廣西羅非魚(yú)產(chǎn)業(yè)集群水平與競(jìng)爭(zhēng)力研究

【摘要】:近年來(lái),中國(guó)羅非魚(yú)產(chǎn)業(yè)發(fā)展迅猛,羅非魚(yú)生產(chǎn)和出口量位列全球第一。廣西地處亞熱帶季風(fēng)氣候區(qū),水域資源豐富,在各級(jí)政府的扶持下,羅非魚(yú)產(chǎn)業(yè)得到快速發(fā)展。2013年,全國(guó)羅非魚(yú)養(yǎng)殖總產(chǎn)量達(dá)165.77萬(wàn)噸,其中廣西羅非魚(yú)養(yǎng)殖產(chǎn)量為28.60萬(wàn)噸,占全國(guó)羅非魚(yú)總產(chǎn)量的17.26%,現(xiàn)已成為我國(guó)第三大羅非魚(yú)優(yōu)勢(shì)養(yǎng)殖區(qū)。然而,由于受到國(guó)際市場(chǎng)的競(jìng)爭(zhēng)和自身發(fā)展水平的限制,以及近幾年羅非魚(yú)鏈球菌病的多發(fā),廣西羅非魚(yú)養(yǎng)殖總產(chǎn)量不穩(wěn)定,導(dǎo)致了大部分羅非魚(yú)加工企業(yè)無(wú)法滿足正常的生產(chǎn)所需。因此,嚴(yán)重制約了廣西羅非魚(yú)產(chǎn)業(yè)集群的進(jìn)一步發(fā)展。盡管廣西各級(jí)政府積極進(jìn)行招商引資,出臺(tái)各類(lèi)優(yōu)惠政策,加大羅非魚(yú)產(chǎn)業(yè)發(fā)展的支持力度,但仍暴漏出產(chǎn)業(yè)鏈上部分環(huán)節(jié)比較薄弱、配套產(chǎn)業(yè)發(fā)展相對(duì)滯后等問(wèn)題,導(dǎo)致區(qū)域競(jìng)爭(zhēng)力優(yōu)勢(shì)不能充分體現(xiàn),影響了廣西羅非魚(yú)產(chǎn)業(yè)集群競(jìng)爭(zhēng)力的提升。本研究首先闡述了農(nóng)業(yè)產(chǎn)業(yè)集群的基本概念、形成機(jī)理和發(fā)展階段,對(duì)產(chǎn)業(yè)集群的相關(guān)理論進(jìn)行了評(píng)述。其次,對(duì)廣西羅非魚(yú)產(chǎn)業(yè)集群發(fā)展現(xiàn)狀及其形成機(jī)理等進(jìn)行了描述分析,并總結(jié)出目前廣西羅非魚(yú)產(chǎn)業(yè)集群還處于成長(zhǎng)階段初期,南寧市是產(chǎn)業(yè)集群的集聚中心,產(chǎn)業(yè)集群中苗種和飼料等相關(guān)行業(yè)是產(chǎn)業(yè)鏈中的劣勢(shì)環(huán)節(jié)。然后,采用區(qū)位商法和GEMS模型分別對(duì)產(chǎn)業(yè)集群集聚度和產(chǎn)業(yè)集群競(jìng)爭(zhēng)力進(jìn)行了測(cè)量。結(jié)果顯示,廣西羅非魚(yú)產(chǎn)業(yè)集群羅非魚(yú)生產(chǎn)和加工貿(mào)易區(qū)位商系數(shù)較高,生產(chǎn)專(zhuān)業(yè)化程度較高,集聚效應(yīng)明顯;產(chǎn)業(yè)集群競(jìng)爭(zhēng)力水平高于全國(guó)平均水平,但競(jìng)爭(zhēng)優(yōu)勢(shì)不明顯。分析發(fā)現(xiàn)廣西羅非魚(yú)產(chǎn)業(yè)集群目前面臨著羅非魚(yú)總產(chǎn)量不足、苗種和飼料供應(yīng)短缺、產(chǎn)業(yè)鏈短且產(chǎn)品附加值低、產(chǎn)業(yè)鏈中存在薄弱環(huán)節(jié)、相關(guān)和輔助性行業(yè)發(fā)展相對(duì)滯后等問(wèn)題。在文章最后提出了通過(guò)合理開(kāi)發(fā)養(yǎng)殖水體來(lái)增加養(yǎng)殖面積,從而提高養(yǎng)殖總產(chǎn)量;拓寬融資渠道、完善產(chǎn)業(yè)鏈中薄弱環(huán)節(jié)建設(shè);激勵(lì)企業(yè)自主創(chuàng)新、加強(qiáng)企業(yè)間戰(zhàn)略合作,提高羅非魚(yú)價(jià)值增值;加速相關(guān)和輔助行業(yè)發(fā)展等能夠全面提升廣西羅非魚(yú)產(chǎn)業(yè)集群競(jìng)爭(zhēng)力,且具有可操作性的思路和建議,為廣西推進(jìn)經(jīng)濟(jì)社會(huì)發(fā)展戰(zhàn)略提供新的思維框架。同時(shí),對(duì)于提高羅非魚(yú)產(chǎn)業(yè)相關(guān)企業(yè)間專(zhuān)業(yè)化和一體化程度、促進(jìn)區(qū)域經(jīng)濟(jì)的快速發(fā)展等方面具有重要意義。
[Abstract]:In recent years, China's tilapia industry has developed rapidly, and the production and export of tilapia have ranked first in the world. Guangxi is located in the subtropical monsoon climate zone and is rich in water resources. With the support of governments at all levels, the tilapia industry has developed rapidly. In 2013, The total production of tilapia in China reaches 1.6577 million tons, of which 286000 tons is produced by Guangxi tilapia, accounting for 17.26% of the total output of tilapia in China, which has now become the third largest dominant tilapia breeding area in China. Due to the competition in the international market and the restriction of its own development level, and the frequent occurrence of streptococcosis