【摘要】：現(xiàn)代特色農(nóng)業(yè)發(fā)展是我國農(nóng)民增收、農(nóng)村經(jīng)濟(jì)發(fā)展的主要動力。以廣西為例,在運(yùn)用五階段劃分法對廣西現(xiàn)代農(nóng)業(yè)發(fā)展階段進(jìn)行測評的基礎(chǔ)上,利用綜合指標(biāo)評價(jià)法從農(nóng)業(yè)投入水平、特色資源利用水平、農(nóng)業(yè)產(chǎn)業(yè)化水平、農(nóng)業(yè)產(chǎn)出水平、農(nóng)村經(jīng)濟(jì)社會發(fā)展水平和農(nóng)業(yè)可持續(xù)發(fā)展水平等六大方面共選取28個指標(biāo)測評廣西現(xiàn)代特色農(nóng)業(yè)發(fā)展水平。將測評結(jié)果和全國平均水平對比發(fā)現(xiàn),廣西目前處于農(nóng)業(yè)現(xiàn)代化快速發(fā)展階段,落后于全國平均水平的初步農(nóng)業(yè)現(xiàn)代化實(shí)現(xiàn)階段,必須將現(xiàn)代農(nóng)業(yè)和特色農(nóng)業(yè)統(tǒng)籌發(fā)展。廣西現(xiàn)代特色農(nóng)業(yè)進(jìn)程緩慢,面臨生產(chǎn)資金投入不足、勞動生產(chǎn)率低、耕地資源限制、有效灌溉率低、化肥使用量過度、部分特色產(chǎn)業(yè)優(yōu)勢不明顯、農(nóng)副產(chǎn)品加工增值率低、節(jié)水覆蓋率低等諸多問題。在此基礎(chǔ)上,提出通過如下措施來推進(jìn)現(xiàn)代特色農(nóng)業(yè)發(fā)展:利用資源優(yōu)勢,發(fā)展特色休閑觀光農(nóng)業(yè);加大財(cái)政支持,穩(wěn)定特色農(nóng)業(yè)生產(chǎn)效益;強(qiáng)化農(nóng)業(yè)教育,培育新型特色職業(yè)農(nóng)民;推進(jìn)土地流轉(zhuǎn),促進(jìn)特色農(nóng)業(yè)規(guī)�；�;延伸產(chǎn)業(yè)鏈,提高特色農(nóng)業(yè)附加值;利用生態(tài)循環(huán)理念,走特色農(nóng)業(yè)可持續(xù)發(fā)展道路。
[Abstract]:Modern characteristic agriculture development is our country farmer increases income, the main motive force of rural economy development.Taking Guangxi as an example, on the basis of using the five-stage division method to evaluate the development stage of modern agriculture in Guangxi, the comprehensive index evaluation method is used to evaluate the level of agricultural input, the level of utilization of characteristic resources, the level of agricultural industrialization, and the level of agricultural output.A total of 28 indexes were selected to evaluate the development level of modern characteristic agriculture in Guangxi in six aspects, such as the level of rural economic and social development and the level of agricultural sustainable development.By comparing the evaluation results with the national average level, it is found that Guangxi is in the stage of rapid development of agricultural modernization, which lags behind the initial stage of realizing agricultural modernization at the national average level, so modern agriculture and characteristic agriculture must be developed as a whole.The process of modern characteristic agriculture in Guangxi is slow, faced with insufficient investment in production funds, low labor productivity, limited cultivated land resources, low effective irrigation rate, excessive use of chemical fertilizer, the advantages of some characteristic industries are not obvious, and the processing and added-value rate of agricultural and sideline products is low.Low water-saving coverage rate and many other problems.On this basis, the following measures are proposed to promote the development of modern characteristic agriculture: to utilize the advantages of resources to develop characteristic leisure and sightseeing agriculture; to increase financial support, to stabilize the benefits of characteristic agriculture production; and to strengthen agricultural education.Cultivate new characteristic professional farmers; promote the land circulation, promote the scale of characteristic agriculture; extend the industrial chain, improve the added value of characteristic agriculture; use the idea of ecological circulation, take the road of sustainable development of characteristic agriculture.
