【摘要】：隨著我國(guó)對(duì)農(nóng)業(yè)現(xiàn)代化發(fā)展的重視以及現(xiàn)代農(nóng)業(yè)的快速發(fā)展，作為農(nóng)業(yè)現(xiàn)代化發(fā)展的重要組成部分，現(xiàn)代煙草農(nóng)業(yè)也擁有著同現(xiàn)代農(nóng)業(yè)相同的特點(diǎn)和要求�，F(xiàn)代農(nóng)業(yè)的核心是科學(xué)化，建設(shè)現(xiàn)代煙草農(nóng)業(yè)，必須要堅(jiān)持使用現(xiàn)代化的科學(xué)技術(shù)實(shí)施對(duì)傳統(tǒng)煙草農(nóng)業(yè)的改造。加快煙草農(nóng)業(yè)科技創(chuàng)新體系的構(gòu)建進(jìn)程，之所以稱(chēng)為現(xiàn)代煙草農(nóng)業(yè)，主要為了區(qū)別于歷史上的傳統(tǒng)煙草農(nóng)業(yè)，尤其強(qiáng)調(diào)以現(xiàn)代科學(xué)和技術(shù)知識(shí)為強(qiáng)大背景支柱，以現(xiàn)代化的工業(yè)裝備和機(jī)械化工具為強(qiáng)大的物質(zhì)條件，現(xiàn)代化的管理經(jīng)驗(yàn)和產(chǎn)業(yè)化經(jīng)營(yíng)為最基本的途徑，在重視城鄉(xiāng)結(jié)合、工農(nóng)協(xié)調(diào)發(fā)展的前提下，將農(nóng)業(yè)生產(chǎn)的前、中和后期緊密融合，將農(nóng)業(yè)、工商業(yè)、貿(mào)易形成一體化的綜合性產(chǎn)業(yè)。 M鄉(xiāng)全鄉(xiāng)總幅員面積484平方公里，歷史悠久，景色優(yōu)美，植被覆蓋率高、生態(tài)無(wú)污染，自2003年開(kāi)始種植煙葉，至今已有十多年的煙草種植歷史，煙葉種植已經(jīng)遍布該鄉(xiāng)9個(gè)行政村，60余戶(hù)煙農(nóng)，種植面積達(dá)240公頃，技術(shù)基礎(chǔ)強(qiáng)，技術(shù)保障體系較為完善，，實(shí)用技術(shù)推廣成效顯著，總產(chǎn)值近千萬(wàn)元，經(jīng)濟(jì)效益顯著，近年來(lái)經(jīng)過(guò)有關(guān)部門(mén)檢測(cè)，全鄉(xiāng)域內(nèi)80%的耕地是適宜煙葉種植的沙性土壤，這種土壤鉀離子含量高，通透性好，有利于熱能肥料空氣傳導(dǎo)，能夠滿(mǎn)足煙葉各生長(zhǎng)階段的生理需求，煙葉的內(nèi)在質(zhì)量好，深受煙葉系統(tǒng)的好評(píng)和行業(yè)的青睞。 雖然占據(jù)著得天獨(dú)厚的自然條件，但面臨的問(wèn)題依然很多，像生產(chǎn)加工各環(huán)節(jié)資金不足，對(duì)于當(dāng)?shù)責(zé)熮r(nóng)而言，銀行貸款門(mén)檻較高、手續(xù)較繁雜。M鄉(xiāng)農(nóng)業(yè)基礎(chǔ)設(shè)施薄弱，包括煙田水、電、路等配套設(shè)施在內(nèi)的抵御自然災(zāi)害的能力還不強(qiáng)，仍需要大量資金進(jìn)行建設(shè)。當(dāng)?shù)剞r(nóng)業(yè)產(chǎn)業(yè)化水平較低，農(nóng)民增收的渠道窄，一些龍頭企業(yè)規(guī)模小，拉動(dòng)能力弱，同農(nóng)民聯(lián)結(jié)機(jī)制不健全。土地集中連片是規(guī)模化種植、集約化經(jīng)營(yíng)的根本要求，是煙葉生產(chǎn)實(shí)現(xiàn)現(xiàn)代化迫切需要解決的問(wèn)題現(xiàn)行土地政策制約現(xiàn)代農(nóng)業(yè)的進(jìn)程。 本文立足M鄉(xiāng)現(xiàn)代煙草農(nóng)業(yè)發(fā)展實(shí)際，在客觀分析“十二五”時(shí)期產(chǎn)業(yè)發(fā)展形勢(shì)的基礎(chǔ)上，結(jié)合產(chǎn)業(yè)發(fā)展規(guī)劃目標(biāo)，測(cè)算資金需求,研究可行的信用結(jié)構(gòu)和擔(dān)保方式，結(jié)合國(guó)家產(chǎn)業(yè)政策和有利形勢(shì)，設(shè)計(jì)有針對(duì)性的融資模式，破解產(chǎn)業(yè)發(fā)展中面臨的資金約束，助推當(dāng)?shù)噩F(xiàn)代煙草農(nóng)業(yè)加快發(fā)展。本文還將闡述開(kāi)發(fā)性金融的含義以及開(kāi)發(fā)性金融在支持現(xiàn)代農(nóng)業(yè)發(fā)展當(dāng)中起到的巨大作用，為開(kāi)發(fā)性金融有效參與解決三農(nóng)融資問(wèn)題以及探索支農(nóng)信貸的具體投放形式，提供可茲借鑒的經(jīng)驗(yàn)和可具操作性的建議。
[Abstract]:With the attention paid to the development of agricultural modernization and the rapid development of modern agriculture in China, as an important part of the development of agricultural modernization, Modern tobacco agriculture also has the same characteristics and requirements as modern agriculture. We must persist in the use of modern science and technology to carry out the transformation of traditional tobacco agriculture, and speed up the process of building a scientific and technological innovation system in tobacco agriculture, which is called modern tobacco agriculture mainly in order to distinguish it from the traditional tobacco agriculture in history. Emphasizing, in particular, that modern scientific and technological knowledge is a strong background pillar, modern industrial equipment and mechanization tools as a strong material condition, modern management experience and industrialized management as the most basic means, and that emphasis is placed on the integration of urban and rural areas, Under the premise