【摘要】：隨著經(jīng)濟(jì)高速發(fā)展,著力破除城鄉(xiāng)二元結(jié)構(gòu),推進(jìn)城鎮(zhèn)化發(fā)展已迫在眉睫,因此2011年溫州市委貫徹落實(shí)黨的十八大會(huì)議精神,提出了在全市范圍內(nèi)推行“三分三改”,以農(nóng)房改造集聚建設(shè)為切入點(diǎn),有序推進(jìn)城鎮(zhèn)化發(fā)展。本文以溫州市麗岙街道為例,對(duì)農(nóng)房改造集聚建設(shè)的現(xiàn)狀進(jìn)行研究,旨在探索推進(jìn)農(nóng)村城鎮(zhèn)化進(jìn)程的途徑,為美麗鄉(xiāng)村的推進(jìn)提供參考依據(jù)。本文在闡述城鄉(xiāng)統(tǒng)籌及集聚經(jīng)濟(jì)效應(yīng)等相關(guān)概念理論的基礎(chǔ)上,借鑒國(guó)內(nèi)外相關(guān)經(jīng)驗(yàn)和評(píng)價(jià),對(duì)天津的“宅基地?fù)Q房”、嘉興的“兩分兩換十改聯(lián)動(dòng)”以及蒼南的“三分三改”等建設(shè)模式的基本情況、主要做法、運(yùn)行模式和主要特點(diǎn)簡(jiǎn)要說(shuō)明,并將三種模式做了比較分析,從中得出對(duì)麗岙街道推行農(nóng)房改造集聚建設(shè)的經(jīng)驗(yàn)和啟示。本文結(jié)合麗岙經(jīng)濟(jì)社會(huì)發(fā)展情況,通過(guò)大量的資料,對(duì)影響麗岙農(nóng)房改造集聚建設(shè)的區(qū)位條件、自然條件、社會(huì)經(jīng)濟(jì)條件、人口分布、土地分布等各種因素進(jìn)行全面深入介紹,并通過(guò)分析麗岙推行集聚建設(shè)的有利因素和不利因素,對(duì)麗岙采取的村內(nèi)集聚和跨村集聚兩個(gè)方案進(jìn)行比較,并在文章的最后結(jié)合麗岙實(shí)際,提出了合理編制規(guī)劃、注重區(qū)域特色、強(qiáng)化宣傳監(jiān)督、拓寬融資渠道、盤(pán)活閑置土地、保障農(nóng)民權(quán)益、豐富村民精神生活等7條推行農(nóng)房改造集聚建設(shè)的意見(jiàn)建議。
