【摘要】：運用區(qū)域研究法和比較研究法,選取陜北、關(guān)中、陜南三大區(qū)域38個行政村,走訪298戶農(nóng)戶,通過收回的861份調(diào)查問卷來考查農(nóng)村環(huán)境基礎(chǔ)設(shè)施的農(nóng)民需求,并以此為視角分析農(nóng)村環(huán)境基礎(chǔ)設(shè)施建設(shè)中的農(nóng)民籌資意愿,研究結(jié)果表明:(1)陜西省農(nóng)村環(huán)境基礎(chǔ)設(shè)施建設(shè)的農(nóng)民籌資意愿與農(nóng)民需求之間存在一定對應(yīng)關(guān)系,但不同區(qū)域農(nóng)民對設(shè)施具體項目的需求程度不同,由此帶來設(shè)施建設(shè)的農(nóng)民籌資意愿不同;(2)地方政府應(yīng)尊重農(nóng)民籌資意愿,強調(diào)農(nóng)民"受益人"角色,搭建農(nóng)村環(huán)境基礎(chǔ)設(shè)施建設(shè)農(nóng)民籌資的操作平臺,構(gòu)建"上下互動"的公共決策機制;(3)地方政府應(yīng)積極構(gòu)建多元投入的農(nóng)村環(huán)境基礎(chǔ)設(shè)施籌資體系,并以此實現(xiàn)農(nóng)村環(huán)境基礎(chǔ)設(shè)施的多中心治理。
[Abstract]:By using the regional research method and the comparative research method, we selected 38 administrative villages in the three major regions of northern Shaanxi, Guanzhong and southern Shaanxi, visited 298 households, and examined the needs of rural environmental infrastructure farmers through the 861 questionnaires collected. Based on the analysis of farmers' willingness to raise funds in rural environmental infrastructure construction, the research results show that there is a certain correspondence between farmers' financing willingness and farmers' demand for rural environmental infrastructure construction in Shaanxi Province. However, the farmers in different regions have different demands for specific facilities projects, which leads to different farmers' willingness to raise funds. 2) the local governments should respect the farmers' willingness to raise funds and emphasize the role of farmers as "beneficiaries". Setting up the operating platform of rural environmental infrastructure construction farmers' financing, constructing the public decision-making mechanism of "up and down interaction" 3) the local government should actively construct the multi-input rural environmental infrastructure financing system. And the realization of rural environmental infrastructure multi-center governance.
