【摘要】：農(nóng)業(yè)合作化運動是新中國成立初期農(nóng)村社會經(jīng)濟的一次重要變革,它是在我國土地改革運動之后,人民公社化運動開展之前的一次重要運動,這次運動在短短數(shù)年時間內(nèi),迅速完成了農(nóng)村個體所有制經(jīng)濟到集體所有制經(jīng)濟的轉(zhuǎn)變,是我國農(nóng)村經(jīng)濟體制變革中的重要一環(huán)。在這場運動中,歷史功績是顯著的,但也出現(xiàn)了未曾預(yù)料的失誤。在農(nóng)業(yè)合作化運動開展之初,中國共產(chǎn)黨當(dāng)時預(yù)想的目的主要是:第一,改造農(nóng)民,將農(nóng)村納入社會主義軌道;第二,促發(fā)展,增收入,提高農(nóng)村經(jīng)濟發(fā)展水平。但從農(nóng)業(yè)合作化運動的結(jié)果來看,第一項任務(wù)以暴風(fēng)驟雨般的速度得以完成;第二項任務(wù)并沒有達到預(yù)期的效果�，F(xiàn)在,“三農(nóng)”問題仍然是我國經(jīng)濟發(fā)展中的一個難題。中國作為一個農(nóng)業(yè)大國,農(nóng)民問題是不容忽視的重要問題。如何更好地促進我國農(nóng)業(yè)的發(fā)展,使農(nóng)業(yè)在“建設(shè)社會主義新農(nóng)村”的背景下實現(xiàn)更好的突破,越來越成為國人關(guān)注的焦點,很多農(nóng)業(yè)發(fā)展的方案層出不窮,不同聲音的爭論也一直在延續(xù)。這其中,很多學(xué)者重新審視并思考起了20世紀(jì)50年代的農(nóng)業(yè)合作化運動,想從這一段歷史中挖掘出對現(xiàn)代農(nóng)業(yè)發(fā)展有益的東西。站在新的歷史起點上,深入總結(jié)農(nóng)業(yè)合作化運動的經(jīng)驗教訓(xùn),取其精華,去其糟粕,對于推動當(dāng)今我國農(nóng)村經(jīng)濟的發(fā)展有重要意義。本文選取的區(qū)域研究對象為河北省邯鄲縣,該縣歷史悠久,是河北重要的產(chǎn)糧縣之一,地處晉冀魯豫四省交界的中心,農(nóng)業(yè)合作化運動的成效對周邊地區(qū)有很大的帶動效應(yīng)。邯鄲縣農(nóng)業(yè)合作化運動的發(fā)展過程基本體現(xiàn)了革命老區(qū)農(nóng)業(yè)合作化運動的面貌特征,文章大量參考和引用了邯鄲縣檔案館的原始資料,尤其是邯鄲縣在農(nóng)業(yè)合作化進程中采取的一些整頓措施、管理方法等,力求還原邯鄲縣農(nóng)業(yè)合作化運動的客觀真實情況,為當(dāng)今農(nóng)村合作經(jīng)濟提供借鑒。全文除緒論和結(jié)語外,正文共分三部分:第一部分分析邯鄲縣農(nóng)業(yè)合作化運動展開前農(nóng)村的社會經(jīng)濟背景,首先敘述了邯鄲縣解放后農(nóng)村的一些基本情況;然后介紹了邯鄲縣土地改革后農(nóng)村的土地分配狀況、邯鄲縣土改后農(nóng)村經(jīng)濟關(guān)系的變動以及邯鄲縣傳統(tǒng)的一些農(nóng)村互助方式。文章認(rèn)為土改后邯鄲縣農(nóng)村經(jīng)濟發(fā)展的趨勢是中農(nóng)數(shù)量上升,農(nóng)村兩級分化情況得到緩解。土改后邯鄲縣農(nóng)民在生產(chǎn)中確實有互助合作的需要,這是邯鄲縣農(nóng)業(yè)合作化運動發(fā)生的一個重要動因。在1951年底互助合作決議試行后,邯鄲縣作為一個老解放區(qū),正式步入農(nóng)業(yè)合作化的軌道。第二部分詳細論述了邯鄲縣農(nóng)業(yè)合作化運動的具體發(fā)展脈絡(luò)。從邯鄲縣的第一個臨時性互助組的興辦、常年性互助組的產(chǎn)生,到初級社的試辦、高級社的興起,分階段的對邯鄲縣農(nóng)業(yè)合作化運動進行了詳細描述,再現(xiàn)了這段曲折的歷程。文章中對農(nóng)業(yè)合作化運動中,互助組、初級社、高級社等存在的一些問題,以及為應(yīng)對這些問題邯鄲縣委及干部采取的一些措施和管理辦法,初級社、高級社的經(jīng)營管理方式等內(nèi)容,做了大量的敘述。文章認(rèn)為,1954年是邯鄲縣農(nóng)業(yè)合作化運動的一個分水嶺,之前的運動是比較健康合理的,但1954年之后,運動的發(fā)展有些出乎了邯鄲縣委的控制,尤其是高級社的興建熱潮,導(dǎo)致邯鄲縣農(nóng)業(yè)合作化運動提前完成,工作過粗,但文章的重點在于對邯鄲縣農(nóng)業(yè)合作化運動中,各階段的基本狀況尤其是經(jīng)營管理辦法如“四包”、整頓措施等具體內(nèi)容的描述上,試圖從中找出對當(dāng)代農(nóng)業(yè)發(fā)展有借鑒意義的一些東西。。第三部分是對邯鄲縣農(nóng)業(yè)合作化運動的總體評價,在肯定成績的同時,也提出了運動中的一些不足,總結(jié)運動的經(jīng)驗教訓(xùn)。在分析農(nóng)業(yè)合作化運動不足的原因中,文章認(rèn)為原因主要在兩個方面,從中央來說,以政治手段也就是國家政策的制定實行,來推動經(jīng)濟建設(shè)也就是農(nóng)業(yè)合作化運動的開展,是導(dǎo)致運動后期出現(xiàn)問題的重要原因。從邯鄲縣來說,在農(nóng)業(yè)合作化運動中,把農(nóng)業(yè)和其他部門過多地牽扯、關(guān)聯(lián)在一起,使農(nóng)業(yè)的負擔(dān)過多過重,拖累了農(nóng)業(yè)的發(fā)展。分析和研究邯鄲縣農(nóng)業(yè)合作化運動的過程,更好的認(rèn)識邯鄲縣開展農(nóng)業(yè)合作化的必要性,從邯鄲縣農(nóng)業(yè)合作化運動中吸取經(jīng)驗教訓(xùn),更好地為社會主義新農(nóng)村建設(shè)服務(wù),為我國農(nóng)村新型合作經(jīng)濟提供重要現(xiàn)實啟示。
