【摘要】：隨著市場經濟中企業(yè)間的競爭越發(fā)激烈,技術創(chuàng)新的決定性作用也日益凸顯。同樣,對于現代農業(yè)企業(yè)來說,技術創(chuàng)新也是一個不可忽視的決定性因素。黑龍江省作為我國重要的糧食輸出大省,在我國的農產品供應體系中扮演著重要角色。但由于技術創(chuàng)新活動具有投資高、風險大等特點,加之黑龍江省農業(yè)企業(yè)的技術創(chuàng)新基礎較為薄弱,使得黑龍江省農業(yè)企業(yè)的整體技術創(chuàng)新績效還處于較低水平。因此,在結合黑龍江省農業(yè)企業(yè)的發(fā)展現狀,借鑒國內外先進企業(yè)管理理論的基礎之上,對黑龍江省農業(yè)企業(yè)的技術創(chuàng)新績效進行系統(tǒng)分析和綜合評價,旨在為黑龍江省農業(yè)企業(yè)的技術創(chuàng)新規(guī)劃政策的制定提供依據,促進黑龍江省農業(yè)企業(yè)的技術創(chuàng)新績效水平的提升,推進黑龍江省農業(yè)企業(yè)的科學發(fā)展。本文以黑龍江省農業(yè)企業(yè)為研究對象,首先闡述了農業(yè)企業(yè)技術創(chuàng)新的相關理論及農業(yè)企業(yè)技術創(chuàng)新績效評價的相關理論,并將幾種常用的評價方法加以對比;其次,分析了黑龍江省農業(yè)企業(yè)技術創(chuàng)新績效的現狀,指出了目前黑龍江省農業(yè)企業(yè)技術創(chuàng)新存在的問題與不足。再次,分析了農業(yè)企業(yè)技術創(chuàng)新績效的影響因素,構建了較為完善的農業(yè)企業(yè)技術創(chuàng)新績效評價體系。結合評價指標體系的特點,采用層次分析法和灰色關聯(lián)分析相結合的方法構建了農業(yè)企業(yè)技術創(chuàng)新績效評價模型,并通過此模型對黑龍江省農業(yè)企業(yè)的技術創(chuàng)新績效進行了實證分析。通過研究得出以下結論:(1)黑龍江省農業(yè)企業(yè)在技術創(chuàng)新方面的發(fā)展普遍存在結構失衡問題,農業(yè)企業(yè)對技術創(chuàng)新的投入、管理、產出三個環(huán)節(jié)的銜接不足,在實證分析涉及到的五家黑龍江省農業(yè)企業(yè)中,沒有一家能夠在技術創(chuàng)新過程的三個主要環(huán)節(jié)上都表現出較高的績效水平。(2)在對三個環(huán)節(jié)的績效對比中,五家企業(yè)中有四家企業(yè)在技術創(chuàng)新的管理環(huán)節(jié)都表現出較弱的績效水平,說明黑龍江省農業(yè)企業(yè)對技術創(chuàng)新的管理體系建設重視不足。(3)五家黑龍江省農業(yè)企業(yè)中有一家企業(yè)在三個環(huán)節(jié)的績效評價中均處于低水平狀態(tài),反映出黑龍江省有些農業(yè)企業(yè)正面臨被市場淘汰的危險。(4)指出通過合理規(guī)劃農業(yè)企業(yè)技術創(chuàng)新投入;加強農業(yè)企業(yè)技術創(chuàng)新人才隊伍建設;完善農業(yè)企業(yè)技術創(chuàng)新管理體系;完善農業(yè)企業(yè)技術創(chuàng)新信息系統(tǒng)等途徑來提升黑龍江省農業(yè)企業(yè)的技術創(chuàng)新績效。
[Abstract]:With the increasingly fierce competition among enterprises in the market economy, the decisive role of technological innovation is increasingly prominent.Similarly, for modern agricultural enterprises, technological innovation is also a decisive factor that can not be ignored.Heilongjiang Province, as an important grain export province in China, plays an important role in the supply system of agricultural products.However, due to the characteristics of high investment and high risk, and the weak foundation of technological innovation of agricultural enterprises in Heilongjiang Province, the overall technological innovation performance of agricultural enterprises in Heilongjiang Province is still at a low level.Therefore, based on the development of agricultural enterprises in Heilongjiang Province and the management theory of advanced enterprises at home and abroad, this paper makes a systematic analysis and comprehensive evaluation on the technological innovation performance of agricultural enterprises in Heilongjiang Province.The purpose of this paper is to provide the basis for the formulation of technological innovation planning policy of agricultural enterprises in Heilongjiang Province, to promote the improvement of technological innovation performance of agricultural enterprises in Heilongjiang Province, and to promote the scientific development of agricultural enterprises in Heilongjiang Province.This article takes Heilongjiang Province agricultural enterprise as the research object, first elaborated the agricultural enterprise technology innovation related theory and the agricultural enterprise technical innovation performance appraisal correlation theory, and will several commonly used appraisal methods to compare; secondly,This paper analyzes the present situation of the technological innovation performance of agricultural enterprises in Heilongjiang Province, and points out the problems and shortcomings in the technological innovation of agricultural enterprises in Heilongjiang Province at present.Thirdly, the paper analyzes the influencing factors of agricultural enterprises' technological innovation performance, and constructs a more perfect evaluation system of agricultural enterprises' technological innovation performance.According to the characteristics of the evaluation index system, the performance evaluation model of agricultural enterprises' technological innovation is constructed by combining the analytic hierarchy process (AHP) with the grey relational analysis.Through this model, the paper makes an empirical analysis on the performance of agricultural enterprises' technological innovation in Heilongjiang Province.The following conclusions are drawn from the study: (1) the development of agricultural enterprises in Heilongjiang Province has the problem of structural imbalance in the development of technological innovation, and the link between the input, management and output of agricultural enterprises to technological innovation is insufficient.Among the five agricultural enterprises involved in the empirical analysis, none of them can show a higher performance level in the three main links of the technological innovation process.Four of the five enterprises showed weak performance levels in the management of technological innovation.It shows that Heilongjiang agricultural enterprises pay less attention to the construction of management system of technological innovation. One of the five agricultural enterprises in Heilongjiang Province is in a low level in the performance evaluation of three links.Reflecting that some agricultural enterprises in Heilongjiang Province are facing the danger of being eliminated by the market, it is pointed out that through rational planning of investment in technical innovation of agricultural enterprises, strengthening the construction of qualified personnel for technical innovation of agricultural enterprises, and perfecting the management system of technological innovation in agricultural enterprises, some agricultural enterprises are facing the danger of being eliminated by the market.To improve the technological innovation performance of agricultural enterprises in Heilongjiang province, we should perfect the information system of agricultural enterprises' technological innovation.
