【摘要】：戶籍制度作為國家管理人口的基本制度,往往與社會保障,就業(yè)和教育等等關系民生的基本問題掛鉤,因此,戶籍制度必須與經(jīng)濟社會發(fā)展相適應。當前,農(nóng)村勞動力過剩仍然是我國十分突出的問題,在農(nóng)村剩余勞動力轉(zhuǎn)移的過程中戶籍制度起到至關重要的作用,但目前我國的戶籍制度相對落后,無法適應新形勢下農(nóng)村勞動力轉(zhuǎn)移的趨勢。因此,推行戶籍制度改革,結(jié)合相關的配套制度,打開這個癥結(jié)來完善農(nóng)村剩余勞動力轉(zhuǎn)移的問題。浙江省戶籍制度改革正在有條不紊的進行中,而在這個大的改革制度下如何安置和轉(zhuǎn)移農(nóng)村剩余勞動力是一個亟待解決的問題。農(nóng)村剩余勞動力轉(zhuǎn)移的有序健康轉(zhuǎn)移關系我省能否實現(xiàn)工業(yè)化和現(xiàn)代化、解決“三農(nóng)”問題、實現(xiàn)新農(nóng)村建設三大戰(zhàn)略目標。目前浙江省農(nóng)村剩余勞動力轉(zhuǎn)移面臨戶籍制度的束縛,在全國具有一定代表性。因此,對浙江省戶籍制度改革下的農(nóng)村剩余勞動力的研究具有理論和實踐的雙重意義。本文通過對當前浙江省農(nóng)村剩余勞動力轉(zhuǎn)移的歷史背景、形成原因、特點的研究和戶籍改革的歷程、現(xiàn)狀的調(diào)查,詳細的介紹了社會人口的流動與我省戶籍制度的變遷,為農(nóng)村勞動力市民化提供更多數(shù)據(jù)上的支撐和政策上的支持;最后推行自由遷徙入憲、改革戶籍轉(zhuǎn)移制度、建立一元戶籍管理制度來逐步打破原有戶籍制度對農(nóng)村剩余勞動力轉(zhuǎn)移的制約。最終實現(xiàn)浙江省戶籍制度改革下的農(nóng)村剩余勞動力的有序轉(zhuǎn)移促進浙江省經(jīng)濟區(qū)建設。
[Abstract]:The household registration system, as the basic system of national population management, is often linked to the basic problems of social security, employment and education. Therefore, the household registration system must be adapted to the economic and social development.At present, the surplus of rural labor force is still a very prominent problem in our country. The household registration system plays a vital role in the process of transferring rural surplus labor, but at present, the household registration system is relatively backward in our country.Unable to adapt to the trend of rural labor force transfer under the new situation.Therefore, carrying out the reform of household registration system and combining the relevant supporting system, we should open up this crux to perfect the problem of the transfer of rural surplus labor force.The reform of household registration system in Zhejiang Province is proceeding methodically, and how to settle and transfer rural surplus labor force under this big reform system is an urgent problem to be solved.The orderly and healthy transfer of rural surplus labor force is related to whether our province can realize industrialization and modernization, solve the problem of "agriculture, countryside and farmers" and realize the three strategic goals of new rural construction.At present, the transfer of rural surplus labor force in Zhejiang Province is bound by the household registration system and is representative in the whole country.Therefore, the study of rural surplus labor force under the reform of household registration system in Zhejiang Province has both theoretical and practical significance.Based on the historical background of the transfer of rural surplus labor in Zhejiang Province, the causes, characteristics of the study, the course of the reform of household registration, the investigation of the present situation, this paper introduces the social population flow and the changes of the household registration system in our province in detail.To provide more data support and policy support for the urbanization of rural labor force; finally, to promote the free migration into the constitution and reform the household registration transfer system.To establish a household registration management system to gradually break the original household registration system on the transfer of rural surplus labor force constraints.Finally, the orderly transfer of rural surplus labor force under the reform of household registration system in Zhejiang Province will promote the construction of Zhejiang Economic Zone.
