【摘要】：農(nóng)民專業(yè)合作社是我國市場經(jīng)濟(jì)發(fā)展的產(chǎn)物,是農(nóng)村農(nóng)業(yè)組織制度的創(chuàng)新,這種創(chuàng)新的動(dòng)力和目的是利益主體通過合作可以增加自身的經(jīng)濟(jì)利益和社會(huì)地位。同時(shí)經(jīng)濟(jì)利益不僅是農(nóng)民專業(yè)合作的基礎(chǔ)和紐帶,而且也是農(nóng)民專業(yè)合作社存在和發(fā)展的根本原因和動(dòng)力。農(nóng)民專業(yè)合作社是一種利益共同體,必然也會(huì)因?yàn)槔娑a(chǎn)生沖突,這樣也就產(chǎn)生了利益平衡的需要。因此,構(gòu)建科學(xué)合理的利益聯(lián)結(jié)機(jī)制是農(nóng)民專業(yè)合作社又好又快發(fā)展的必然要求。本文主要采取政治學(xué)看經(jīng)濟(jì)問題的分析方法,從權(quán)威主體的層面分析探討縣域農(nóng)民專業(yè)合作社利益聯(lián)結(jié)機(jī)制的三種主要類型:即政府引導(dǎo)領(lǐng)辦型、公司聯(lián)合領(lǐng)辦型和農(nóng)村大戶領(lǐng)辦型。文章在對(duì)三種農(nóng)民專業(yè)合作社進(jìn)行了各自界定的前提下,又以此為主線,對(duì)湖南省邵陽市隆回縣30多家相關(guān)類型的農(nóng)民專業(yè)合作社進(jìn)行了實(shí)地調(diào)研和考察。然后,在根據(jù)實(shí)地調(diào)研的結(jié)果以及相關(guān)研究分析的基礎(chǔ);并依據(jù)相關(guān)理論,展開了對(duì)三種農(nóng)民專業(yè)合作社利益聯(lián)結(jié)機(jī)制是如何運(yùn)行的分析和研究。本文在根據(jù)上述研究的理論基礎(chǔ)之上,力圖從政治學(xué)的視角引入權(quán)威主體下的權(quán)利與義務(wù)的對(duì)稱關(guān)系,對(duì)三種農(nóng)民專業(yè)合作社利益聯(lián)結(jié)機(jī)制的共性問題和個(gè)性問題進(jìn)行分析和探討;緊接著又在此基礎(chǔ)上分析了問題產(chǎn)生的原因。然后,在最后部分,文章主要從農(nóng)民專業(yè)合作社利益聯(lián)結(jié)機(jī)制的內(nèi)部和外部進(jìn)行了自己的思考,并提出了相應(yīng)的對(duì)策和建議。最后,希望本研究能夠得到相關(guān)學(xué)界的認(rèn)可,并為相關(guān)研究同類問題的學(xué)者提供一個(gè)參考的方向。
[Abstract]:The farmer specialized cooperative is the product of the development of market economy in our country and the innovation of the rural agricultural organization system. The motive force and purpose of this innovation is that the main body of interests can increase their own economic interests and social status through cooperation.At the same time, economic interests are not only the foundation and link of farmers' professional cooperation, but also the root cause and motive force of the existence and development of farmers' professional cooperatives.Farmers' professional cooperative is a kind of community of interests, which inevitably conflicts because of interests, and thus produces the need for balance of interests.Therefore, it is necessary for farmers' professional cooperatives to develop well and rapidly.This article mainly adopts the political science to look at the economic question analysis method, from the authority main body plane analysis discusses the county area farmer specialized cooperative benefit connection mechanism three main types: the government guides the leadership type,The company joint leading and large rural households led the type.On the premise of defining the three kinds of farmers' specialized cooperatives, and taking this as the main line, the article makes a field investigation and investigation on more than 30 related types of farmers' specialized cooperatives in Longhui County, Shaoyang City, Hunan Province.Then, according to the results of field research and the basis of relevant research and analysis; and based on the relevant theory, the author analyzes and studies how the three kinds of farmers' professional cooperative interest linkage mechanism works.Based on the theoretical basis of the above research, this paper tries to introduce the symmetrical relationship between rights and obligations under the authority subject from the perspective of political science.This paper analyzes and probes into the common problems and individual problems of the three kinds of farmers' professional cooperatives' interest linkage mechanism, and then analyzes the causes of the problems.Then, in the last part, the article mainly carries on own thought from the farmer specialized cooperative benefit connection mechanism internal and external, and has proposed the corresponding countermeasure and the suggestion.Finally, it is hoped that this study can be recognized by the relevant scholars and provide a reference for scholars who study the same kind of problems.
