【摘要】：文章基于2014和2015年在湖北省四大片區(qū)調(diào)查收集的1 660戶農(nóng)戶數(shù)據(jù),利用Logit和Tobit模型及工具變量法,分析了勞動(dòng)力外流對(duì)農(nóng)村家庭貧困的影響。結(jié)果發(fā)現(xiàn),現(xiàn)階段勞動(dòng)力外流對(duì)農(nóng)村減貧存在不利影響。勞動(dòng)力外出務(wù)工加劇了農(nóng)村家庭貧困,使所在家庭陷入貧困的概率更大、程度更深。一方面,由于農(nóng)村勞動(dòng)力剩余不足,外流導(dǎo)致勞動(dòng)力短缺,限制了家庭發(fā)展,不利于家庭脫貧;另一方面,由于家庭分離,家庭經(jīng)濟(jì)規(guī)模共享不足,家庭現(xiàn)金收入雖然增加,但經(jīng)等值規(guī)模調(diào)整后人均收入不增反降,加劇了家庭貧困。當(dāng)前,經(jīng)濟(jì)下行壓力加大、"打工經(jīng)濟(jì)"蕭條,勞動(dòng)力外流家庭舉家進(jìn)城難以實(shí)現(xiàn),而促進(jìn)留守勞動(dòng)力、回流勞動(dòng)力就地就業(yè),立足當(dāng)?shù)刭Y源、實(shí)現(xiàn)就地脫貧,是踐行"五個(gè)一批"、推進(jìn)精準(zhǔn)扶貧的首選之策。文章建議,通過(guò)發(fā)展農(nóng)村經(jīng)濟(jì)、發(fā)揮"新鄉(xiāng)賢"帶動(dòng)作用、培育農(nóng)村人才、健全完善農(nóng)村公共服務(wù),促進(jìn)勞動(dòng)力就地就業(yè),實(shí)現(xiàn)就地脫貧。
[Abstract]:Based on the 2014 and 2015 in Hubei Province four area survey data of 1660 farmers, using Logit and Tobit model and tool variable method, analyzes the impact of rural labor migration from poor families. The results showed that at the present stage of labor migration on rural poverty reduction has adverse effects. Migrant labor intensified the rural poor families, where families into poverty probability larger and deeper. On the one hand, due to lack of outflow of rural surplus labor force, labor shortage, limiting the development of family, is not conducive to family poverty; on the other hand, due to family separation and family economic scale lack of sharing, although family cash income increased, but the equivalent scale adjusted per capita income does not increase declined, exacerbated by poor families. At present, the downward pressure on the economy, "labor economy" depression, family home for migrant labor migration and difficult to achieve. To promote local employment left labor, labor return, based on local resources, to achieve local poverty, is the practice of "a group of five" first policy promote accurate poverty alleviation. The article suggests that, through the development of rural economy and play a leading role, "Xinxiang Xian" cultivation of rural talents, improve the rural public services, promoting labor force employment in situ, out of poverty.
