【摘要】：2013年中央農(nóng)村工作會首次將“適度進口”明確為國家糧食安全新戰(zhàn)略的組成部分。中央2015年一號文件又提出“提高統(tǒng)籌利用國內(nèi)國際兩個市場兩種資源能力”的觀念,其發(fā)展是綜合考慮我國糧食未來需求供求格局,農(nóng)業(yè)資源環(huán)境承載能力,以及保持政策穩(wěn)定性等因素后作出的重大戰(zhàn)略決策。在中國經(jīng)濟政策新常態(tài)背景下,研究中國糧食走出去的戰(zhàn)略模式和路徑對于提高我國對于國際糧食掌控能力、保證國家糧食食品安全具有重要的戰(zhàn)略意義。本文以貿(mào)易投資一體化背景下我國糧食企業(yè)“走出去”問題作為研究主題,通過研究貿(mào)易投資一體化背景下我國糧食企業(yè)發(fā)展的影響,并且通過與四大國際糧商與我國糧食企業(yè)國際化發(fā)展進行比較,總結出我國糧食企業(yè)在國際化進程中所存在的問題,這些問題主要包括對外投資起步晚,規(guī)模小,產(chǎn)業(yè)鏈建設側重于糧食種植環(huán)節(jié),并且也面臨著一系列的風險。在此背景下,為了積極推進我國糧食企業(yè)“走出去”的步伐,我國應更加積極嘗試和發(fā)展貿(mào)易投資一體化,培育更多的跨國大糧商,并且還要完善我國糧食企業(yè)在全球市場上的資源配置,通過多元化的投資方式,建立全球市場上的農(nóng)產(chǎn)品產(chǎn)業(yè)鏈,并且還要逐步提升我國糧食企業(yè)對農(nóng)產(chǎn)品產(chǎn)業(yè)鏈的控制能力。
[Abstract]:For the first time in 2013, the Central Rural work Conference identified "moderate imports" as part of a new national strategy for food security. The first document of the Central Committee in 2015 also put forward the concept of "improving the ability to make overall use of the two kinds of resources in the domestic and international markets". The development of the paper is to comprehensively consider the pattern of supply and demand for future food demand in China, and the carrying capacity of agricultural resources and environment. As well as maintaining policy stability and other factors after making major strategic decisions. Under the background of the new normal of China's economic policy, it is of great strategic significance to study the strategic pattern and path of China's grain going out for improving our country's ability to control international grain and ensuring the national food safety. In this paper, under the background of the integration of trade and investment, the issue of "going out" of grain enterprises in China is taken as the research theme, and the influence of the development of grain enterprises in the context of the integration of trade and investment is studied. By comparing with the international development of the four major international grain merchants and the grain enterprises of our country, the paper summarizes the problems existing in the process of internationalization of the grain enterprises in our country. These problems mainly include the late start of foreign investment and the small scale. The construction of industrial chain focuses on grain planting, and also faces a series of risks. In this context, in order to actively promote the pace of "going out" of Chinese grain enterprises, China should try more actively to try and develop the integration of trade and investment, and cultivate more transnational grain merchants. Moreover, we should perfect the allocation of resources in the global market of our country's grain enterprises, establish the industrial chain of agricultural products in the global market through diversified investment methods, and gradually enhance the ability of our grain enterprises to control the industrial chain of agricultural products.
