【摘要】：整村推進,是我國經(jīng)過長期實踐探索總結(jié)出來的符合現(xiàn)階段基本國情的一種扶貧模式,其已經(jīng)成為推動貧困地區(qū)經(jīng)濟發(fā)展的重要措施,是落實執(zhí)行黨中央扶貧到村、扶貧到戶的行之有效的舉措。朝陽縣整村推進扶貧模式實施的過程中,總結(jié)和歸納出來一系列豐富的、具有實際意義和可行性的工作經(jīng)驗。但是,整村推進扶貧開發(fā)工作任重而道遠(yuǎn),需要更完備的實踐經(jīng)驗和更系統(tǒng)的理論體系,所有的這些不足與存在的問題都需要在以后的工作當(dāng)中不斷的去彌補。本文針對朝陽縣整村推進扶貧摸式研究的問題進行探討,通過文獻(xiàn)研究法、實地調(diào)查法以及綜合分析法,發(fā)現(xiàn)朝陽縣農(nóng)村的致貧原因,進而從整村推進扶貧措施方面對原有模式進行了優(yōu)化,并對解決朝陽縣整村推進扶貧模式存在問題提出對策建議。本文根據(jù)作者在基層政府三年的工作經(jīng)驗,對貧困村實地走訪調(diào)查,深入剖析朝陽縣整村推進貧困村在扶貧實施中存在的問題及制約扶貧效果的原困。通過對國內(nèi)典型案例的分析,探索出適合本地區(qū)貧困特點的整村推進扶貧模式方案,并提出對策建議,為解決朝陽縣地區(qū)貧困問題提供參考。
[Abstract]:The promotion of the whole village is a poverty alleviation model that has been summed up by our country after a long period of practice and exploration. It has become an important measure to promote the economic development of poverty-stricken areas, and it is implementing the Party Central Committee to help the poor to the villages. Effective measures to reduce poverty to households. In the course of promoting the implementation of poverty alleviation model in Chaoyang County, a series of rich, practical and feasible working experiences are summarized and summed up. However, the whole village to promote poverty alleviation and development work is a long way to go, need more complete practical experience and a more systematic theoretical system, all these shortcomings and existing problems need to be constantly in the future work to make up for. This paper probes into the problem of pushing forward the research of poverty alleviation in Chaoyang County, and finds out the causes of poverty in Chaoyang County by the methods of literature research, field investigation and comprehensive analysis. Then it optimizes the original model from the aspect of the whole village advancing poverty alleviation measures, and puts forward the countermeasures and suggestions to solve the existing problems of the whole village poverty alleviation mode in Chaoyang County. According to the author's three years' work experience in the grass-roots government, this paper makes a field investigation on the poor villages, and deeply analyzes the problems existing in the implementation of poverty alleviation in the whole village of Chaoyang County and the difficulties that restrict the effect of poverty alleviation. Based on the analysis of typical cases in China, this paper explores a scheme of promoting poverty alleviation in the whole village suitable for the characteristics of poverty in this area, and puts forward some countermeasures and suggestions, which can be used as a reference for solving the poverty problem in Chaoyang County.
