【摘要】：通過從貧困成因和反貧困兩方面對精準(zhǔn)扶貧的理論溯源進(jìn)行梳理,基于多學(xué)科視角,對龍圩區(qū)目前的精準(zhǔn)扶貧工作存在的問題與機(jī)制進(jìn)行梳理,試圖探討龍圩區(qū)精準(zhǔn)扶貧規(guī)律,研究結(jié)果(如下):第一,梳理龍圩區(qū)的貧困現(xiàn)狀,發(fā)現(xiàn)龍圩區(qū)存在著貧困人口眾多、貧困比例高、脫貧速度慢、醫(yī)療衛(wèi)生條件差、產(chǎn)業(yè)基礎(chǔ)薄弱現(xiàn)狀、脫貧困難大、返貧率高、可持續(xù)性低等現(xiàn)狀。第二,龍圩區(qū)貧困戶家庭特征為貧困人口以男性為主,年齡大部分都在50歲以上,屬于老齡人口,主要以一般貧困戶和低保貧困戶為主,家庭人口規(guī)模比廣西平均家庭人口規(guī)模大。第三,龍圩區(qū)主要行政村的致貧規(guī)律主要為由于高技能勞動力和資金的缺乏,加上疾病(包括殘疾)的壓力,導(dǎo)致了貧困戶陷入無限貧困循環(huán)當(dāng)中,廣平鎮(zhèn)的自身發(fā)展能力較弱也成為其突出的致貧原因。龍圩區(qū)政府主要從扶持生產(chǎn)、加大扶貧力度、創(chuàng)新扶貧機(jī)制、加快轉(zhuǎn)移就業(yè)、強(qiáng)化教育扶持、完善醫(yī)療救助等方面進(jìn)行精準(zhǔn)扶貧。另外列舉了龍圩區(qū)的成功脫貧措施。同時也發(fā)現(xiàn),在龍圩區(qū)的精準(zhǔn)扶貧事業(yè)中,存在著信息不對稱、落后傳統(tǒng)思想的禁錮、市場機(jī)制不完善、協(xié)調(diào)機(jī)制不健全、技能勞動力、龍頭企業(yè)與種植大戶、長期造血機(jī)制的缺乏限制了其持續(xù)脫貧的動力。第四,提出了加快建設(shè)扶貧動態(tài)信息管理機(jī)制、強(qiáng)化扶貧思想引導(dǎo)、完善市場機(jī)制、加大“互聯(lián)網(wǎng)+”扶貧力度、培育規(guī)模大戶、優(yōu)化扶貧機(jī)制、建立健全機(jī)制保障精準(zhǔn)扶貧等政策建議。
[Abstract]:Through combing the theoretical source of precision poverty alleviation from the causes of poverty and anti-poverty, based on the multi-disciplinary perspective, this paper combs the existing problems and mechanisms of the precision poverty alleviation work in Longwei District, and attempts to explore the law of precision poverty alleviation in Longwei District. The results are as follows: first, by combing the present situation of poverty in Longxu District, it is found that there are many poor people, a high proportion of poor people, a slow rate of poverty eradication, poor medical and health conditions, a weak industrial base, great difficulties in poverty eradication and a high rate of returning to poverty in Longxu District. Second, the poor households in Longwei District are characterized by male poverty, most of whom are over 50 years of age, and belong to the elderly population, mainly poor households and poor households with minimum living standard. The size of the family population is larger than the average size of the family population in Guangxi. Third, the law of poverty in the main administrative villages in Longwei District is mainly due to the lack of highly skilled labour and funds, coupled with the pressure of illness (including disability). This led poor households to fall into an infinite cycle of poverty, and the relatively weak development ability of Guangping Township also became a prominent cause of poverty. The government of Longwei District mainly supported production, stepped up poverty alleviation, innovated poverty alleviation mechanisms, and accelerated the transfer of employment. Strengthening educational support, improving medical assistance and other aspects of precision poverty alleviation. In addition, the successful measures to eradicate poverty in the Longpolder area are listed. At the same time, it is also found that in the cause of precision poverty alleviation in the Longpolder region, there is information asymmetry and the imprison of lagging behind traditional ideas. The market mechanism is imperfect, the coordination mechanism is not perfect, the skilled labor force, the leading enterprises and the big growers, the lack of long-term hematopoiesis mechanism has limited their motive force to get out of poverty continuously. Fourth, the paper puts forward to speed up the construction of the dynamic information management mechanism for poverty alleviation. Some policy suggestions, such as strengthening the guidance of poverty alleviation, perfecting the market mechanism, strengthening the "Internet" poverty alleviation, cultivating large scale households, optimizing the poverty alleviation mechanism, establishing and perfecting the mechanism to ensure accurate poverty alleviation, etc.