in tilapia in recent years, the total production of tilapia cultured in Guangxi is unstable. As a result, most tilapia processing enterprises are unable to meet the normal production needs. Therefore, the further development of Guangxi tilapia industry cluster is seriously restricted. Although Guangxi governments at all levels actively attract investment and introduce various preferential policies, To increase the support for the development of tilapia industry, however, some problems such as the relatively weak links in the industrial chain and the relative lag in the development of supporting industries have caused the regional competitive advantage not to be fully reflected. This study firstly expounds the basic concept, formation mechanism and development stage of agricultural industrial cluster, and reviews the relevant theories of industrial cluster. This paper describes and analyzes the present situation and formation mechanism of Tilapia industry cluster in Guangxi, and concludes that Guangxi tilapia industrial cluster is still in its early stage of growth, and Nanning is the center of industrial cluster. The relative industries such as seedling and feed in industrial clusters are the inferior links in the industrial chain. Then, the convergence degree and competitiveness of industrial clusters are measured by using location quotient method and GEMS model. The results show that, The regional quotient coefficient of tilapia production and processing trade in Guangxi tilapia industry cluster is higher, the degree of production specialization is higher, the agglomeration effect is obvious, the competitiveness level of industrial cluster is higher than the national average level. But the competitive advantage is not obvious. It is found that Guangxi tilapia industry cluster is facing the shortage of total output of tilapia, the shortage of seed species and feed supply, the short industrial chain and low added value of products, and the weak links in the industrial chain. At the end of the article, it is put forward that the cultivation area can be increased through the rational development of aquaculture water body, so as to increase the total production of aquaculture, widen the financing channel, perfect the weak link construction in the industrial chain, and so on. Encouraging enterprises to innovate independently, strengthening strategic cooperation among enterprises, increasing the value added of tilapia, accelerating the development of related and auxiliary industries, and so on, can promote the competitiveness of Guangxi tilapia industry cluster in an all-round way, and have operable ideas and suggestions. At the same time, it is of great significance to improve the specialization and integration of tilapia industry and to promote the rapid development of regional economy.
