【摘要】：在經(jīng)濟(jì)社會(huì)發(fā)展過程中,"三農(nóng)"問題一直是黨和政府始終關(guān)注的重點(diǎn)問題,同時(shí)認(rèn)為要解決"三農(nóng)"問題關(guān)鍵就在于鄉(xiāng)村建設(shè)。十六屆五中全會(huì)上,中央通過了建設(shè)社會(huì)主義新農(nóng)村的偉大決議。在此基礎(chǔ)上,黨的十八大上第一次提出了 "美麗中國"的概念,強(qiáng)調(diào)要尊重自然、保護(hù)環(huán)境,布局了"五位一體"的社會(huì)主義建設(shè)藍(lán)圖。2013年,建設(shè)美麗鄉(xiāng)村的任務(wù)目標(biāo)在黨中央一號(hào)文件中被明確提了出來。2014年,自治區(qū)黨委政府與時(shí)俱進(jìn),決定利用三年時(shí)間在全區(qū)范圍內(nèi)開展美麗鄉(xiāng)村建設(shè),在各盟市、旗區(qū)和鄉(xiāng)鎮(zhèn)村的共同配合努力下,美麗鄉(xiāng)村建設(shè)工作已取得了初步成果。本文以鄂爾多斯市準(zhǔn)格爾旗為例進(jìn)行研究,旨在通過對(duì)準(zhǔn)格爾旗美麗鄉(xiāng)村建設(shè)概況的綜合分析,進(jìn)一步展示出內(nèi)蒙古自治區(qū)美麗鄉(xiāng)村建設(shè)過程中遇到的問題和產(chǎn)生的原因,進(jìn)而為解決問題提出相應(yīng)的對(duì)策和建議,同時(shí)也為準(zhǔn)格爾旗和自治區(qū)其他盟市旗區(qū)日后的鄉(xiāng)村建設(shè)工作提供借鑒。本文首先討論了研究的背景和意義,并介紹了國內(nèi)外農(nóng)村建設(shè)研究現(xiàn)狀,說明了論文的框架結(jié)構(gòu)以及研究方法,并指出了文章的可能創(chuàng)新之處與不足。其次,界定了美麗鄉(xiāng)村建設(shè)的相關(guān)概念和闡述了理論基礎(chǔ),并隨后介紹了準(zhǔn)格爾旗美麗鄉(xiāng)村建設(shè)的現(xiàn)狀,主要是已經(jīng)取得的成果和典型案例。并由此概括總結(jié)出該旗近兩年美麗鄉(xiāng)村建設(shè)中存在的問題及產(chǎn)生的原因。最后,結(jié)合當(dāng)?shù)貙?shí)際,指出適合準(zhǔn)格爾旗美麗鄉(xiāng)村建設(shè)的對(duì)策建議。
[Abstract]:In the process of economic and social development, the issue of "agriculture, countryside and farmers" has always been the focus of attention of the Party and the government, and the key to solve the problem of "agriculture, rural areas and farmers" lies in rural construction. At the Fifth Plenary session of the 16th Central Committee, the Central Committee adopted a great resolution on building a new socialist countryside. On this basis, the 18th National Congress of the Party put forward the concept of "beautiful China" for the first time, emphasizing the need to respect nature, protecting the environment, and laying out a blueprint for socialist construction with "five in one". The task goal of building beautiful villages was clearly put forward in the first document of the CPC Central Committee. In 2014, the autonomous region's party committee and government kept pace with the times and decided to use three years to carry out the construction of beautiful villages in the whole region and cities. With the concerted efforts of the flag area and the villages and towns, the construction of beautiful villages has made initial achievements. This paper takes the Zhungeer Banner of Ordos as an example to analyze the general situation of the construction of the beautiful villages in Zhungeer Banner, and to further show the problems encountered in the process of the construction of the beautiful villages in Inner Mongolia Autonomous region and the causes. At the same time, it also provides reference for the future rural construction work of Zhungeer Banner and other autonomous regions. Firstly, this paper discusses the background and significance of the research, introduces the present situation of the research on rural construction at home and abroad, explains the frame structure and research methods of the paper, and points out the possible innovations and shortcomings of the paper. Secondly, it defines the related concepts of the beautiful rural construction and expounds the theoretical basis, and then introduces the status quo of the beautiful rural construction in Zhungeer Banner, mainly the achievements and typical cases. The problems and causes in the construction of beautiful countryside in recent two years are summarized. Finally, combined with the local reality, the paper points out the countermeasures and suggestions suitable for the construction of the beautiful countryside in Zhungeer Banner.
