【摘要】：在西部大開發(fā)的背景下,西部縣域經(jīng)濟(jì)快速發(fā)展,城市化和農(nóng)業(yè)現(xiàn)代化進(jìn)程也在不斷加快,同時(shí)也產(chǎn)生了大量的土地生態(tài)安全問題,受到了廣泛的關(guān)注。本文通過查閱相關(guān)文獻(xiàn)結(jié)合實(shí)地調(diào)查,建立“自然——經(jīng)濟(jì)——社會(huì)”概念模型的四川省營山縣土地生態(tài)安全評(píng)價(jià)指標(biāo)體系,運(yùn)用熵權(quán)法結(jié)合灰色關(guān)聯(lián)度分析法,評(píng)價(jià)并分析了營山縣2008—2013年不同年份的土地生態(tài)安全關(guān)聯(lián)度值及其土地生態(tài)安全等級(jí)。同時(shí)對(duì)不同的指標(biāo)層也進(jìn)行了同樣的關(guān)聯(lián)度計(jì)算及評(píng)價(jià),并就其差異的原因進(jìn)行了分析,并為營山縣保障土地生態(tài)安全提出了建議與對(duì)策,本文研究主要內(nèi)容和結(jié)論有如下幾點(diǎn):(1)2008—2013年,營山縣土地生態(tài)安全等級(jí)總體上呈現(xiàn)上升趨勢,灰色關(guān)聯(lián)度值分別為R2008=0.5951,R2009=0.5383,R2010=0.5249,R2011=0.5278,R2012=0.571,R2013=0.759,從臨界安全上升到較安全及安全等級(jí)。營山縣在完成城市規(guī)劃建設(shè)和舊城改造后,土地生態(tài)安全等級(jí)快速恢復(fù)至安全等級(jí),原因在于營山縣總體經(jīng)濟(jì)對(duì)外聯(lián)系不密切,加之無大型工礦和污染企業(yè),因此得以在城市建設(shè)間隙完成后土地生態(tài)安全快速恢復(fù)。(2)各年在自然指標(biāo)層、經(jīng)濟(jì)指標(biāo)層和社會(huì)指標(biāo)層中灰色關(guān)聯(lián)度度值及變化跟總體變化不一致,說明土地生態(tài)安全受到各評(píng)價(jià)指標(biāo)的影響各不同,其中受經(jīng)濟(jì)層評(píng)價(jià)指標(biāo)影響最大,灰色關(guān)聯(lián)度值變化起伏也最大,變化區(qū)間在(0.38,0.71)之間。說明經(jīng)濟(jì)層是保護(hù)土地生態(tài)安全的重要方面。(3)在可持續(xù)發(fā)展大背景下,結(jié)合營山縣具體實(shí)際情況,對(duì)如何保護(hù)和改善營山縣土地生態(tài)安全提出了自己的見解。制定相關(guān)法律和地方性法規(guī)對(duì)土地生態(tài)安全進(jìn)行保護(hù);加強(qiáng)有關(guān)土地生態(tài)安全知識(shí)的教育和宣傳;科學(xué)規(guī)劃利用土地資源;重視農(nóng)業(yè)現(xiàn)代化推進(jìn);建立監(jiān)督檢查機(jī)制;統(tǒng)籌城鄉(xiāng)協(xié)調(diào)發(fā)展;消除城鄉(xiāng)發(fā)展的制約因素;建立土地生態(tài)安全保護(hù)示范區(qū);投入先進(jìn)技術(shù)及資金維護(hù)土地生態(tài)安全。
[Abstract]:Under the background of the great development of the western region, the county economy in the west is developing rapidly, the process of urbanization and agricultural modernization is speeding up, and at the same time, a large number of land ecological security problems have been brought about, which have received extensive attention.In this paper, the index system of land ecological security evaluation in Yingshan County, Sichuan Province, is established by consulting relevant documents and field investigation, and the concept model of "nature, economy and society" is established, and the entropy weight method combined with grey relational degree analysis method is used to evaluate the land ecological security of Yingshan County, Sichuan Province.The correlation value of land ecological security and the grade of land ecological security in different years from 2008 to 2013 in Yingshan County were evaluated and analyzed.At the same time, the same correlation degree is calculated and evaluated for different index levels, and the reasons for the differences are analyzed, and suggestions and countermeasures are put forward for the protection of land ecological security in Yingshan County.After the completion of the urban planning and construction of Yingshan County and the renovation of the old city, the land ecological security level quickly recovered to the security level, because Yingshan County's overall economy was not closely related to the outside world, and there were no large-scale industrial, mining and polluting enterprises.Therefore, it is possible to quickly recover land ecological security after completion of the gap of urban construction.) in the natural index layer, the economic index layer and the social index layer, the grey correlation degree and changes in the natural index layer and the social index layer are not consistent with the overall changes.The results show that the land ecological security is affected by different evaluation indexes, in which the evaluation index of economic layer is the biggest, and the change of grey correlation value is the biggest, the range of change is between 0.38 and 0.71).It shows that economic layer is an important aspect of protecting land ecological security. Under the background of sustainable development, combining with the actual situation of Yingshan County, the author puts forward his own opinions on how to protect and improve the land ecological security in Yingshan County.To make relevant laws and local regulations to protect land ecological security; to strengthen the education and publicity of land ecological security knowledge; to make scientific planning and utilization of land resources; to attach importance to the modernization of agriculture; to establish a supervision and inspection mechanism;Coordinated development of urban and rural areas; elimination of constraints on urban and rural development; establishment of land ecological security protection demonstration zone; investment of advanced technology and funds to maintain land ecological security.
