【摘要】：精準(zhǔn)扶貧政策的實(shí)施在消除鄉(xiāng)村貧困現(xiàn)象的同時(shí),對(duì)鄉(xiāng)村治理前景也產(chǎn)生了重大影響,其政治效應(yīng)不容忽視。扶貧實(shí)踐中多元主體的參與和鄉(xiāng)村社會(huì)內(nèi)生力量的激活有利于改善鄉(xiāng)村社會(huì)治理力量不足的困境,轉(zhuǎn)變鄉(xiāng)村社會(huì)中日趨嚴(yán)重的"行政化"和"暴力化"治理方式,擴(kuò)充鄉(xiāng)村社會(huì)中的社會(huì)資本并改善干群關(guān)系。為此,精準(zhǔn)扶貧具有促進(jìn)鄉(xiāng)村善治的巨大潛能和作用,但精準(zhǔn)扶貧政策如果把握不當(dāng)、實(shí)施不力,也可能對(duì)鄉(xiāng)村治理產(chǎn)生一些消極影響:因政策把握偏差帶來(lái)的扶貧資源"分配不公"可能誘發(fā)鄉(xiāng)村沖突,因扶貧資源的靶向偏離引發(fā)民眾對(duì)基層政府的某些不信任,因扶貧中的過(guò)度行政干預(yù)擠壓鄉(xiāng)村社會(huì)的自主性等,這些都是精準(zhǔn)扶貧工作中應(yīng)該注意避免的。必須進(jìn)一步優(yōu)化扶貧資源的分配機(jī)制,健全扶貧監(jiān)督考核機(jī)制,完善扶貧立法,才能實(shí)現(xiàn)精準(zhǔn)脫貧與鄉(xiāng)村善治的雙重目標(biāo)。
[Abstract]:The implementation of precision poverty alleviation policy not only eliminates rural poverty, but also has a great impact on the prospects of rural governance, and its political effect can not be ignored.In the practice of poverty alleviation, the participation of multiple subjects and the activation of endogenous forces in rural society are conducive to the improvement of the predicament of insufficient rural social governance power, and the transformation of the increasingly serious "administrative" and "violent" governance methods in rural society.Expand social capital in rural society and improve the relationship between cadres and the masses.For this reason, precision poverty alleviation has great potential and role in promoting good governance in rural areas. However, if the policy of precision poverty alleviation is not properly handled, the implementation of the policy will not be effective.It may also have some negative effects on rural governance: the "unfair distribution" of poverty alleviation resources brought about by policy deviation may lead to rural conflicts, and the deviation of poverty alleviation resources may lead to some distrust of grass-roots governments.Due to the excessive administrative intervention in poverty alleviation squeezing the autonomy of rural society, all these should be avoided in the work of precision poverty alleviation.We must further optimize the allocation mechanism of poverty alleviation resources, perfect the mechanism of supervision and assessment of poverty alleviation, and perfect the anti-poverty legislation, in order to achieve the dual goals of accurate poverty alleviation and good governance in rural areas.
