【摘要】：外商在非洲農(nóng)田的直接投資呈現(xiàn)出新的加快態(tài)勢(shì)。在經(jīng)歷近期的糧食、能源危機(jī),以及金融、環(huán)境危機(jī)后,耕地的需求大大增加。糧食如小麥、大米的價(jià)格在某些情況下翻了一倍,甚至兩倍。經(jīng)濟(jì)實(shí)力強(qiáng)大的國(guó)家租賃本國(guó)境外的大面積耕地,以保障國(guó)內(nèi)糧食、能源及物資的供給。外商直接投資新趨勢(shì)集中到非洲國(guó)家,特別是馬里。關(guān)于對(duì)外直接投資是給東道國(guó)帶來發(fā)展機(jī)會(huì)還是在剝削窮人的爭(zhēng)論一直持續(xù)不休。在新自由主義背景下,強(qiáng)大的全球機(jī)構(gòu)正在促進(jìn)對(duì)外直接投資,并且表示這是非洲國(guó)家贏得經(jīng)濟(jì)發(fā)展的契機(jī)。由于在對(duì)外直接投資新趨勢(shì)這一領(lǐng)域研究仍有大片的空白,此文旨在幫助填補(bǔ)這部分的缺口,分析當(dāng)?shù)剞r(nóng)民在office du Niger,馬里執(zhí)政下的外商直接投資耕地的處境。研究表明在office du Niger引導(dǎo)下的對(duì)外直接投資是典型的剝奪式積累。在非洲尤其在馬里,土地征收規(guī)模是什么?為了回答所有的問題,本文分為以下六個(gè)章節(jié):第一第二章分別介紹和綜述了馬里的背景,以及西非的土地政策,馬里的土地征用,也討論土地征收的影響。第三第四章探討了土地征收的實(shí)證研究以及問題。第五章舉例說明了"Moulin Moderne du Mali”的投資例子。第六章是關(guān)于馬里耕地國(guó)外直接投資的結(jié)論和建議。此文的研究方法是采訪office du Niger的執(zhí)政情況和收集相關(guān)信息。受訪者普遍經(jīng)歷了鎮(zhèn)壓、無產(chǎn)階級(jí)化,帝國(guó)將他們的生活和環(huán)境進(jìn)一步拖進(jìn)無盡深淵。但是在馬里最近的調(diào)查結(jié)果是由各種報(bào)告和國(guó)家統(tǒng)計(jì)局?jǐn)?shù)據(jù)提供的。大多數(shù)時(shí)候,這些數(shù)據(jù)并沒有實(shí)現(xiàn),所以這篇論文作為科學(xué)研究有其范疇和局限性。
[Abstract]:Foreign direct investment in African farmland shows a new acceleration. After the recent food, energy, and financial and environmental crises, the demand for arable land has increased dramatically. The price of grain such as wheat and rice has doubled or even tripled in some cases. Economically powerful countries lease large areas of arable land outside their borders to secure domestic supplies of food, energy and materials. New trends in foreign direct investment are concentrated in African countries, especially Mali. The debate over whether OFDI brings development opportunities to host countries or exploits the poor continues. In the context of neoliberalism, strong global institutions are promoting foreign direct investment, and say it is an opportunity for African countries to win economic growth. Since there is still a large gap in the study of the new trend of foreign direct investment, this paper aims to help fill the gap and analyze the situation of local farmers' foreign direct investment cultivated land under the rule of office du Niger, Mali. The research shows that FDI under the guidance of office du Niger is a typical deprivation accumulation. What is the scale of land expropriation in Africa, especially in Mali? In order to answer all the questions, this paper is divided into the following six chapters: the first and second chapter introduces and summarizes the background of Mali, the land policy in West Africa, the land expropriation of Mali, and also discusses the impact of land expropriation. The third and fourth chapter discusses the empirical research and problems of land expropriation. Chapter 5 illustrates the investment example of "Moulin Moderne du Mali". The sixth chapter is about the conclusion and suggestion of Mali cultivated land foreign direct investment. The research method of this article is to interview office du Niger's ruling situation and collect relevant information. Interviewees generally experienced repression, proletariat, and empires dragged their lives and environment further into the abyss. But recent surveys in Mali have been provided by reports and statistics from the National Bureau of Statistics. Most of the time, these data are not implemented, so this paper as a scientific study has its scope and limitations.
