湖北省土地利用碳排放效率及差別化低碳土地利用調(diào)控研究

【摘要】:近些年,我國(guó)經(jīng)濟(jì)發(fā)展已經(jīng)進(jìn)入調(diào)速換擋期,由高速發(fā)展進(jìn)入了中高速發(fā)展階段。造成經(jīng)濟(jì)降速的主要原因之一就是環(huán)境問題不斷加重,資源依賴型的經(jīng)濟(jì)增長(zhǎng)方式已難以適應(yīng)發(fā)展的需要。土地利用碳排放作為經(jīng)濟(jì)發(fā)展的主要非期望產(chǎn)出,是指土地利用承載人類活動(dòng)導(dǎo)致的碳排放,包括能源消費(fèi)、農(nóng)業(yè)生產(chǎn)、廢棄物處理等。本文全面分析了湖北省土地利用碳排放總量特征、時(shí)空演變規(guī)律及土地利用碳排放效率,并基于差別化土地利用管理對(duì)湖北省土地利用調(diào)控開展研究。具體內(nèi)容有:第一,介紹了相關(guān)理論并梳理了土地利用碳排放的相關(guān)研究綜述。根據(jù)對(duì)大量文獻(xiàn)的整理和分析,從土地利用碳排放測(cè)算、土地利用碳排放效應(yīng)分析等方面,對(duì)研究涉及的相關(guān)內(nèi)容進(jìn)行梳理,并指出已有研究在測(cè)算體系、效率分析及針對(duì)性的差別化土地管理政策方面可能存在的不足,基于此確定進(jìn)一步研究的方向。第二,對(duì)湖北省土地利用碳排放總量及其時(shí)空演變規(guī)律進(jìn)行分析。參考IPCC給出的溫室氣體排放清單指南及國(guó)內(nèi)外有關(guān)土地利用碳排放的相關(guān)研究成果,構(gòu)建土地利用碳排放核算體系,具體包括能源、農(nóng)業(yè)生產(chǎn)、廢棄物等。引入脫鉤模型,分析湖北省土地利用碳排放與經(jīng)濟(jì)增長(zhǎng)的互動(dòng)關(guān)系,通過(guò)脫鉤狀態(tài)判斷湖北省在研究時(shí)序內(nèi)經(jīng)濟(jì)運(yùn)行的質(zhì)量與可持續(xù)性。根據(jù)各類用地的碳排放強(qiáng)度計(jì)算湖北省各市土地利用碳排放量,分析湖北省土地利用碳排放的空間特征及演變規(guī)律。第三,基于非期望產(chǎn)出理論分析湖北省土地利用碳排放效率。借助生產(chǎn)效率分析中的Malmquist指數(shù)模型,將湖北省與內(nèi)地其他省級(jí)行政區(qū)域進(jìn)行比較,綜合分析湖北省土地利用碳排放的技術(shù)、規(guī)模、綜合效率等。運(yùn)用數(shù)據(jù)包絡(luò)分析法,分析各地土地利用碳排放靜態(tài)效率的差異特征,根據(jù)效率差異將評(píng)價(jià)單元?jiǎng)澐譃楦咝蕝^(qū)、中效率區(qū)、低效率區(qū),引導(dǎo)后續(xù)差別化土地利用調(diào)控。最后,構(gòu)建了差別化低碳土地利用結(jié)構(gòu)優(yōu)化模型。權(quán)衡低碳效益和經(jīng)濟(jì)效益雙重目標(biāo),根據(jù)效率分區(qū)結(jié)果,確定差別化的土地利用調(diào)控目標(biāo),運(yùn)用多目標(biāo)規(guī)劃構(gòu)建低碳土地利用結(jié)構(gòu)優(yōu)化模型,為選取的三個(gè)典型城市制定方案。根據(jù)各地特征,從轉(zhuǎn)變土地利用方式、提高能源利用效率、改善農(nóng)業(yè)生產(chǎn)效率等方面探討差別化低碳土地利用調(diào)控政策。本文建立了區(qū)域土地利用碳排放效應(yīng)分析框架,構(gòu)建了基于靜態(tài)效率的差別化低碳土地利用結(jié)構(gòu)優(yōu)化模型,制定了區(qū)域差別化低碳土地利用調(diào)控政策,全面地分析了湖北省土地利用碳排放整體與局部的協(xié)調(diào)性和互動(dòng)關(guān)系,為從差別化土地利用視角引導(dǎo)土地利用碳排放效率改善及碳減排提供了系統(tǒng)的研究方法,為土地資源在區(qū)域間的高效配置提供了新的思路,對(duì)豐富差別化低碳土地利用的相關(guān)研究?jī)?nèi)容及制定差別化低碳土地利用管理政策具有一定的理論和實(shí)踐意義。
[Abstract]:In recent years, China's economic development has entered the speed shift period, from the high-speed development to the medium-high speed development stage. One of the main reasons for the economic deceleration is the worsening of environmental problems. As the main non-expected output of economic development, land use carbon emission means that land use carries carbon emissions caused by human activities, including energy consumption and agricultural production. The characteristics of total carbon emissions of land use in Hubei Province, the law of space-time evolution and the efficiency of carbon emissions of land use are analyzed in this paper. And based on differentiated land use management to carry out research on the regulation of land use in Hubei Province. The specific contents are: first, introduced the relevant theories and combed the land use carbon emissions related research review. According to a large number of literature collation and analysis, From the aspects of land use carbon emission measurement, land use carbon emission effect analysis and so on, this paper combs the related contents of the research, and points out that the existing research is in the measurement system. Efficiency analysis and targeted differentiated land management policy may be inadequate, based on which to determine the direction of further research. Second, This paper analyzes