太原市城區(qū)土地節(jié)約集約利用研究

【摘要】:近年來,太原市作為山西的省會城市及轉型發(fā)展的龍頭,擔負著為全省各地市示范發(fā)展、引領發(fā)展、帶動發(fā)展的神圣使命。緊抓全省轉型綜改重大機遇,先行先試,大膽探索,力求在率先發(fā)展中建設一流省會城市。但是,隨著太原市經(jīng)濟的快速發(fā)展及城鎮(zhèn)化進程的加快,土地資源的供求矛盾已經(jīng)成為制約太原市經(jīng)濟發(fā)展和城鎮(zhèn)化進程推進以及居民生活水平提高的重要因素。在土地資源剛性約束條件下,盡可能地合理挖掘土地潛能,實現(xiàn)土地節(jié)約集約利用是緩解太原市土地供需矛盾,促進本市經(jīng)濟又好又快發(fā)展的重要途徑。為此,本文采用理論分析和實證研究相結合的方法,對太原市城區(qū)土地節(jié)約集約利用進行研究。 首先,通過文獻分析和比較研究,總結了國內外關于土地節(jié)約集約利用的研究前研、研究方法,梳理了土地開發(fā)利用的相關理論,,為太原市城區(qū)土地節(jié)約集約利用水平的評價奠定了理論基礎;其次,結合太原市的具體情況,構建了土地節(jié)約集約利用評價模型,對太原市城區(qū)土地節(jié)約集約利用水平進行了評價。評價指標是在國內外相關學者研究的基礎上,結合太原市六城區(qū)實際情況從土地利用經(jīng)濟效益、土地利用社會效益、土地利用生態(tài)效益和土地利用狀況四方面遴選了相應指標。指標權重的確定方法引入了具有動態(tài)學習和鍛煉能力的人工神經(jīng)網(wǎng)絡方法,避免了傳統(tǒng)的權重計算法主觀因素對評價結果造成的不利影響,從而使評價結果更具客觀性。應用該模型,對太原市六城區(qū)土地節(jié)約集約利用水平進行評價。并從時間和空間兩個維度對評價結果進行分析。最后,從多角度對太原市六城區(qū)土地節(jié)約集約利用水平偏低及呈現(xiàn)時空差異的主要原因進行了深入分析,并針對性地提出了提高太原土地節(jié)約集約利用水平的對策及建議。
[Abstract]:In recent years, Taiyuan, as the capital city of Shanxi Province and the leading leader in transformation and development, is shouldering the sacred mission of demonstrating development, leading development and promoting development for all prefectures and cities of the province. Strive to build a first-class provincial capital city in the leading development. However, with the rapid economic development of Taiyuan and the acceleration of the urbanization process, The contradiction between supply and demand of land resources has become an important factor that restricts the economic development, urbanization and the improvement of living standard of residents in Taiyuan. Under the condition of rigid restriction of land resources, the potential of land can be excavated as reasonably as possible. Land saving and intensive utilization is an important way to alleviate the contradiction between supply and demand of land in Taiyuan and to promote the sound and rapid development of the city's economy. Therefore, this paper adopts the method of combining theoretical analysis and empirical research. This paper studies the intensive utilization of land saving in Taiyuan city. First of all, through the literature analysis and comparative study, summarized the domestic and foreign research on intensive land conservation, research methods, combing the relevant theories of land development and utilization. It lays a theoretical foundation for the evaluation of the level of intensive utilization of land conservation in Taiyuan City. Secondly, combining with the specific situation of Taiyuan City, the evaluation model of intensive utilization of land saving is constructed. This paper evaluates the level of intensive land conservation and utilization in Taiyuan city area. The evaluation index is based on the research of relevant scholars at home and abroad, combined with the actual situation of six urban areas of Taiyuan City, from the economic benefits of land use and social benefits of land use. Four aspects of land use ecological benefit and land use status are selected. The method of determining index weight introduces artificial neural network method with dynamic learning and training ability. The traditional weight calculation method avoids the adverse influence of subjective factors on the evaluation results, thus making the evaluation results more objective. This paper evaluates the land saving and intensive utilization level in six urban areas of Taiyuan, and analyzes the evaluation results from the two dimensions of time and space. This paper makes a deep analysis of the main reasons for the low level of intensive land use and the present space-time difference in the six urban areas of Taiyuan City, and puts forward some countermeasures and suggestions to improve the level of land conservation and intensive use of land in Taiyuan.
