【摘要】：推進(jìn)供給側(cè)結(jié)構(gòu)性改革是中央深度研判世界經(jīng)濟(jì)形勢(shì)和中國(guó)經(jīng)濟(jì)發(fā)展新常態(tài)做出的重大決策,是當(dāng)前和今后一個(gè)時(shí)期農(nóng)業(yè)和農(nóng)村工作的主旋律。本文基于第七屆中國(guó)國(guó)外農(nóng)業(yè)經(jīng)濟(jì)研究會(huì)各論壇學(xué)術(shù)交流成果,系統(tǒng)梳理了農(nóng)業(yè)供給側(cè)整理了農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革的內(nèi)涵,得出農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革與農(nóng)業(yè)的內(nèi)涵、改革的難點(diǎn)和主要問(wèn)題、國(guó)外農(nóng)業(yè)發(fā)展經(jīng)驗(yàn)、未來(lái)中國(guó)農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革的重點(diǎn)與政策。相對(duì)一致性的觀點(diǎn)是:農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革不是僅指農(nóng)業(yè)結(jié)構(gòu)調(diào)整,調(diào)結(jié)構(gòu)、去庫(kù)存、降成本和轉(zhuǎn)變農(nóng)業(yè)發(fā)展方式是中國(guó)農(nóng)業(yè)供給側(cè)改革需要重點(diǎn)解決的突出和緊迫問(wèn)題。借鑒美國(guó)、歐洲與日本等國(guó)的經(jīng)驗(yàn),結(jié)合中國(guó)農(nóng)業(yè)發(fā)展困境的原因,以增加農(nóng)業(yè)競(jìng)爭(zhēng)力為核心的、減少市場(chǎng)干預(yù)的農(nóng)業(yè)支持政策可能是中國(guó)未來(lái)農(nóng)業(yè)扶持政策的選擇。
[Abstract]:Promote the supply side structural reform is the central depth analysis of world economic situation and economic development of the new normal Chinese major decision making, is the main theme of agriculture and rural work in the current and future periods. In this paper, the forum for academic exchanges results of the seventh Chinese foreign agricultural economy research based on system combing the connotation of agricultural supply side finishing agricultural supply side structural reform, the connotation of structural reform and agricultural supply side, and the main problem of the difficulty of reform, agricultural development experience from abroad, and focus on the policy of agricultural supply side China structural reforms in the future. The relatively consistent view is: agricultural supply side structural reforms not only refers to the adjustment of agricultural structure, structural adjustment, to inventory, prominent and urgent problems of agricultural Chinese supply side reform needs to focus on solving the cost reduction and transformation of agricultural development from the United States, Europe and Japan and other countries experience, combined with the development of agriculture China dilemma, as the core to increase the competitiveness of agriculture, reduce agricultural support policy intervention in the market may be the future policy China agricultural support options.
