯著推動工業(yè)經(jīng)濟的增長;農(nóng)墾北安管理局工業(yè)的勞動力貢獻增長率波動較大。同時通過計算和對比發(fā)現(xiàn),在假設(shè)勞動投入要素和總產(chǎn)值不變的情況下,農(nóng)墾北安管理局總體的資本投入量的減少有利于其科技進步貢獻率的提高,從而促進經(jīng)濟增長;谝陨涎芯拷Y(jié)論,以農(nóng)墾北安管理局的科技、資本、勞動力以及耕地四個要素為視角,以優(yōu)化資源配置,減少資本投入和提升科技創(chuàng)新能力為目標(biāo),提出四個方面的建議:一是強化農(nóng)墾北安管理局科技創(chuàng)新的驅(qū)動作用;二是優(yōu)化農(nóng)墾北安管理局資金配置;三是提高農(nóng)墾北安管理局的人力資本利用率;四是提高農(nóng)墾北安管理局的耕地利用率。
[Abstract]:Heilongjiang Reclamation area is a complex system which integrates political power, economy and society. The main line of development of the whole region is agricultural production and processing, which is called "China granary". The Bureau of Agricultural Reclamation North Security is attached to Heilongjiang Reclamation area, under the jurisdiction of 15 state-owned farms. It has a unique geographical advantage, located in the world one of the three big black soil belt, to provide the country with more than 5 billion catties of commodity grain every year. The balanced development of planting, animal husbandry, industry and other industries in the Bureau of Agricultural Reclamation and North Security Administration can comprehensively reflect the level of scientific and technological progress in the reclamation area and is representative to a certain extent. The objective evaluation of the influence of scientific and technological factors on the economic development of Beian Bureau is helpful for the Bureau of Agriculture Reclamation and Bei'an Science and Technology to raise the awareness of science and technology of the Bureau and to promote the sustainable development of the overall economy. Based on the preliminary evaluation of the data of the Bureau of Agricultural Reclamation and Northern Security Administration, it is found that the contribution rate of scientific and technological progress is on the whole rising, but in recent years the growth rate has slowed down, and the trend has changed from the epitaxial development to the intensive development, thus stepping into the new normal of economic development. According to the actual situation of Bei'an Bureau of Agricultural Reclamation, an extended Cobb-Douglas production function model-Solow residual value method is used to set up a model for calculating the contribution rate of science and technology progress in the period 2000-2012 of the Bureau of Agricultural Reclamation North Security Administration. The contribution rate of science and technology progress of agriculture and industry is calculated and analyzed. The results show that: first, the total contribution of science and technology of the Bureau of Agriculture Reclamation and Beian has been increasing, in which the period from 2010 to 2012 has fluctuated greatly, and the total level of capital injection has a great effect on its GDP. The overall growth rate of labor contribution and the change of labor quantity growth rate converge. Second, the contribution rate of agricultural science and technology progress of the Bureau of Agricultural Reclamation and North Security has been increasing slowly, but in the period of 2010-2012, the agricultural capital input has a large driving force on the agricultural economic growth, and the output efficiency of agricultural unit labor force is continuously improving. There is a great potential for improving the utilization efficiency of cultivated land in the North Security Bureau. Third, the contribution rate of science and technology progress of agriculture reclamation Beian administration shows a downward trend, increasing the injection of industrial capital can significantly promote the growth of industrial economy, and the growth rate of labor force contribution of agricultural reclamation Beian administration industry fluctuates greatly. At the same time, through calculation and comparison, it is found that under the assumption that the labor input elements and total output value remain unchanged, the reduction of the total capital input of the Bureau of Agricultural Reclamation Beian is conducive to the increase of the contribution rate of its scientific and technological progress, thus promoting the economic growth. Based on the above conclusions, this paper aims at optimizing the allocation of resources, reducing capital investment and enhancing the ability of scientific and technological innovation from the perspective of science and technology, capital, labor force and cultivated land of the Bureau of Agricultural Reclamation and Northern Security Administration. Four suggestions are put forward: one is to strengthen the driving role of the science and technology innovation of the Bureau of Agricultural Reclamation Bei'an, the other is to optimize the allocation of funds of the Bureau of Agricultural Reclamation Bei'an; third, to improve the utilization rate of human capital of the Bureau of Agricultural Reclamation North Security Administration; Fourth, improve the utilization rate of cultivated land of the Bureau of Agricultural Reclamation and North Security Administration.
