論新形勢(shì)下土地儲(chǔ)備融資的風(fēng)險(xiǎn)管控——以北京市為例

【摘要】:我國土地儲(chǔ)備融資面臨融資規(guī)模大、還款壓力大、回款周期長等種種壓力。文章以北京市為例,在分析北京市土地儲(chǔ)備融資來源、項(xiàng)目成本的基礎(chǔ)上,對(duì)土地儲(chǔ)備開發(fā)項(xiàng)目的時(shí)間成本、運(yùn)營成本、規(guī)模成本等進(jìn)行剖析,總結(jié)出現(xiàn)有的土地儲(chǔ)備融資風(fēng)險(xiǎn)為政策風(fēng)險(xiǎn)、利率風(fēng)險(xiǎn)、融資規(guī)模風(fēng)險(xiǎn)、項(xiàng)目管理風(fēng)險(xiǎn)等,并構(gòu)建新形勢(shì)下"土地儲(chǔ)備機(jī)構(gòu)回歸政府職能、拓寬融資渠道、量化管理儲(chǔ)備項(xiàng)目、加強(qiáng)內(nèi)部控制"的土地儲(chǔ)備融資風(fēng)險(xiǎn)管控機(jī)制。
[Abstract]:Land reserve financing in China is faced with many kinds of pressures, such as large scale of financing, great pressure of repayment and long payback period. This paper takes Beijing as an example, based on the analysis of the financing source and project cost of land reserve in Beijing. The paper analyzes the time cost, operation cost and scale cost of land reserve development project, and summarizes some land reserve financing risks as policy risk, interest rate risk, financing scale risk, project management risk, etc. Under the new situation, the management mechanism of land reserve financing risk should be constructed, which is "land reserve organization returning to government function, widening financing channel, quantifying management of reserve project, strengthening internal control".
