【摘要】：推進(jìn)農(nóng)村公共產(chǎn)品供給側(cè)結(jié)構(gòu)性改革是適應(yīng)農(nóng)民群眾新的生產(chǎn)生活需求的必然要求。當(dāng)前,農(nóng)村公共產(chǎn)品供給側(cè)存在著供給總量不足與供給質(zhì)量和效率不高的突出問題。針對制約農(nóng)村公共產(chǎn)品供給的主要因素,應(yīng)通過加快落實新發(fā)展理念、明確農(nóng)村公共產(chǎn)品供給主體、強(qiáng)化政府基本公共服務(wù)職能、激活農(nóng)村內(nèi)生發(fā)展動力等舉措,不斷優(yōu)化農(nóng)村公共產(chǎn)品供給結(jié)構(gòu),擴(kuò)大農(nóng)村公共產(chǎn)品的有效供給規(guī)模,提高農(nóng)村公共產(chǎn)品的供給質(zhì)量和效率。此外,還應(yīng)加快建立健全相關(guān)政策體系,為推進(jìn)農(nóng)村公共產(chǎn)品供給側(cè)結(jié)構(gòu)性改革提供良好的政策保障。
[Abstract]:It is necessary to promote the supply-side structural reform of rural public goods to meet the new demands of farmers. At present, the supply side of rural public goods has the outstanding problems of insufficient total supply quantity and low supply quality and efficiency. In view of the main factors restricting the supply of rural public goods, we should speed up the implementation of the new concept of development, clarify the main body of the supply of rural public goods, strengthen the basic public service function of the government, and activate the endogenous development motive force of the rural areas. We should constantly optimize the supply structure of rural public goods, expand the scale of effective supply of rural public goods, and improve the quality and efficiency of rural public goods supply. In addition, we should speed up the establishment and improvement of relevant policy systems to provide a good policy guarantee for the promotion of supply-side structural reform of rural public goods.
