土地供應(yīng)監(jiān)管決策分析系統(tǒng)的設(shè)計(jì)與實(shí)現(xiàn)

【摘要】:在我國(guó)國(guó)土資源發(fā)展的新形式下,面臨著監(jiān)管內(nèi)容多、范圍比較廣的情況,同時(shí)涉及的監(jiān)管業(yè)務(wù)條線也比較復(fù)雜。現(xiàn)階段,國(guó)土資源在數(shù)據(jù)層面上存在著集成整合不足、準(zhǔn)確性不達(dá)標(biāo)、不夠完整、更新渠道仍不通暢的現(xiàn)象,這些問題必將成為阻礙我國(guó)國(guó)土資源信息化建設(shè)的瓶頸。所以,通過新的科學(xué)技術(shù)信息化等手段,在業(yè)務(wù)審批行為、資源總體開發(fā)和利用情況、全區(qū)域全流程全方位的監(jiān)督管理,能夠提供預(yù)警警示、分析決策支持將勢(shì)在必行。本文在研究國(guó)土資源綜合監(jiān)管和數(shù)據(jù)應(yīng)用現(xiàn)狀的基礎(chǔ)上,立足于系統(tǒng)論等多學(xué)科理論,以國(guó)土資源管理業(yè)務(wù)為主線,面向分析與決策,利用信息化與業(yè)務(wù)結(jié)合的方式,研究土地供應(yīng)監(jiān)管的監(jiān)管模型與方式,建立“審批前預(yù)防、審批中監(jiān)督、審批后處理”的一體化監(jiān)測(cè)監(jiān)管體系。在分析國(guó)土資源數(shù)據(jù)現(xiàn)狀的基礎(chǔ)上,基于信息資源規(guī)劃方法,針對(duì)數(shù)據(jù)采集、處理、傳輸、共享、應(yīng)用,實(shí)現(xiàn)國(guó)土數(shù)據(jù)資源全過程的全面規(guī)劃,梳理建設(shè)用地審批和土地供應(yīng)核心監(jiān)管指標(biāo)模型,實(shí)現(xiàn)對(duì)項(xiàng)目實(shí)施情況的實(shí)時(shí)監(jiān)測(cè),用以確保國(guó)土資源集約節(jié)約利用;整合基礎(chǔ)數(shù)據(jù),建立以土地供應(yīng)為中心,通過對(duì)監(jiān)督管理的運(yùn)行機(jī)制的建設(shè),主要包括對(duì)日常的機(jī)制、預(yù)警機(jī)制、處置機(jī)制等保障體系建立,以支撐完成面向國(guó)土資源綜合監(jiān)督管理監(jiān)測(cè)的目標(biāo)。本研究提出了基于服務(wù)層、應(yīng)用層、平臺(tái)支撐層、數(shù)據(jù)層和基礎(chǔ)層五層結(jié)構(gòu)的土地供應(yīng)總體框架,保證數(shù)據(jù)安全、高效、穩(wěn)定訪問和易維護(hù)管理的同時(shí)具備高效、持續(xù)的更新能力。通過建立土地供應(yīng)監(jiān)管決策分析系統(tǒng),從宏觀、微觀角度監(jiān)測(cè)土地供應(yīng)的開發(fā)利用情況,為上層電子政務(wù)、綜合監(jiān)管等平臺(tái)提供豐富、高效、穩(wěn)定、安全的數(shù)據(jù)服務(wù)。同時(shí)提供面向土地開發(fā)和利用情況的監(jiān)測(cè)分析,為土地市場(chǎng)決策分析提供支撐。
[Abstract]:In the new form of land and resources development in our country, we are faced with the situation that there are many contents and wide scope of supervision, and the supervision lines involved are also quite complex. At the present stage, there is insufficient integration and integration of land and resources at the data level. The phenomenon that the accuracy is not up to the standard, is not complete, the renewal channel is still not smooth, these problems will become the bottleneck that hinders the information construction of our country's land and resources. The overall development and utilization of resources, the overall supervision and management of the whole region's entire process, the ability to provide early warning warning, and the analysis of decision support will be imperative. This paper studies the present situation of land and resources comprehensive supervision and data application. Based on the system theory and other multi-disciplinary theories, taking the land and resources management business as the main line, facing the analysis and decision-making, using the combination of information and business, this paper studies the supervision model and mode of land supply supervision, and establishes the "prevention before examination and approval". On the basis of analyzing the present situation of land and resources data, and based on the method of information resource planning, aiming at data collection, processing, transmission, sharing and application, To realize the overall planning of the whole process of land data and resources, combing the construction land approval and land supply core supervision index model, realizing the real-time monitoring of the implementation of the project, in order to ensure the intensive and economical utilization of land and resources, and to integrate the basic data, The establishment of land supply as the center, through the supervision and management of the operational mechanism, including the establishment of day-to-day mechanisms, early warning mechanisms, disposal mechanisms and other security systems, In this paper, the overall framework of land supply based on service layer, application layer, platform support layer, data layer and foundation layer is proposed to ensure data security and efficiency. Stable access and maintainable management at the same time have high efficiency and continuous renewal ability. Through the establishment of land supply supervision and decision analysis system, the development and utilization of land supply can be monitored from macro and micro perspectives. Integrated supervision platform provides rich, efficient, stable and secure data service, and also provides monitoring and analysis for land development and utilization, which provides support for land market decision analysis.
