【摘要】：農(nóng)業(yè)作為支柱產(chǎn)業(yè)在國(guó)民經(jīng)濟(jì)中具有重要地位。改革開放以來(lái),長(zhǎng)江三角在改革農(nóng)業(yè)投融資體制方面取得了一些成效,但仍存在諸多問(wèn)題。論文在貨幣金融理論和現(xiàn)代金融理論的基礎(chǔ)上,運(yùn)用比較分析與系統(tǒng)分析相結(jié)合的方法,對(duì)長(zhǎng)三角的農(nóng)業(yè)投融資問(wèn)題進(jìn)行全方位的系統(tǒng)研究。首先,對(duì)農(nóng)業(yè)投融資的相關(guān)理論、國(guó)內(nèi)外先進(jìn)的經(jīng)驗(yàn)和啟示進(jìn)行了概括性闡述,為研究提供科學(xué)的借鑒和理論基礎(chǔ);其次,對(duì)長(zhǎng)三角大農(nóng)業(yè)體系下農(nóng)業(yè)投融資政策進(jìn)行了詳細(xì)分析,指出了長(zhǎng)三角大農(nóng)業(yè)投融資的現(xiàn)狀和存在的問(wèn)題,并通過(guò)設(shè)立模型,對(duì)長(zhǎng)三角大農(nóng)業(yè)投融資供需總量進(jìn)行分析和預(yù)測(cè);最后,提出發(fā)展長(zhǎng)三角農(nóng)業(yè)投融資的基本思路和具體措施,科學(xué)地劃分長(zhǎng)三角農(nóng)業(yè)投資的不同階段,合理劃分各投資主體的投入范圍并突出農(nóng)業(yè)資金的投放重點(diǎn)提出宏觀對(duì)策,如:增加政府的農(nóng)業(yè)投入、建立健全市場(chǎng)機(jī)制的投融資功能、充分發(fā)揮財(cái)稅政策吸納市場(chǎng)資金進(jìn)行農(nóng)業(yè)入、努力提高長(zhǎng)三角農(nóng)業(yè)的投資吸引能力、加快長(zhǎng)三角農(nóng)村金融體系的建設(shè)和改造。同時(shí)提出加大政府農(nóng)業(yè)投資的力度、發(fā)揮農(nóng)業(yè)集體和農(nóng)業(yè)作為農(nóng)業(yè)投資主體的作用、制定優(yōu)惠政策提高長(zhǎng)三角投資吸引能力、努力增加銀行及其他金融機(jī)構(gòu)的農(nóng)業(yè)貸款、建立農(nóng)業(yè)保險(xiǎn)制度、建立多元化的融資體制等具體措施。
[Abstract]:Agriculture as a pillar industry plays an important role in the national economy. Since the reform and opening up, the Yangtze River Delta has made some achievements in reforming the agricultural investment and financing system. However, there are still many problems. On the basis of monetary and financial theory and modern financial theory, this paper makes a comprehensive and systematic study on the agricultural investment and financing problems in the Yangtze River Delta by using the method of combining comparative analysis and system analysis. The related theories of agricultural investment and financing, advanced experience and enlightenment at home and abroad are summarized, which provides a scientific reference and theoretical basis for the research. Secondly, the agricultural investment and financing policies under the agricultural system of Yangtze River Delta are analyzed in detail. This paper points out the present situation and existing problems of agricultural investment and financing in Yangtze River Delta, and analyzes and forecasts the total amount of supply and demand of agricultural investment and financing in Yangtze River Delta by setting up a model. This paper puts forward the basic ideas and concrete measures for the development of agricultural investment and financing in the Yangtze River Delta, scientifically divides the different stages of agricultural investment in the Yangtze River Delta, reasonably divides the input scope of each investment body, and puts forward macroscopic countermeasures to highlight the emphasis of agricultural funds. For example, increasing the government's agricultural input, establishing and perfecting the function of investment and financing of the market mechanism, giving full play to the fiscal and taxation policies to absorb market funds for agricultural input, and striving to improve the ability of attracting investment in agriculture in the Yangtze River Delta, Speeding up the construction and reform of the rural financial system in the Yangtze River Delta. At the same time, it is proposed to increase government investment in agriculture, to give play to the role of agricultural collectives and agriculture as the main body of agricultural investment, and to formulate preferential policies to improve the ability of attracting investment in the Yangtze River Delta. Efforts should be made to increase agricultural loans from banks and other financial institutions, to establish an agricultural insurance system, and to establish a diversified financing system.