the total amount of land use carbon emissions and its temporal and spatial evolution in Hubei Province, and constructs a land use carbon emission accounting system with reference to the greenhouse gas emission inventory guidelines given by IPCC and the related research results on land use carbon emissions at home and abroad. Including energy, agricultural production, waste and so on. The decoupling model is introduced to analyze the interaction between carbon emissions from land use and economic growth in Hubei Province. The quality and sustainability of economic operation in Hubei Province are judged by decoupling state. According to the carbon emission intensity of all kinds of land use, the carbon emissions from land use in Hubei Province are calculated. The spatial characteristics and evolution of land use carbon emissions in Hubei Province are analyzed. Thirdly, based on the theory of non-expected output, the efficiency of land use carbon emissions in Hubei Province is analyzed. The Malmquist index model is used in the analysis of production efficiency. By comparing Hubei Province with other provincial administrative regions in the mainland, the paper comprehensively analyzes the technology, scale and comprehensive efficiency of carbon emission from land use in Hubei Province. This paper analyzes the difference characteristics of static efficiency of land use carbon emissions, divides the evaluation unit into high efficiency area, middle efficiency area and low efficiency area according to the difference of efficiency. Finally, it guides the subsequent differential land use regulation. The optimization model of differentiated low carbon land use structure was constructed. The dual objectives of low carbon benefit and economic benefit were weighed, and the differential land use control objectives were determined according to the results of efficiency zoning. The optimization model of low carbon land use structure is constructed by using multi-objective programming. According to the characteristics of the three typical cities, according to the local characteristics, we can improve the energy use efficiency by changing the land use mode and improving the energy use efficiency. In order to improve the efficiency of agricultural production, this paper discusses the policy of differential low carbon land use regulation and control. In this paper, an analytical framework of regional land use carbon emission effect is established, and an optimized model of differential low carbon land use structure based on static efficiency is established. The regional differential low carbon land use regulation policy is formulated, and the coordination and interaction between the whole and the local land use carbon emissions in Hubei Province are analyzed comprehensively. It provides a systematic research method to guide the improvement of carbon emission efficiency and carbon emission reduction of land use from the perspective of differential land use, and provides a new way of thinking for the efficient allocation of land resources among regions. It has certain theoretical and practical significance to enrich the related research content of differentiated low carbon land use and to formulate the policy of differential low carbon land use management.
