【摘要】:三農(nóng)問題一直是我國主要解決的問題,而解決三農(nóng)問題的有效途徑之一是轉(zhuǎn)變農(nóng)業(yè)發(fā)展方式,尋找合適的農(nóng)地流轉(zhuǎn)模式,推進(jìn)農(nóng)業(yè)現(xiàn)代化。2014年11月我國出臺(tái)了《關(guān)于引導(dǎo)農(nóng)村土地經(jīng)營權(quán)有序流轉(zhuǎn)發(fā)展農(nóng)業(yè)適度規(guī)模經(jīng)營的意見》,文件提出鼓勵(lì)發(fā)展多種形式的農(nóng)民合作組織,深入推進(jìn)示范性創(chuàng)建活動(dòng),促進(jìn)農(nóng)民合作社規(guī)范發(fā)展。因此,使農(nóng)地流轉(zhuǎn)中介服務(wù)組織為農(nóng)地流轉(zhuǎn)提供流轉(zhuǎn)信息、宣傳政策法規(guī)、協(xié)調(diào)利益關(guān)系、糾紛處理等服務(wù),降低農(nóng)地流轉(zhuǎn)交易成本,提高農(nóng)地流轉(zhuǎn)質(zhì)量成為農(nóng)業(yè)現(xiàn)代化建設(shè)的重要手段之一。隨著土地規(guī);鬓D(zhuǎn),各地對農(nóng)地流轉(zhuǎn)中介服務(wù)組織的創(chuàng)建與探索越來越重視,農(nóng)地流轉(zhuǎn)中介服務(wù)組織已經(jīng)成為土地規(guī)模化流轉(zhuǎn)的基本平臺(tái)。農(nóng)地流轉(zhuǎn)中介服務(wù)組織也從過去的農(nóng)民自發(fā)組建的內(nèi)生型組織轉(zhuǎn)變?yōu)橐哉顿Y建設(shè)的外生型組織,并且根據(jù)各地農(nóng)地流轉(zhuǎn)中介服務(wù)組織發(fā)展變化的特點(diǎn),將農(nóng)地流轉(zhuǎn)中介服務(wù)組織模式歸納為“彭州土地銀行模式”、“紹興土地信托服務(wù)機(jī)構(gòu)模式”、“成都土地股份合作社模式”以及“武漢農(nóng)村產(chǎn)權(quán)交易所模式”。此四種組織模式都具有地方特色,各具優(yōu)缺點(diǎn),本文引用用于研究公立醫(yī)院改革的Preker-Harding理論模型,通過決策權(quán)、剩余索取權(quán)、市場競爭、可問責(zé)性以及社會(huì)功能五個(gè)維度比較分析此四種組織模型,發(fā)現(xiàn)目前的組織模式適用范圍地域化、行政色彩較濃、剩余索取權(quán)和競爭創(chuàng)收能力偏低以及政府財(cái)政補(bǔ)償機(jī)制和監(jiān)督機(jī)制缺失等問題。對此,本文提出加強(qiáng)農(nóng)地流轉(zhuǎn)中介服務(wù)組織內(nèi)部治理、明確政府與中介服務(wù)組織職能、創(chuàng)造良好的外部環(huán)境等政策建議,且通過這些建議的優(yōu)化,構(gòu)建適合于廣泛應(yīng)用的農(nóng)地流轉(zhuǎn)中介服務(wù)組織。
[Abstract]:The problem of agriculture, countryside and farmers has always been the main problem to be solved in our country. One of the effective ways to solve the problem is to change the mode of agricultural development and to find a suitable mode of agricultural land circulation. Promoting Agricultural Modernization. In November 2014, China issued the opinions on guiding the orderly Circulation of Rural Land Management Rights to develop appropriate Agricultural scale Management. The document proposes to encourage the development of various forms of peasant cooperative organizations. We will further promote exemplary activities to promote the normative development of farmers' cooperatives. Therefore, the intermediary service organizations of farmland circulation should provide information on the circulation of agricultural land, publicize policies and regulations, coordinate interest relations, handle disputes, and reduce transaction costs of agricultural land circulation. To improve the quality of agricultural land transfer has become an important means of agricultural modernization. With the large-scale circulation of land, more and more attention has been paid to the establishment and exploration of the intermediary service organizations for the circulation of agricultural land. The intermediary service organizations for the transfer of agricultural land have become the basic platform for large-scale land circulation. The intermediary service organizations of agricultural land circulation have also changed from endogenous organizations formed spontaneously by farmers in the past to exogenous organizations with government investment and construction, and according to the characteristics of the development and changes of intermediary service organizations in the circulation of agricultural land, The model of intermediary service organization of agricultural land circulation is divided into "Pengzhou Land Bank Model", "Shaoxing Land Trust Service Organization Model", "Chengdu Land share Cooperative Mode" and "Wuhan Rural property Exchange Mode". These four organizational models all have local characteristics and have their own advantages and disadvantages. This paper cites the Preker-Harding theoretical model used to study the reform of public hospitals, through decision-making power, residual claim right, market competition, By comparing and analyzing the four organizational models from five dimensions of accountability and social function, it is found that the current organizational model is geographically applicable and has a strong administrative color. The surplus claim and the ability of competition to generate income are on the low side, and the government financial compensation mechanism and the supervision mechanism are missing. In view of this, this paper puts forward some policy suggestions, such as strengthening the internal governance of intermediary service organizations of agricultural land circulation, clarifying the functions of government and intermediary service organizations, creating a good external environment, and so on, and through the optimization of these suggestions, Construct the intermediary service organization of agricultural land circulation which is suitable for wide application.
