【摘要】：在黨中央政策的支持下我國鄉(xiāng)村旅游發(fā)展迅速,其發(fā)展與土地流轉(zhuǎn)關(guān)系密切。土地流轉(zhuǎn)是在不改變土地所有權(quán)性質(zhì)的前提下,將土地功能向多元化方向拓展的流轉(zhuǎn)方式,是鄉(xiāng)村旅游開發(fā)中使用農(nóng)村集體土地的有效途徑。土地流轉(zhuǎn)不僅能解決鄉(xiāng)村旅游用地問題還能解決農(nóng)村閑散勞動(dòng)力就業(yè)情況,促進(jìn)鄉(xiāng)村旅游的發(fā)展。然而由于目前法律法規(guī)的政策不完善,鄉(xiāng)村集體土地旅游化流轉(zhuǎn)過程中還產(chǎn)生一些消極影響,如土地利用結(jié)構(gòu)失衡、忽視農(nóng)民的利益和生態(tài)環(huán)境遭到破壞等等。目前我國鄉(xiāng)村旅游的研究多集中在開發(fā)與規(guī)劃方面,對(duì)鄉(xiāng)村土地旅游化風(fēng)險(xiǎn)評(píng)價(jià)方面的研究相對(duì)較少,本文基于對(duì)國內(nèi)外鄉(xiāng)村旅游與土地流轉(zhuǎn)等方面文獻(xiàn)及相關(guān)研究成果的回顧,結(jié)合旅游開發(fā)中土地流轉(zhuǎn)相關(guān)概念及理論,對(duì)新疆吐魯番市鄉(xiāng)村旅游與土地流轉(zhuǎn)現(xiàn)狀進(jìn)行了實(shí)地調(diào)查與深度訪談,分析了吐魯番市鄉(xiāng)村旅游在發(fā)展的過程中產(chǎn)生的一些諸如自然、經(jīng)濟(jì)、社會(huì)方面的威脅及其產(chǎn)生的原因。文章利用風(fēng)險(xiǎn)矩陣法以及Borda序值排序方法對(duì)新疆吐魯番市鄉(xiāng)村土地旅游化流轉(zhuǎn)過程中存在的潛在風(fēng)險(xiǎn)因素進(jìn)行初步的風(fēng)險(xiǎn)評(píng)價(jià)與排序。本文得出以下結(jié)論:收益分配不公和土地利用結(jié)構(gòu)失衡問題最為嚴(yán)重,需盡快采取有效措施解決,鄉(xiāng)村生態(tài)問題和特色弱化應(yīng)得到重視并防范管理,糧食安全問題只要做好調(diào)控就不易發(fā)生風(fēng)險(xiǎn)。文章最后提出了明確鄉(xiāng)村旅游用地產(chǎn)權(quán)、規(guī)范土地流轉(zhuǎn)市場、提高農(nóng)民在鄉(xiāng)村旅游中的地位、因地制宜發(fā)展特色旅游、成立監(jiān)督保護(hù)生態(tài)環(huán)境部門等建議來解決和避免風(fēng)險(xiǎn)的發(fā)生。
[Abstract]:With the support of the policy of the Party Central Committee, rural tourism in our country develops rapidly, and its development is closely related to the land circulation. Land circulation is a way to expand the land function in a diversified direction without changing the nature of land ownership. It is an effective way to use rural collective land in the development of rural tourism. Land circulation can not only solve the problem of rural tourism land, but also solve the employment situation of rural idle labor force. However, due to the imperfect policies of laws and regulations, there are some negative effects in the process of rural collective land tourism circulation, such as the imbalance of land use structure. Ignoring the interests of farmers and the destruction of ecological environment and so on. At present, the study of rural tourism in China is mostly focused on the development and planning, but the risk assessment of rural land tourism is relatively less. Based on the review of the literature and related research results on rural tourism and land circulation at home and abroad, this paper combines the concepts and theories of land circulation in tourism development. This paper makes a field investigation and in-depth interview on the current situation of rural tourism and land circulation in Turpan, Xinjiang, and analyzes some natural and economic problems arising from the development of rural tourism in Turpan. The paper uses the risk matrix method and Borda ordering method to evaluate the potential risk factors in the process of rural land tourism circulation in Turpan, Xinjiang. This paper draws the following conclusions: unfair distribution of income and imbalance of land use structure are the most serious problems. It is necessary to take effective measures to solve these problems as soon as possible. The rural ecological problems and the weakening of their characteristics should be paid more attention to and the management should be taken care of. The problem of food security is not easy to happen as long as they are well regulated. Some suggestions such as standardizing the land circulation market improving the status of farmers in rural tourism developing characteristic tourism according to local conditions setting up supervision and protecting ecological environment department and so on are proposed to solve and avoid the occurrence of risks.
