【摘要】：我國(guó)是世界第一人口大國(guó),人均耕地面積遠(yuǎn)遠(yuǎn)低于世界平均水平。近年來(lái),隨著經(jīng)濟(jì)的發(fā)展,人口的增加,工業(yè)化和城市化步伐的不斷加快,對(duì)土地資源的需求也越來(lái)越大。如何實(shí)現(xiàn)土地資源的可持續(xù)利用、保障糧食安全、保障經(jīng)濟(jì)持續(xù)發(fā)展,是制約我國(guó)經(jīng)濟(jì)建設(shè)發(fā)展的瓶頸。為保障土地的經(jīng)濟(jì)供給,通過(guò)開展土地開發(fā)與整理相結(jié)合的土地綜合整治,保障耕地、緩解人地壓力,增加土地可利用的面積、提高土地的利用率,實(shí)現(xiàn)土地的可持續(xù)發(fā)展、增強(qiáng)土地二次利用率,突出誰(shuí)破壞誰(shuí)整治的原則、增強(qiáng)人們的土地保護(hù)的概念,復(fù)墾、開發(fā)相結(jié)合,開發(fā)能有效緩解水土流失等生態(tài)環(huán)境問(wèn)題,而采礦帶來(lái)的經(jīng)濟(jì)效益能為開發(fā)提供經(jīng)濟(jì)保障。本文以文獻(xiàn)研究法、理論研究法、比較研究法、實(shí)證研究法等研究方法,在對(duì)目前國(guó)內(nèi)外土整治等方面的文獻(xiàn)進(jìn)行有效梳理的基礎(chǔ)上,以江西省萍鄉(xiāng)市蘆溪縣農(nóng)村土地綜合整治項(xiàng)目為例,系統(tǒng)分析該該區(qū)域土地利用與資源環(huán)境概況、土地?fù)p毀特征,并進(jìn)行土地復(fù)墾與土地開發(fā)潛力比較,在各類模式上篩選適用于蘆溪縣的土地整治模式,最后有針對(duì)性的提出相關(guān)的對(duì)策和建議。本文的研究主要從以下幾個(gè)方面展開:首先,從縣域土地資源及利用水平、復(fù)墾區(qū)資源環(huán)境、開發(fā)項(xiàng)目區(qū)資源環(huán)境等方面分析項(xiàng)目區(qū)土地利用與資源環(huán)境特點(diǎn),江西省萍鄉(xiāng)市主要集中于丘陵山區(qū),丘陵地區(qū)土地地質(zhì)結(jié)構(gòu)不夠穩(wěn)定,山地滑坡、泥石流等自然災(zāi)害時(shí)常發(fā)生,水土流失嚴(yán)重,開展土地復(fù)墾與土地開發(fā)相結(jié)合的土地綜合整治可以有效改善項(xiàng)目區(qū)生態(tài)環(huán)境特征;其次,從被破壞土地現(xiàn)狀、項(xiàng)目區(qū)被破壞土地程度以及生態(tài)環(huán)境影響等方面分析土地復(fù)墾區(qū)域和土地開發(fā)區(qū)域的土地?fù)p毀特征,提出因地制宜,選取合適的復(fù)墾開發(fā)方案;第三,系統(tǒng)分析江西省萍鄉(xiāng)市蘆溪縣農(nóng)村土地綜合整治項(xiàng)目區(qū)以復(fù)墾、開發(fā)的潛力和復(fù)墾開發(fā)耕地補(bǔ)充情況;第四,在土地利用與資源環(huán)境特點(diǎn)分析、被破壞土地現(xiàn)狀、土地復(fù)墾與土地開發(fā)潛力分析的基礎(chǔ)上,從土地模式篩選出適用于蘆溪縣的土地治理管理模式。通過(guò)本文的研究,為研究區(qū)開展兼顧土地復(fù)墾與土地開發(fā)潛力情況和模式類型的土地綜合整治管理工作提供積極的作用,在增加新增耕地?cái)?shù)量的同時(shí)、有效地治理項(xiàng)目區(qū)內(nèi)的水土流失現(xiàn)象,在一定的時(shí)期內(nèi)項(xiàng)目區(qū)內(nèi)的生態(tài)環(huán)境將達(dá)到一個(gè)良好的水平。
[Abstract]:China is the world's largest populous country, the per capita cultivated land area is far below the world average.In recent years, with the development of economy, the increase of population and the acceleration of industrialization and urbanization, the demand for land resources is increasing.How to realize the sustainable utilization of land resources, ensure the food security and ensure the sustainable development of economy is the bottleneck of the economic construction and development of our country.In order to ensure the economic supply of land, through the comprehensive renovation of land combined with land development and consolidation, we can ensure the cultivated land, relieve the pressure of people and land, increase the area of land use, improve the utilization rate of land, and realize the sustainable development of land.Strengthening the secondary utilization rate of land, highlighting the principle of who destroys and renovating, strengthening people's concept of land protection, combining reclamation and development, and developing can effectively alleviate ecological and environmental problems such as soil and water loss, etc.The economic benefits of mining can provide economic security for development.In this paper, literature research, theoretical research, comparative research, empirical research and other research methods, on the basis of the current domestic and foreign soil remediation and other aspects of the literature on the basis of an effective combing.Taking the rural land comprehensive renovation project of Luxi County, Pingxiang City, Jiangxi Province as an example, this paper systematically analyzes the general situation of land use, resources and environment, the characteristics of land damage, and compares the potential of land reclamation and land exploitation in this area.The land regulation model suitable for Luxi county is selected on all kinds of models. Finally, relevant countermeasures and suggestions are put forward.The research in this paper is mainly carried out in the following aspects: firstly, the characteristics of land use and resource environment in the project area are analyzed from the aspects of county land resources and utilization level, reclamation area resources and environment, development project area resources and environment, etc.Pingxiang City, Jiangxi Province, is mainly concentrated in hilly and mountainous areas, where the land geological structure is not stable, natural disasters such as mountain landslides and debris flows occur frequently, and soil erosion is serious.Land comprehensive renovation combined with land reclamation and land development can effectively improve the ecological and environmental characteristics of the project area. Secondly, from the status quo of damaged land,This paper analyzes the characteristics of land damage in land reclamation areas and land development areas in terms of the extent of damage to land and the impact of ecological environment in the project area, and puts forward appropriate reclamation and development plans according to local conditions. Third,The paper systematically analyzes the potential of reclamation and development of rural land comprehensive renovation project area in Luxi County, Pingxiang City, Jiangxi Province, and the supplementary situation of cultivated land reclamation and development. Fourthly, it analyzes the characteristics of land use and resources and environment and is destroyed by the present situation of land.Based on the analysis of land reclamation and land exploitation potential, a land management model suitable for Luxi County was selected from the land model.Through the research of this paper, it provides a positive role for the comprehensive management of land reclamation and land exploitation potential and model types in the study area, and increases the amount of new cultivated land at the same time.The ecological environment in the project area will reach a good level in a certain period of time by effectively controlling the phenomenon of soil and water loss in the project area.
