【摘要】：陜西關(guān)中是旱作農(nóng)業(yè)發(fā)展最具代表性的地區(qū),近代以來關(guān)中種植業(yè)從小農(nóng)經(jīng)濟逐步過渡到商品化經(jīng)濟,在種植業(yè)結(jié)構(gòu)商品化選擇的過程中,既體現(xiàn)出社會經(jīng)濟的進步與發(fā)展,也存在著農(nóng)業(yè)種植形勢嚴峻、糧食供求失衡、農(nóng)業(yè)生產(chǎn)風(fēng)險遞增、種植業(yè)結(jié)構(gòu)優(yōu)化延緩等一系列的隱性危機,分析其成因,主要源于耕地資源流失嚴重、農(nóng)民忽視糧食作物種植、種植結(jié)構(gòu)存在盲目性以及勞動力外流等因素。針對關(guān)中區(qū)域化農(nóng)業(yè)種植特點,提出應(yīng)發(fā)揮關(guān)中有機旱作優(yōu)勢、加強糧價保護機制、提高農(nóng)地征用價格,有效控制非農(nóng)建設(shè)用地規(guī)模以及建立糧食品種精細化產(chǎn)業(yè)結(jié)構(gòu)等有效應(yīng)對隱性危機的解決方案,以達到關(guān)中地區(qū)種植業(yè)良性發(fā)展的目標(biāo)。
[Abstract]:Guanzhong of Shaanxi Province is the most representative area of dryland agricultural development. Since modern times, the planting industry in Guanzhong has gradually transitioned from small-scale farming economy to commercialized economy. In the process of commoditization of planting structure, it reflects the progress and development of social economy. There are also a series of recessive crises, such as the severe situation of agricultural planting, the imbalance of grain supply and demand, the increasing risks of agricultural production, the delayed optimization of planting structure, and so on. The analysis of the causes is mainly due to the serious loss of cultivated land resources. Farmers ignore the planting of grain crops, the structure of planting exists blindness and labor force outflow and other factors. In view of the characteristics of regional agricultural planting in Guanzhong, it is suggested that the advantages of organic dryland cultivation in Guanzhong should be brought into play, the mechanism of food price protection should be strengthened, and the requisition price of agricultural land should be To effectively control the scale of non-agricultural construction land and to establish a fine industrial structure of grain varieties and other effective solutions to the hidden crisis in order to achieve the goal of benign development of planting industry in Guanzhong region.
