【摘要】：塊數(shù)據(jù)意指把各種分散的點(diǎn)數(shù)據(jù)和分割的條數(shù)據(jù)匯聚在一個(gè)特定的平臺上,使之發(fā)生持續(xù)聚合效應(yīng)的數(shù)據(jù)。塊數(shù)據(jù)能克服"條時(shí)代"大數(shù)據(jù)發(fā)展面臨的共享難度大、壟斷程度高、融合能力差、應(yīng)用價(jià)值低以及安全風(fēng)險(xiǎn)大等一系列制約因素,降低農(nóng)村精準(zhǔn)識別中人為操控的可能性,提高農(nóng)村精準(zhǔn)扶貧項(xiàng)目安排的針對性,增強(qiáng)農(nóng)村精準(zhǔn)幫扶資源配置的有效性,促進(jìn)農(nóng)村精準(zhǔn)脫貧效果評估的科學(xué)性。但是,運(yùn)用塊數(shù)據(jù)開展農(nóng)村扶貧,仍然會(huì)面臨數(shù)據(jù)失真、識別無效、確認(rèn)困難、指標(biāo)錯(cuò)位等問題。盡管如此,塊數(shù)據(jù)對農(nóng)村精準(zhǔn)扶貧中精準(zhǔn)識別、精準(zhǔn)幫扶、精準(zhǔn)管理、精準(zhǔn)脫貧的技術(shù)支撐和決策參考作用是明顯存在的,對農(nóng)村精準(zhǔn)扶貧的生命周期管理、誠信體系建設(shè)和精準(zhǔn)脫貧路徑的拓展亦有重要的幫助。
[Abstract]:Block data refers to the data that gathers all kinds of scattered point data and segmented bar data on a specific platform to cause continuous aggregation effect. Block data can overcome a series of restrictive factors, such as high difficulty of sharing, high degree of monopoly, poor ability of fusion, low application value and high security risk, which can reduce the possibility of artificial manipulation in accurate identification of rural areas. Improving the pertinence of the rural precision poverty alleviation project arrangement, enhancing the effectiveness of the allocation of the rural precision help resources, promoting the scientific evaluation of the rural precision poverty relief effect. However, using block data to carry out rural poverty alleviation will still face some problems such as data distortion, invalid identification, difficulty in confirmation, misalignment of indicators, and so on. Nevertheless, the technical support and decision-making reference role of block data for accurate identification, precision support, accurate management, and accurate poverty alleviation in rural areas is evident. The life-cycle management of precision poverty alleviation in rural areas, The construction of honesty system and the development of accurate way out of poverty also have important help.
