【摘要】：土地乃財(cái)富之母,是承載農(nóng)業(yè)園區(qū)內(nèi)一切生產(chǎn)經(jīng)營活動(dòng)的載體。經(jīng)過近三十年的快速發(fā)展,農(nóng)業(yè)園區(qū)在具體建設(shè)和運(yùn)營過程中,暴露出一些問題,其中持續(xù)發(fā)展的需要和土地有限供給的矛盾尤其突出,在資源稟賦、生產(chǎn)水平、生態(tài)環(huán)境、人力資源均不占優(yōu)勢的丘陵山區(qū),現(xiàn)代農(nóng)業(yè)生產(chǎn)發(fā)展的任務(wù)尤為艱巨�；诋�(dāng)前形勢,農(nóng)業(yè)園區(qū)健康持續(xù)發(fā)展必須考慮土地資源合理利用和管理。因此,進(jìn)行農(nóng)業(yè)園區(qū)土地集約利用的理論和實(shí)證研究,對農(nóng)村資源、社會、經(jīng)濟(jì)和生態(tài)可持續(xù)發(fā)展具有重要意義。本文以可持續(xù)發(fā)展理論、區(qū)位理論、地租理論和土地規(guī)模報(bào)酬理論為基礎(chǔ),采用文獻(xiàn)研究、實(shí)際調(diào)查、定性與定量相結(jié)合的方法,系統(tǒng)梳理了現(xiàn)代農(nóng)業(yè)園區(qū)和土地集約的理論與方法；然后以蓬溪縣農(nóng)業(yè)園區(qū)為例,建立農(nóng)業(yè)園區(qū)土地集約利用評價(jià)指標(biāo)體系,并借助BP-神經(jīng)網(wǎng)絡(luò)模型開展定量評價(jià)研究；在理論和實(shí)證的基礎(chǔ)上基于綜合分析結(jié)論,得出了提高現(xiàn)代農(nóng)業(yè)園區(qū)土地利用集約度的對策建議。第一,界定了農(nóng)業(yè)園區(qū)土地集約利用內(nèi)涵。研究定義農(nóng)業(yè)園區(qū)土地集約利用是土地利用結(jié)構(gòu)的合理化,是空間布局與數(shù)量的優(yōu)化；是農(nóng)業(yè)生產(chǎn)用地的規(guī)模化,通過產(chǎn)業(yè)的集聚發(fā)揮較大輻射和示范效應(yīng)；是土地利用的充分化,最大限度地降低撂荒地?cái)?shù)量；是土地產(chǎn)出的高效化,最終實(shí)現(xiàn)經(jīng)濟(jì)、社會和生態(tài)效益的統(tǒng)第二,構(gòu)建了農(nóng)業(yè)園區(qū)土地集約利用評價(jià)模型對農(nóng)業(yè)園區(qū)進(jìn)行了實(shí)證研究。本研究從農(nóng)業(yè)園區(qū)土地利用現(xiàn)狀、土地利用效益和管理績效三個(gè)方面,分別選取了23個(gè)具體指標(biāo),構(gòu)建了基于BP-神經(jīng)網(wǎng)絡(luò)的現(xiàn)代農(nóng)業(yè)園區(qū)土地集約利用評價(jià)模型進(jìn)行實(shí)證研究,計(jì)算出2011-2015年蓬溪現(xiàn)代農(nóng)業(yè)園區(qū)土地利用集約度分別為：0.3921、0.5152、0.5331、0.5627、0.6320,研究結(jié)果表明：蓬溪現(xiàn)代農(nóng)業(yè)園區(qū)自建設(shè)以來,區(qū)域內(nèi)土地的產(chǎn)出效益與利用率已達(dá)到初步集約的水平,且增長態(tài)勢較為穩(wěn)健,但仍有值得改進(jìn)和提高之處。第三,對策建議。流轉(zhuǎn)報(bào)征兩手齊抓,做大土地利用增量；強(qiáng)化土地總規(guī)地位,確保規(guī)劃執(zhí)行力度；增強(qiáng)節(jié)約集約觀念,提高土地利用效率；科學(xué)謀劃產(chǎn)業(yè)布局,增強(qiáng)示范帶動(dòng)能力；加強(qiáng)生態(tài)保護(hù)意識,確保土地永續(xù)利用。
[Abstract]:Land is the mother of wealth. It is the carrier of all production and management activities in the agricultural park. After nearly thirty years of rapid development, the agricultural park has exposed some problems in the process of construction and operation. The contradiction between the needs of sustainable development and the limited supply of land is especially prominent, in resource endowment, production level, ecological environment, and people. The task of the development of modern agricultural production is particularly arduous. Based on the current situation, the rational utilization and management of land resources must be taken into consideration for the sustainable development of the agricultural park. Therefore, the theoretical and empirical research on the intensive use of land in the agricultural park is carried out, and the sustainable development of rural resources, society, economy and ecology will be carried out. In this paper, based on the theory of sustainable development, location theory, land rent theory and land scale reward theory, the theory and method of modern agricultural park and land intensive are systematically combed with the method of literature research, actual investigation, qualitative and quantitative combination, and the agriculture park of Pengxi county is taken as an example to establish agriculture. The evaluation index system of the land intensive utilization of the park and the quantitative evaluation research with the BP- neural network model are carried out. Based on the theoretical and empirical analysis, the countermeasures and suggestions for improving the intensive degree of land use in modern agricultural parks are obtained. First, the intension of intensive land use in the agricultural park is defined. The intensive use of land is the rationalization of the land use structure, the optimization of the spatial distribution and quantity, the scale of the land for agricultural production, the greater radiation and demonstration effect through the agglomeration of the industry, the charge and differentiation of land use, the maximum reduction of the number of abandoned land, the efficiency of the land output, and the final realization of the economy, and the society. The land intensive use evaluation model of the agricultural park was constructed for the agricultural park. This study selected 23 specific indexes from three aspects of the land use status, land use efficiency and management performance of the agricultural park, and constructed the modern agricultural park land based on BP- neural network, which was based on the BP- neural network. The intensive use evaluation model is used to carry out an empirical study. The land use intensivism of Pengxi modern agricultural park in 2011-2015 years is calculated as: 0.3921,0.5152,0.5331,0.5627,0.6320. The results show that since the construction of Pengxi modern agricultural park, the output efficiency and utilization rate of land in the region has reached a preliminary intensive level and increased. The situation is more robust, but still worthy of improvement and improvement. Third, countermeasures and suggestions. The circulation of two hands should be carried out to improve the land use increment, strengthen the status of the land general regulation, ensure the implementation of the plan, strengthen the concept of economical and intensive, improve the efficiency of land use, scientifically plan industrial layout, enhance demonstration and drive capacity; strengthen ecological protection. Protect the consciousness and ensure the sustainable use of the land.