of coordinated development of industry and agriculture, the former, middle and later stages of agricultural production are closely integrated, and agriculture, industry and commerce and trade are integrated into a comprehensive industry. M Township has a total area of 484 square kilometers, with a long history, beautiful scenery, high vegetation coverage and no ecological pollution. Since 2003, it has grown tobacco leaves, and has been growing tobacco for more than 10 years. Tobacco leaf planting has spread over more than 60 tobacco farmers in nine administrative villages of the township, with an area of 240 hectares, strong technical foundation, a relatively perfect technical support system, remarkable results in practical technical popularization, a total output value of nearly 10 million yuan, and remarkable economic benefits. In recent years, after examination by the relevant departments, 80% of the cultivated land in the whole rural area is a sandy soil suitable for tobacco leaf cultivation. This kind of soil has a high potassium ion content and good permeability, which is conducive to the thermal energy fertilizer air transmission. It can meet the physiological needs of tobacco at various growth stages, and the internal quality of tobacco leaves is good, which is well received by tobacco system and industry. Although it occupies the unique natural conditions, it still faces many problems, such as insufficient funds in all aspects of production and processing. For local tobacco farmers, the bank loan threshold is higher, and the formalities are more complicated. The agricultural infrastructure in the township of .M is weak. The ability to withstand natural disasters, including tobacco fields, water, electricity, roads and other supporting facilities, is not strong enough, and a large amount of funds are still needed for construction. The level of local agricultural industrialization is relatively low, the channels for farmers to increase their incomes are narrow, and some leading enterprises are small in scale. It is the basic requirement of large-scale planting and intensive management that the current land policy restricts the process of modern agriculture which needs to be solved urgently in order to realize the modernization of tobacco production. Based on the development of modern tobacco agriculture in M Township, based on the objective analysis of the industrial development situation in the 12th Five-Year Plan period, combined with the industrial development planning objectives, this paper calculates the capital demand, studies the feasible credit structure and guarantee methods. According to the national industrial policy and favorable situation, to design a targeted financing model to break the financial constraints faced by industry development, This paper will also explain the meaning of development finance and the great role that development finance plays in supporting the development of modern agriculture. For the development finance to participate effectively in solving the financing problems of agriculture, rural areas and farmers, and to explore the specific forms of agricultural credit, and to provide the experience and operable suggestions to be used for reference.
