【摘要】：我國最早是在城鎮(zhèn)居民范圍內(nèi)推行居民最低生活保障制度。上個(gè)世紀(jì)90年代以來,低保制度的實(shí)施逐漸成熟,開始從部分試點(diǎn)城市逐步往我國的全部城市推廣,同時(shí)一些地方開始思索如何建立對(duì)于一種適用于農(nóng)村地區(qū)的低保制度。內(nèi)蒙古自治區(qū)就是在2006年開始實(shí)施農(nóng)村低保制度。到2007年,我國政府決定在全國范圍內(nèi)建立農(nóng)村低保制度,即我們本文所闡述的農(nóng)村居民最低生活保障。農(nóng)村低保制度的建立與實(shí)施是對(duì)傳統(tǒng)社會(huì)救濟(jì)體制的改革和完善,促進(jìn)了農(nóng)村城市化和加速了新農(nóng)村建設(shè)進(jìn)程,給百姓帶來了福利,這個(gè)政策受到了廣大人民群眾的支持。農(nóng)村居民最低生活保障制度迎合了農(nóng)村貧困農(nóng)民的需求,切切實(shí)實(shí)地是一項(xiàng)政府為百姓做好事、做實(shí)事的政策,低保制度是針對(duì)農(nóng)村實(shí)施的各類社會(huì)保障中一種社會(huì)救助形式,要求是給夠資格參保的貧困農(nóng)民盡量讓其享受低保待遇,政府實(shí)施這項(xiàng)政策是希望找到一種可以有效而長久地解決農(nóng)村貧困問題的對(duì)策,最終目的是減少社會(huì)矛盾,維護(hù)社會(huì)穩(wěn)定。自2007年在全國范圍內(nèi)建立農(nóng)村低保制度以來,這個(gè)政策已經(jīng)走過了快八年的風(fēng)雨歷程,在改善貧困農(nóng)民生活條件方面起到了一定的積極效果,同時(shí)也不可避免的伴隨著一些問題的產(chǎn)生。為完善我國西部欠發(fā)達(dá)地區(qū)農(nóng)村低保政策和有效解決制度中存在的問題,文章則著重將內(nèi)蒙古自治區(qū)的農(nóng)村低保實(shí)施情況作為范例,以內(nèi)蒙古自治區(qū)歷年制定的低保相關(guān)政策以及實(shí)施過程的演變?yōu)榫�索,找出相關(guān)問題、原因并提了幾點(diǎn)對(duì)策建議。
[Abstract]:Our country is the earliest in the urban residents within the implementation of the minimum living security system.Since the 1990s, the implementation of the minimum security system has gradually matured, and began to gradually spread from some pilot cities to all the cities in China. At the same time, some places began to think about how to establish a minimum security system suitable for rural areas.In 2006, Inner Mongolia Autonomous region began to implement the rural minimum security system.In 2007, our government decided to set up the rural minimum living security system in the whole country, that is, the rural residents' minimum living security as described in this paper.The establishment and implementation of the rural minimum security system is the reform and perfection of the traditional social relief system, which promotes the urbanization of rural areas and accelerates the process of new rural construction, and brings welfare to the common people. This policy is supported by the broad masses of the people.The minimum living security system for rural residents caters to the needs of the rural poor peasants, and is really a policy for the government to do good deeds for the people. The minimum living security system is a form of social assistance for all kinds of social security implemented in rural areas.The requirement is to give the poor farmers who are qualified to participate in the insurance as much as possible access to the minimum living standard. The government has implemented this policy in the hope of finding an effective and lasting solution to the problem of rural poverty, with the ultimate aim of reducing social conflicts.Maintain social stability.Since the establishment of the rural minimum security system throughout the country in 2007, the policy has gone through nearly eight years of hard work and has played a positive role in improving the living conditions of poor farmers.At the same time, it is inevitable to accompany some problems.In order to perfect the policy of rural minimum living standard in the underdeveloped areas of western China and to solve the problems in the effective system, the article focuses on the implementation of the rural minimum living standard in Inner Mongolia Autonomous region as an example.Based on the relevant policies and the evolution of the implementation process in Inner Mongolia Autonomous region over the years, this paper finds out the relevant problems, and puts forward some countermeasures and suggestions.
