【摘要】：隨著世界經(jīng)濟(jì)全球化和區(qū)域經(jīng)濟(jì)一體化的逐步推進(jìn),多邊貿(mào)易磋商和雙邊貿(mào)易談判已經(jīng)成為世界各國(guó)改善多邊和雙邊貿(mào)易關(guān)系的主要手段。2015年6月17日正式簽署的中澳自貿(mào)協(xié)定,是中國(guó)和世界發(fā)達(dá)農(nóng)業(yè)國(guó)達(dá)成的第一個(gè)高標(biāo)準(zhǔn)自由貿(mào)易協(xié)定。在歷經(jīng)10年22輪的中澳雙邊談判中,農(nóng)產(chǎn)品問(wèn)題始終是雙方關(guān)注的焦點(diǎn)。中澳均屬世界農(nóng)產(chǎn)品生產(chǎn)和貿(mào)易大國(guó),FTA的簽署必將對(duì)兩國(guó)的農(nóng)產(chǎn)品貿(mào)易產(chǎn)生深遠(yuǎn)的影響,因此研究這一問(wèn)題具有理論意義和現(xiàn)實(shí)意義。論文共分為六部分。第一部分為導(dǎo)論,介紹了選題背景和研究意義,國(guó)內(nèi)外研究綜述,研究?jī)?nèi)容、研究方法和主要?jiǎng)?chuàng)新點(diǎn)。第二部分為相關(guān)概念和理論基礎(chǔ),主要介紹相互需求理論、產(chǎn)業(yè)內(nèi)貿(mào)易理論、競(jìng)爭(zhēng)優(yōu)勢(shì)理論以及貿(mào)易創(chuàng)造效應(yīng)理論等相關(guān)內(nèi)容。第三部分為中澳農(nóng)產(chǎn)品貿(mào)易現(xiàn)狀及對(duì)比分析,主要介紹中澳農(nóng)產(chǎn)品貿(mào)易發(fā)展現(xiàn)狀、面臨的環(huán)境,并以中澳農(nóng)產(chǎn)品貿(mào)易的規(guī)模、特征和貿(mào)易產(chǎn)品為切入點(diǎn),重點(diǎn)對(duì)比分析我國(guó)與澳大利亞的農(nóng)產(chǎn)品競(jìng)爭(zhēng)優(yōu)勢(shì)、農(nóng)產(chǎn)品貿(mào)易強(qiáng)度以及農(nóng)產(chǎn)品貿(mào)易互補(bǔ)性。第四部分為中澳FTA協(xié)議內(nèi)容及經(jīng)濟(jì)效應(yīng)分析,主要介紹中澳FTA的談判歷程和協(xié)議內(nèi)容,特別是有關(guān)農(nóng)產(chǎn)品的相關(guān)規(guī)定,并分別分析了中澳FTA的靜態(tài)效應(yīng)和動(dòng)態(tài)效應(yīng)。第五部分為中澳FTA對(duì)兩國(guó)農(nóng)產(chǎn)品貿(mào)易的影響,分別介紹中澳FTA對(duì)兩國(guó)農(nóng)產(chǎn)品貿(mào)易的積極影響和消極影響。第六部分為對(duì)策及建議。針對(duì)中澳FTA對(duì)兩國(guó)農(nóng)產(chǎn)品貿(mào)易的影響,提出擴(kuò)大我國(guó)對(duì)澳大利亞農(nóng)產(chǎn)品出口、維護(hù)國(guó)內(nèi)農(nóng)業(yè)健康發(fā)展與中澳農(nóng)業(yè)合作的有關(guān)對(duì)策及建議。
[Abstract]:With the development of the globalization of the world economy and the integration of the regional economy,Multilateral trade consultations and bilateral trade negotiations have become the main means by which countries around the world can improve their multilateral and bilateral trade relations. The China-Australia Free Trade Agreement, formally signed on June 17, 2015,It is the first high-standard free trade agreement between China and the developed agricultural countries in the world.After 10 years of 22 rounds of bilateral negotiations, the issue of agricultural products has always been the focus of attention.The signing of FTA between China and Australia, a world agricultural production and trade power, will have a profound impact on the agricultural products trade between the two countries, so it is of theoretical and practical significance to study this issue.The thesis is divided into six parts.The first part is the introduction, which introduces the background and significance of the topic, the domestic and foreign research review, the research content, the research methods and the main innovation points.The second part is related concepts and theoretical basis, mainly introduces the mutual demand theory, intra-industry trade theory, competitive advantage theory and trade creation effect theory and other related content.The third part is the current situation and comparative analysis of agricultural trade between China and Australia. It mainly introduces the current situation and environment of agricultural trade between China and Australia, and takes the scale, characteristics and products of agricultural trade between China and Australia as the starting point.The competitive advantage of agricultural products, the intensity of agricultural products trade and the complementarities of agricultural products trade between China and Australia are analyzed.The fourth part analyzes the content and economic effect of Sino-Australian FTA agreement, mainly introduces the negotiation process and agreement content of Sino-Australian FTA, especially the related provisions on agricultural products, and analyzes the static and dynamic effects of Sino-Australian FTA respectively.The fifth part is the impact of FTA on the agricultural trade of the two countries, respectively, introducing the positive and negative effects of FTA on the agricultural trade between the two countries.The sixth part is the countermeasure and suggestion.In view of the influence of Sino-Australian FTA on the agricultural products trade between China and Australia, this paper puts forward some countermeasures and suggestions for expanding the export of agricultural products from China to Australia and maintaining the healthy development of domestic agriculture and the agricultural cooperation between China and Australia.
