【摘要】：農(nóng)民專(zhuān)業(yè)合作社是在實(shí)行家庭聯(lián)產(chǎn)承包責(zé)任制的基礎(chǔ)上,解決小農(nóng)戶(hù)與大市場(chǎng)的矛盾,增加農(nóng)民收入、促進(jìn)農(nóng)業(yè)產(chǎn)業(yè)化和實(shí)現(xiàn)農(nóng)村發(fā)展繁榮的重要途徑。自2007年《中國(guó)農(nóng)民專(zhuān)業(yè)合作社法》頒布實(shí)施以來(lái),我國(guó)農(nóng)民專(zhuān)業(yè)合作社進(jìn)入了跨越式增長(zhǎng)階段。2012年黨的十八大報(bào)告提出要堅(jiān)持和完善農(nóng)村基本經(jīng)營(yíng)制度,“壯大集體經(jīng)濟(jì)實(shí)力,發(fā)展農(nóng)民專(zhuān)業(yè)合作和股份合作,培育新型經(jīng)營(yíng)主體,發(fā)展多種形式規(guī)模經(jīng)營(yíng),構(gòu)建集約化、專(zhuān)業(yè)化、組織化、社會(huì)化相結(jié)合的新型農(nóng)業(yè)經(jīng)營(yíng)體系。”2015年2月政府一號(hào)文件《關(guān)于加大改革創(chuàng)新力度加快農(nóng)業(yè)現(xiàn)代化建設(shè)的若干意見(jiàn)》中指出要“引導(dǎo)農(nóng)民專(zhuān)業(yè)合作社拓寬服務(wù)領(lǐng)域,促進(jìn)規(guī)范發(fā)展,實(shí)行年度報(bào)告公示制度,深入推進(jìn)示范社創(chuàng)建行動(dòng)�！边@充分顯示出黨和政府對(duì)我國(guó)農(nóng)民專(zhuān)業(yè)合作社發(fā)展的高度重視,農(nóng)民專(zhuān)業(yè)合作社由此也進(jìn)入了飛速發(fā)展時(shí)期。河南省作為中國(guó)的人口大省與農(nóng)業(yè)大省,農(nóng)村人口占全省總?cè)丝诘牧梢陨�。作為�?guó)家鼓勵(lì)發(fā)展的新型農(nóng)業(yè)經(jīng)營(yíng)主體之一,建設(shè)、發(fā)展好農(nóng)民專(zhuān)業(yè)合作社對(duì)于發(fā)展農(nóng)村經(jīng)濟(jì)、加速農(nóng)業(yè)產(chǎn)業(yè)化、促進(jìn)農(nóng)民增收有著不可估量的作用。目前河南省農(nóng)民專(zhuān)業(yè)合作社在各級(jí)政府的大力推動(dòng)下發(fā)展勢(shì)頭良好,呈現(xiàn)出合作社數(shù)量大幅增加、出資總額不斷加大、合作層次有所提高、合作形式得到創(chuàng)新以及品牌效應(yīng)日益顯現(xiàn)等特點(diǎn)。然而與國(guó)內(nèi)合作社發(fā)展較好的省份相比仍有不小差距,發(fā)展中有不少問(wèn)題亟需解決:合作社區(qū)域間的發(fā)展不平衡、合作社運(yùn)行中的不規(guī)范現(xiàn)象、合作社對(duì)社員的服務(wù)能力有待提高、政策扶持具有偏向性等等。究其原因,農(nóng)民專(zhuān)業(yè)合作社參與主體認(rèn)識(shí)模糊、合作社運(yùn)行機(jī)制不健全、合作社融資困難以及外部發(fā)展環(huán)境不完善這些因素都極大地制約了合作社的進(jìn)一步發(fā)展。針對(duì)這種情況,我們應(yīng)當(dāng)從培育新型農(nóng)民、規(guī)范合作社內(nèi)部管理、拓展融資渠道、優(yōu)化外部環(huán)境幾個(gè)方面來(lái)解決農(nóng)民專(zhuān)業(yè)合作社發(fā)展中的困境,從而促進(jìn)河南省農(nóng)民專(zhuān)業(yè)合作社的穩(wěn)定、健康發(fā)展。
[Abstract]:On the basis of the household contract responsibility system, farmers' specialized cooperatives resolve the contradiction between small farmers and large markets and increase farmers' income. An important way to promote the industrialization of agriculture and realize the prosperity of rural areas. Since 2007, the Law on Farmers' specialized Cooperatives of China has been promulgated and implemented. In 2012, the report of the 18 National Congress of the Communist Party of China proposed that the basic management system in rural areas should be adhered to and perfected, "strengthen the strength of the collective economy, develop farmers' professional cooperation and share cooperation, and foster a new type of management body." To develop diversified forms of scale operation, to build intensive, specialized and organized operations, A new type of agricultural management system combined with socialization. "on February 2015, the first document of the Government, entitled" some opinions on strengthening Reform and Innovation and speeding up the Construction of Agricultural Modernization ", points out that it is necessary to" guide farmers' specialized cooperatives to broaden their service fields, " Promoting standardized development, implementing the system of public publication of annual reports, and further promoting the establishment of model cooperatives. "this fully shows that the party and the government attach great importance to the development of specialized cooperatives for farmers in our country," he said. Henan Province, as a large population province and a large agricultural province in China, has a rural population of more than 60% of the total population of the province. As one of the new types of agricultural management subject encouraged by the state to develop, Henan Province, as one of the new agricultural management entities encouraged by the state, has been built. The development of farmers' specialized cooperatives plays an inestimable role in developing the rural economy, accelerating the industrialization of agriculture and increasing farmers' income. At present, the farmers' specialized cooperatives in Henan Province have a good momentum of development under the vigorous promotion of the governments at all levels. The number of cooperatives has increased substantially, the total amount of investment has been increasing, the level of cooperation has been raised, the forms of cooperation have been innovated and the brand effect has become increasingly apparent. However, there is still a large gap compared with the provinces where cooperatives develop better in China. There are many problems in development that need to be solved: unbalanced development of cooperative regions, non-standard phenomenon in cooperative operation, service ability of cooperatives to members, bias of policy support, and so on. The further development of cooperatives is greatly restricted by such factors as vague understanding of the main participants of farmers' specialized cooperatives, imperfect operating mechanism of cooperatives, difficult financing of cooperatives and imperfect external development environment. We should solve the difficulties in the development of farmers' professional cooperatives from the aspects of cultivating new farmers, standardizing the internal management of cooperatives, expanding financing channels and optimizing the external environment, so as to promote the stability of farmers' specialized cooperatives in Henan Province. Develop healthily.
