【摘要】：近年來(lái),甘肅省武威市涼州區(qū)以發(fā)展節(jié)水高效農(nóng)業(yè)為目標(biāo),大力調(diào)整農(nóng)業(yè)結(jié)構(gòu),全面推進(jìn)“設(shè)施農(nóng)牧業(yè)+特色林果業(yè)”為主體特色農(nóng)業(yè)生產(chǎn)模式和“貯藏加工+運(yùn)輸銷售”營(yíng)銷模式,設(shè)施農(nóng)牧業(yè)和特色林果業(yè)已逐漸成為農(nóng)業(yè)增效、農(nóng)民增收的主導(dǎo)產(chǎn)業(yè)。該地區(qū)雖然特色資源優(yōu)勢(shì)明顯,可開發(fā)潛力巨大,但由于經(jīng)濟(jì)欠發(fā)達(dá)、生態(tài)環(huán)境不斷惡化,其農(nóng)業(yè)產(chǎn)業(yè)化發(fā)展程度低。因此,如何突破涼州區(qū)發(fā)展的瓶頸,充分利用該地現(xiàn)有的資源和特色農(nóng)產(chǎn)品等優(yōu)勢(shì)實(shí)現(xiàn)涼州區(qū)特色農(nóng)業(yè)可持續(xù)發(fā)展,不僅關(guān)系到?jīng)鲋輩^(qū)的經(jīng)濟(jì)發(fā)展、農(nóng)民的增收,還關(guān)系到整個(gè)河西地區(qū)農(nóng)業(yè)經(jīng)濟(jì)的快速發(fā)展。本文以可持續(xù)發(fā)展理論、特色農(nóng)業(yè)可持續(xù)發(fā)展理論為指導(dǎo),立足于武威市涼州區(qū)特色農(nóng)業(yè)發(fā)展現(xiàn)狀,運(yùn)用社會(huì)調(diào)查法、層次分析法以及實(shí)證分析法建立其可持續(xù)發(fā)展指標(biāo)評(píng)價(jià)體系。本文將特色農(nóng)業(yè)可持續(xù)發(fā)展指標(biāo)體系分為四個(gè)部分:經(jīng)濟(jì)系統(tǒng)、生產(chǎn)系統(tǒng)、社會(huì)系統(tǒng)以及生態(tài)系統(tǒng),根據(jù)特色農(nóng)業(yè)可持續(xù)發(fā)展的影響因素以及涼州區(qū)特色農(nóng)業(yè)體系的構(gòu)成特點(diǎn)來(lái)構(gòu)建具有上下層級(jí)結(jié)構(gòu)關(guān)系的特色農(nóng)業(yè)可持續(xù)發(fā)展評(píng)價(jià)指標(biāo)體系,并利用德爾菲法選定評(píng)價(jià)指標(biāo)16個(gè)。通過(guò)評(píng)價(jià)體系對(duì)該區(qū)特色農(nóng)業(yè)可持續(xù)發(fā)展能力進(jìn)行評(píng)價(jià)和分析,并根據(jù)評(píng)價(jià)結(jié)果分析出阻礙涼州區(qū)特色農(nóng)業(yè)可持續(xù)發(fā)展的主要因素。最后,針對(duì)涼州區(qū)特色農(nóng)業(yè)可持續(xù)發(fā)展的存在的問(wèn)題,并結(jié)合該地區(qū)農(nóng)業(yè)的特色和優(yōu)勢(shì),給出具體的對(duì)策以及措施。本文對(duì)于武威市涼州區(qū)的特色農(nóng)業(yè)發(fā)展的研究,以及一些相關(guān)的對(duì)策及建議,可能會(huì)對(duì)我國(guó)其它類似地區(qū)的改革實(shí)踐以及其他學(xué)者的研究提供一些幫助和參考。
[Abstract]:In recent years, the Liangzhou District of Wuwei City, Gansu Province, has made great efforts to adjust its agricultural structure with the goal of developing water-saving and efficient agriculture. Comprehensively promoting "protected agriculture and animal husbandry characteristic forestry and fruit industry" as the main feature of agricultural production mode and "storage, processing, transportation and marketing" marketing mode, facility agriculture and animal husbandry and characteristic forest and fruit industry have gradually become agricultural efficiency, The leading industry of increasing farmers' income. Although this area has obvious advantages of characteristic resources and great potential for exploitation, it has a low degree of agricultural industrialization because of the undeveloped economy, the deteriorating ecological environment and the low degree of agricultural industrialization. How to break through the bottleneck of the development of Liangzhou District and make full use of the existing resources and characteristic agricultural products to realize the sustainable development of characteristic agriculture in Liangzhou District is not only related to the economic development of Liangzhou District, but also to the increase of farmers' income. It is also related to the rapid development of agricultural economy in the whole Hexi area. Guided by the theory of sustainable development and the theory of sustainable development of characteristic agriculture, this paper bases itself on the present situation of the development of characteristic agriculture in Liangzhou District, Wuwei City, and applies the method of social investigation. In this paper, the index system of sustainable development of characteristic agriculture is divided into four parts: economic system, production system, social system and ecosystem. According to the influencing factors of the sustainable development of characteristic agriculture and the characteristics of the characteristic agricultural system in Liangzhou District, the evaluation index system of the sustainable development of characteristic agriculture with the relationship between the upper and lower levels is constructed. Using Delphi method, 16 evaluation indexes are selected. The sustainable development ability of characteristic agriculture in this area is evaluated and analyzed through the evaluation system, and the main factors hindering the sustainable development of characteristic agriculture in Liangzhou district are analyzed according to the evaluation results. Finally, In view of the existing problems of the sustainable development of characteristic agriculture in Liangzhou District, combined with the characteristics and advantages of agriculture in this area, the paper gives the concrete countermeasures and measures. This paper studies the development of characteristic agriculture in Liangzhou District of Wuwei City. Some relevant countermeasures and suggestions may provide some help and reference to the reform practice in other similar regions of China and the research of other scholars.
