【摘要】：2013年,在中央一號文件中第一次出現(xiàn)了“家庭農(nóng)場”的概念,同時出臺的還有認定家庭農(nóng)場的具體標準以及詳細的操作方法,在此條件下,家庭農(nóng)場這類新型農(nóng)業(yè)經(jīng)營主體就此誕生,同時成了中國農(nóng)業(yè)經(jīng)營的一個重要組織模式。家庭農(nóng)場相較于傳統(tǒng)農(nóng)業(yè)生產(chǎn)經(jīng)營形式有著不可比擬的優(yōu)勢：商品率高,生產(chǎn)率高,調(diào)整布局方便等。在此背景下,家庭農(nóng)場在杭州地區(qū)遍地開花,各個地區(qū)農(nóng)民的積極性也被不斷激發(fā),家庭農(nóng)場的發(fā)展前景一片大好。然而在家庭農(nóng)場發(fā)展的過程中也逐漸出現(xiàn)了一些難題,這些問題制約著家庭農(nóng)場進一步的發(fā)展,其中金融支持的缺失則是關(guān)乎家庭農(nóng)場生死存亡的首要問題。金融支持缺位的問題,使得金融體系整體功能被削弱,金融服務(wù)難以滿足家庭農(nóng)場的發(fā)展需求,進而影響農(nóng)民收入的增長。本文希望通過對杭州市家庭農(nóng)場金融支持的研究,找到其中存在的問題,并分析問題的產(chǎn)生原因,從而為解決杭州市家庭農(nóng)場金融支持的問題提供一些參考意義。本文對杭州地區(qū)70家家庭農(nóng)場進行了走訪調(diào)查,同時咨詢了杭州市政府相關(guān)部門,獲得了第一手資料。本文通過對杭州市家庭農(nóng)場的實地調(diào)查,全面了解了杭州市家庭農(nóng)場的發(fā)展狀況、家庭農(nóng)場的實際需求及金融支持現(xiàn)狀。本文站在家庭農(nóng)場的角度,以農(nóng)村金融、規(guī)模效應(yīng)等理論為基礎(chǔ),通過定性分析和對比分析等方法,發(fā)現(xiàn)了實際存在的問題和困難：(1)家庭農(nóng)場融資問題,主要表現(xiàn)為家庭農(nóng)場資金缺口較大,融資額度低、期限短,以及正規(guī)的金融渠道不暢；(2)農(nóng)業(yè)保險問題,包括家庭農(nóng)場參保率不高、農(nóng)業(yè)保險理賠流程繁瑣及賠償標準不合理；(3)金融服務(wù)缺失問題。然后,本文又從家庭農(nóng)場、政府和金融機構(gòu)三個方面分析了產(chǎn)生問題的原因。最后,通過對相關(guān)文獻的閱讀學(xué)習(xí),了解了國外發(fā)達地區(qū)金融支持家庭農(nóng)場發(fā)展的做法與經(jīng)驗,總結(jié)出了這些經(jīng)驗對解決杭州市家庭農(nóng)場金融支持問題的啟示,從而進一步探討了針對杭州市家庭農(nóng)場金融支持的對策建議：(1)繼續(xù)增加對家庭農(nóng)場的財政補貼；(2)大力發(fā)展新型農(nóng)村合作金融組織;(3)建立完善的信用體系和擔保體系；(4)應(yīng)該從生產(chǎn)經(jīng)營的各個環(huán)節(jié)來為家庭農(nóng)場提供金融支持；(5)提高家庭農(nóng)場經(jīng)營者的管理水平。
[Abstract]:In 2013, the concept of "family farm" appeared for the first time in the first document of the Central Committee, along with specific criteria and detailed operating methods for identifying family farms. Family farm, a new type of agricultural management, was born, and it became an important organization mode of Chinese agricultural management at the same time. Family farms have incomparable advantages over traditional agricultural production and management, such as high commodity rate, high productivity, convenient adjustment of layout, and so on. Under this background, the family farm blooms everywhere in Hangzhou, and the enthusiasm of the farmers in every area is constantly stimulated, the development prospect of the family farm is very good. However, in the process of family farm development, there are some difficult problems, which restrict the further development of family farm, among which the lack of financial support is the first issue related to the life and death of family farm. The lack of financial support weakens the overall function of the financial system and makes the financial services difficult to meet the development needs of family farms, thus affecting the growth of farmers' income. This paper hopes to find out the existing problems and analyze the causes of the problems through the research on the financial support of family farms in Hangzhou, so as to provide some reference significance for solving the problems of financial support of family farms in Hangzhou. In this paper, 70 family farms in Hangzhou area were investigated, and the relevant departments of Hangzhou Municipal Government were consulted and first-hand information was obtained. Based on the field investigation of family farms in Hangzhou, this paper fully understands the development of family farms in Hangzhou, the actual needs of family farms and the current situation of financial support. Based on the theories of rural finance and scale effect, this paper, from the angle of family farm, finds out the practical problems and difficulties of family farm financing by means of qualitative analysis and comparative analysis. The main manifestations are the large gap in family farm funds, the low amount of financing, the short term, and the lack of formal financial channels.) the agricultural insurance problem, including the low rate of family farm insurance, The process of agricultural insurance claims is cumbersome and the standard of compensation is unreasonable. Then, this paper analyzes the causes of the problems from three aspects: family farm, government and financial institutions. Finally, by reading and studying the relevant literature, the author has learned the practice and experience of financial support for family farm development in developed areas abroad, and summed up the enlightenment of these experiences to solve the financial support problem of family farm in Hangzhou. Therefore, this paper further discusses the countermeasures for financial support of family farms in Hangzhou. Suggestions: 1) continue to increase financial subsidies to family farms 2) vigorously develop a new type of rural cooperative financial organization: 3) establish a sound credit system and guarantee system We should provide financial support to the family farm from all aspects of production and management) and improve the management level of the family farm operator.
