【摘要】：隨著當(dāng)前我國新“四化”戰(zhàn)略的實施,在全面建設(shè)小康社會的關(guān)鍵時期,城鎮(zhèn)化、工業(yè)化、農(nóng)業(yè)現(xiàn)代化、信息化同步持續(xù)深入地推進,而我國地少人多,人均耕地面積遠低于世界平均水平,土地后備資源相對不足的現(xiàn)狀,導(dǎo)致保護耕地與保障發(fā)展的矛盾日益加劇。農(nóng)村土地綜合整治作為統(tǒng)籌城鄉(xiāng)發(fā)展的重要載體,是農(nóng)村土地制度改革的重要環(huán)節(jié),也是創(chuàng)新土地管理制度的重要內(nèi)容；近年來,在各級政府支持和努力探索下,得到了穩(wěn)步的推進,為統(tǒng)籌城鄉(xiāng)一體化發(fā)展、促進農(nóng)業(yè)現(xiàn)代化、保障國家糧食安全、緩解保障發(fā)展和保護耕地矛盾起到了關(guān)鍵的作用。本文以浙江省桐鄉(xiāng)市農(nóng)村土地綜合整治為主要研究對象,以二元結(jié)構(gòu)理論、節(jié)約集約用地理論、級差地租理論、統(tǒng)籌城鄉(xiāng)理論、可持續(xù)發(fā)展理論等為基礎(chǔ),通過查閱相關(guān)文獻資料、開展走訪、調(diào)查和實例統(tǒng)計分析、以及模式適宜性分析評價為主要研究方法,在分析總結(jié)桐鄉(xiāng)市農(nóng)村建設(shè)用地土地利用現(xiàn)狀特點和成因,統(tǒng)計分析桐鄉(xiāng)市農(nóng)村土地綜合整治潛力的基礎(chǔ)上,著重對具有代表性的三種不同整治模式進行探討,分析各自利弊,然后建立模式適宜性分析模型,通過系統(tǒng)聚類統(tǒng)計方法對桐鄉(xiāng)市各鄉(xiāng)鎮(zhèn)農(nóng)村土地綜合整治適宜模式進行分類,并提出農(nóng)村土地綜合整治工作可持續(xù)發(fā)展的建議和對策。本文可為桐鄉(xiāng)市及杭嘉湖平原地區(qū)農(nóng)村土地綜合整治工作提供一些依據(jù)和參考。
[Abstract]:With the implementation of the new "four modernizations" strategy in our country, urbanization, industrialization, agricultural modernization, information technology have been advancing continuously and deeply in the key period of building a well-off society in an all-round way, while our country has less land and more people.The per capita cultivated land area is far lower than the world average level, and the present situation of land reserve resources is relatively insufficient, which leads to the increasing contradiction between protecting cultivated land and ensuring development.As an important carrier of overall urban and rural development, comprehensive renovation of rural land is an important link in the reform of rural land system and an important part of innovating land management system. In recent years, with the support and efforts of governments at all levels,It plays a key role in coordinating the development of urban and rural integration, promoting agricultural modernization, ensuring national food security, alleviating the contradiction between ensuring development and protecting cultivated land.Based on the theory of dual structure, the theory of saving intensive land, the theory of differential land rent, the theory of overall planning of urban and rural areas, the theory of sustainable development, etc.By consulting relevant documents, conducting interviews, investigating and analyzing examples, and evaluating the suitability of models as the main research methods, this paper analyzes and summarizes the characteristics and causes of the present situation of land use of rural construction land in Tongxiang.On the basis of statistical analysis of the potential of comprehensive regulation of rural land in Tongxiang City, this paper focuses on the discussion of three representative modes of land regulation, analyzes their respective advantages and disadvantages, and then establishes a model of model suitability analysis.This paper classifies the suitable modes of comprehensive land regulation in villages and towns of Tongxiang by means of systematic cluster statistics, and puts forward suggestions and countermeasures for sustainable development of comprehensive regulation of rural land.This paper can provide some basis and reference for comprehensive regulation of rural land in Tongxiang City and Hangjiahu Plain area.
