【摘要】：對浙江省唯一的全國農(nóng)民集體資產(chǎn)股份權(quán)能改革試點德清縣進行分析,解析其在試點近兩年來的經(jīng)驗與成效,特別是以落實"八項制度創(chuàng)新"為抓手,賦予農(nóng)民"六項權(quán)能",逐步明確了產(chǎn)權(quán)關(guān)系,規(guī)范了運行機制,建立了交易平臺,激活了抵押功能,形成了一套行之有效的"德清模式"。通過剖析"德清模式"的措施和經(jīng)驗,總結(jié)經(jīng)驗和成效,為我國推進農(nóng)村集體資產(chǎn)股份權(quán)能改革提出對策。針對試點中發(fā)現(xiàn)的問題,建議合理設置并妥善界定集體經(jīng)濟組織成員資格;以"靜態(tài)管理"模式完善股權(quán)固化改革;賦予農(nóng)村社區(qū)集體經(jīng)濟組織法人地位;構(gòu)建科學合理的法人治理結(jié)構(gòu),完善村級經(jīng)濟組織經(jīng)營機制;規(guī)范集體經(jīng)濟組織收入分配,逐步縮小集體福利分配的范圍;加快推進農(nóng)村產(chǎn)權(quán)交易平臺建設,拓展農(nóng)村產(chǎn)權(quán)抵押擔保試點。
[Abstract]:In this paper, the author analyzes Deqing County, the only national peasant collective assets and shares reform pilot in Zhejiang Province, and analyzes its experience and effect in the past two years, especially the implementation of "eight system innovations". By giving peasants "six powers", gradually defining the relationship of property rights, standardizing the operating mechanism, setting up a trading platform, activating the mortgage function, forming a set of effective "Deqing mode", this paper analyzes the measures and experiences of the "Deqing Model". Summing up the experience and effect, putting forward the countermeasure for our country to push forward the reform of the rural collective assets' share power. In view of the problems found in the pilot project, it is suggested that the membership of the collective economic organization should be reasonably set up and properly defined. Perfect the reform of stock right by the mode of "static management", endow the collective economic organization of rural community with the status of legal person, construct scientific and reasonable corporate governance structure, perfect the management mechanism of village economic organization, standardize the income distribution of collective economic organization, Gradually reduce the scope of collective welfare distribution, accelerate the construction of rural property rights trading platform, expand the rural property rights mortgage guarantee pilot.
