青川縣喬莊鎮(zhèn)永久基本農(nóng)田劃定研究

【摘要】:當(dāng)前,在全面建設(shè)小康社會(huì)的大背景下,農(nóng)村家庭的收入有了一定的提高,大量的農(nóng)村人口向城市流動(dòng)。城市人口增長引起了城鎮(zhèn)周邊建設(shè)用地的增加,而建設(shè)用地的擴(kuò)張必然會(huì)導(dǎo)致城市周邊耕地的縮減,大量耕地被城市建設(shè)所占用。為了保證我國的糧食安全,城市周邊永久基本農(nóng)田的劃定工作顯得尤為重要。而就人們?nèi)找嬖鲩L的生態(tài)觀念和環(huán)境觀念來看,實(shí)現(xiàn)城市周邊土地利用的最優(yōu)化就是既要能夠滿足一定區(qū)域內(nèi)人口的糧食安全,還要在生態(tài)景觀層次上體現(xiàn)城市發(fā)展層面上的可持續(xù)。所以城市周邊永久基本農(nóng)田的劃定不是為了限制城市發(fā)展,而是在保護(hù)耕地的基礎(chǔ)上為城市發(fā)展帶來生態(tài)價(jià)值,體現(xiàn)了在城市土地利用中的一種互為制約的“平衡”關(guān)系。本文以青川縣喬莊鎮(zhèn)耕地為研究對(duì)象,以國內(nèi)外基本農(nóng)田的劃定方法和農(nóng)田保護(hù)對(duì)策為理論研究基礎(chǔ),以喬莊鎮(zhèn)基本農(nóng)田現(xiàn)狀為依據(jù),運(yùn)用現(xiàn)代地理信息技術(shù)和層次分析法等為技術(shù)手段,結(jié)合城市發(fā)展規(guī)劃和城市生態(tài)效益對(duì)喬莊鎮(zhèn)838塊耕地圖斑進(jìn)行評(píng)價(jià)研究。論文闡述了與永久基本農(nóng)田劃定有關(guān)的科學(xué)理論,梳理了國內(nèi)外關(guān)于基本農(nóng)田劃定和保護(hù)方面的研究現(xiàn)狀。在分析了研究區(qū)耕地現(xiàn)狀和土壤質(zhì)量現(xiàn)狀之后,從自然條件、區(qū)位條件、生態(tài)條件和政策條件與公眾參與四個(gè)方面分析了影響喬莊鎮(zhèn)永久基本農(nóng)田劃定的因素。從而選取了耕地有效土層厚度和土壤質(zhì)地等14個(gè)因子作為本次喬莊鎮(zhèn)永久基本農(nóng)田劃定的評(píng)價(jià)指標(biāo),并建立數(shù)學(xué)模型。運(yùn)用層次分析法確定指標(biāo)權(quán)重并將喬莊鎮(zhèn)耕地圖斑進(jìn)行綜合評(píng)價(jià)分析。縣城周邊管制區(qū)91塊耕地則是通過核實(shí)舉證的方法來劃定,最終確定縣城周邊新納入基本農(nóng)田4.68hm2,加上縣城周邊原有的1.63hm2基本農(nóng)田,得出青川縣城周邊共計(jì)基本農(nóng)田6.31hm2。管制區(qū)外劃定基本農(nóng)田144塊,合計(jì)169.77hm2。所以喬莊鎮(zhèn)本次劃定永久基本農(nóng)田147塊,合計(jì)176.08hm2。最后,本文對(duì)喬莊鎮(zhèn)永久基本農(nóng)田劃定的意義進(jìn)行了歸納:保證在喬莊鎮(zhèn)經(jīng)濟(jì)快速發(fā)展的同時(shí)維護(hù)青川縣城的城市生態(tài),提高耕地糧食綜合生產(chǎn)能力,保障喬莊鎮(zhèn)農(nóng)業(yè)人口的糧食安全和青川縣城的生態(tài)環(huán)境穩(wěn)定。
[Abstract]:At present, under the background of building a well-off society in an all-round way, the income of rural families has been raised to a certain extent, and a large number of rural people are flowing to cities.The increase of urban population leads to the increase of the construction land around the town, and the expansion of the construction land will inevitably lead to the reduction of the cultivated land around the city, and a large amount of cultivated land will be occupied by the urban construction.In order to ensure the food security of our country, it is very important to delimit the permanent basic farmland around the city.From the point of view of people's growing ecological and environmental concepts, to achieve the optimization of land use around the city is to be able to satisfy the food security of the population in a certain region.It also reflects the sustainability of urban development on the ecological landscape level.Therefore, the delineation of permanent basic farmland around the city is not to limit the development of the city, but to bring ecological value to the development of the city on the basis of protecting the cultivated land, which reflects a "balance" relationship that restricts each other in the urban land use.In this paper, the cultivated land of Qiaozhuang Town in Qingchuan County is taken as the research object, the basic farmland delineation methods and farmland protection countermeasures at home and abroad are taken as the theoretical basis, and the present situation of the basic farmland in Qiaozhuang Town is taken as the basis.Using modern geographic information technology and analytic hierarchy process (AHP) as the technical means, this paper studies the evaluation of 838 plots of cultivated land in Qiaozhuang Town with the combination of urban development planning and urban ecological benefits.This paper expounds the scientific theory related to the delineation of permanent basic farmland, and combs the present situation of research on the demarcation and protection of basic farmland at home and abroad.After analyzing the present situation of cultivated land and soil quality in the study area, the factors influencing the delineation of permanent basic farmland in Qiaozhuang Town were analyzed from four aspects: natural condition, location condition, ecological condition, policy condition and public participation.Therefore, 14 factors, such as the effective soil layer thickness and soil texture, were selected as the evaluation index for the delineation of the permanent basic farmland in Qiaozhuang Town, and the mathematical model was established.Analytic hierarchy process (AHP) was used to determine the index weight and comprehensive evaluation and analysis were carried out on the plot of cultivated land in Qiaozhuang Town.The 91 pieces of cultivated land in the control area around the county seat were delimited by the method of verification and proof. Finally, it was determined that the basic farmland around the county town was newly incorporated into the basic farmland 4.68 hm2.plus the original 1.63hm2 basic farmland around the county town, the total basic farmland around Qingchuan county town was 6.31 hm2.A total of 144 plots of basic farmland have been zoned outside the area, for a total of 169.77 hm2.So the town of Qiaozhuang this time delimited 147 pieces of permanent basic farmland, a total of 176.08 hm2.Finally, this paper summarizes the significance of delimiting the permanent basic farmland in Qiaozhuang Town: to ensure the rapid economic development of Qiaozhuang Town while maintaining the urban ecology of Qingchuan County, and to improve the comprehensive production capacity of cultivated land grain.To ensure the agricultural population Qiaozhuang food security and Qingchuan County ecological stability.