[Abstract]:Agricultural cooperative movement is an important change of the rural social economy in the early period of the founding of New China . It is an important movement of the people ' s public social movement after the movement of the land reform in China . In the beginning of the campaign of agricultural co - operation , the Communist Party of China has completed the transformation of the rural individual ownership economy to the collective ownership economy , and it is an important part of the reform of the rural economic system . In the beginning of the campaign of agricultural co - operation , the Communist Party of China has had the aim of bringing the countryside into the socialist orbit ; secondly , promoting the development , increasing the income and improving the level of rural economic development . The paper points out that the development of agricultural co - operation in Handan County is one of the important problems in the development of agricultural cooperative movement in Handan . However , after 1954 , the development of the movement was somewhat related to the control of Handan County Committee , especially the construction upsurge of the senior society , which led to the completion of the agricultural cooperative movement in Handan County , and the work was too coarse , but the emphasis of the article lies in the description of the basic situation of each stage , especially the management methods , such as " four packs " and rectification measures , in Handan County ' s agricultural cooperative movement , and tries to find out some things which can be used for reference for the development of contemporary agriculture . The third part is the overall evaluation of the agricultural cooperative movement in Handan county . At the same time , it also puts forward some shortcomings in the movement and summarizes the experiences and lessons of the sports . In the analysis and research of the process of agricultural cooperative movement in Handan county , the paper analyzes and studies the necessity of agricultural co - operation in Handan County , and makes a better understanding of the necessity of agricultural co - operation in Handan county .
