【摘要】：農(nóng)村集體產(chǎn)權(quán)改革的一個(gè)可能目標(biāo)是通過產(chǎn)權(quán)量化和固化、建立現(xiàn)代公司治理結(jié)構(gòu)、實(shí)行政經(jīng)分離,以防止城中村、城郊村、經(jīng)濟(jì)發(fā)達(dá)村的利益紛爭(zhēng),完善農(nóng)村基層治理機(jī)制。不過,在快速城市化的現(xiàn)階段,城中村、城郊村和經(jīng)濟(jì)發(fā)達(dá)村正是土地城市化主要目標(biāo)地,并因此容易發(fā)生激烈的利益博弈。著力于完善村莊內(nèi)部治理機(jī)制的集體產(chǎn)權(quán)改革,可能變成集結(jié)起來的農(nóng)民為獲得更大利益而與國(guó)家進(jìn)行利益博弈,從而造成農(nóng)村社會(huì)的土圍子化。
[Abstract]:One of the possible goals of the reform of rural collective property rights is to establish a modern corporate governance structure through the quantification and solidification of property rights and to carry out the separation of politics and economy, so as to prevent the conflicts of interests among the villages in cities, suburban villages and economically developed villages, and to perfect the governance mechanism at the grass-roots level in rural areas.However, at the present stage of rapid urbanization, urban villages, suburban villages and economically developed villages are the main targets of land urbanization.The collective property right reform, which focuses on perfecting the mechanism of governance in villages, may turn into a game of interests between the assembled peasants and the state in order to obtain greater interests, thus resulting in the transformation of the rural society into a soil enclave.
