低山丘陵區(qū)城鄉(xiāng)結(jié)合部農(nóng)村居民點(diǎn)布局優(yōu)化——以重慶市渝北區(qū)古路鎮(zhèn)為例

【摘要】:城鄉(xiāng)結(jié)合部是城鄉(xiāng)爭(zhēng)奪土地資源的核心區(qū)域,深入開展郊區(qū)農(nóng)村居民點(diǎn)布局優(yōu)化研究對(duì)于統(tǒng)籌城鄉(xiāng)發(fā)展具有現(xiàn)實(shí)意義。本研究以重慶市渝北區(qū)古路鎮(zhèn)為例,運(yùn)用轉(zhuǎn)移矩陣法剖析低山丘陵地區(qū)城鄉(xiāng)結(jié)合部土地利用變化特征,從地形條件、生態(tài)環(huán)境、居民點(diǎn)規(guī)模、區(qū)位條件4個(gè)方面建立評(píng)價(jià)指標(biāo)體系對(duì)古路鎮(zhèn)農(nóng)村居民點(diǎn)布局適宜性進(jìn)行評(píng)價(jià),結(jié)合規(guī)劃政策導(dǎo)向歸納出5種農(nóng)村居民點(diǎn)布局優(yōu)化類型,并根據(jù)居民點(diǎn)空間擴(kuò)展限制分區(qū),制定差異化布局優(yōu)化策略。主要結(jié)論為:(1)2009—2013年5年間古路鎮(zhèn)城鎮(zhèn)建設(shè)用地處于高速擴(kuò)展之中,導(dǎo)致耕地面積縮減明顯,表現(xiàn)出人類活動(dòng)在城鄉(xiāng)發(fā)展過程的不均衡性。(2)古路鎮(zhèn)農(nóng)村居民點(diǎn)布局適宜性與居民點(diǎn)平均規(guī)模呈現(xiàn)正相關(guān)關(guān)系;在空間分布上,適宜性等級(jí)沿主要交通線兩側(cè)逐漸降低。(3)基于規(guī)劃政策導(dǎo)向、農(nóng)村居民點(diǎn)空間擴(kuò)展限制分區(qū),制定差異化的優(yōu)化策略,城鎮(zhèn)轉(zhuǎn)化型居民點(diǎn)逐步轉(zhuǎn)變?yōu)槌擎?zhèn)建設(shè)用地;村莊重點(diǎn)擴(kuò)展類型居民點(diǎn)建設(shè)成為中心社區(qū),承擔(dān)對(duì)周圍村落的服務(wù)職責(zé);村莊挖潛型居民點(diǎn)集約利用土地,積極發(fā)展休閑農(nóng)業(yè)產(chǎn)業(yè);村莊合并型居民點(diǎn)整合零散用地,共享公共服務(wù)資源;遷移型居民點(diǎn)遷出新建,優(yōu)化農(nóng)村"三生"空間,以實(shí)現(xiàn)低山丘陵地區(qū)城鄉(xiāng)結(jié)合部農(nóng)村居民點(diǎn)的城鎮(zhèn)化和集約化。
[Abstract]:Urban and rural areas are the core regions of urban and rural competition for land resources. It is of practical significance to carry out in-depth research on the layout optimization of rural residential areas in suburban areas. This study takes Gulu Town, Yubei District, Chongqing as an example. Using the transfer matrix method to analyze the characteristics of the land use change in the urban and rural areas in the low mountain and hilly areas, from the terrain conditions, the ecological environment, the residential area scale, The evaluation index system was established in four aspects of location conditions to evaluate the suitability of rural residential land distribution in Gulu Town, and five types of rural residential land layout optimization types were concluded in combination with planning policy guidance, and the zoning was restricted according to the expansion of residential space. The main conclusion is that the land used for urban construction in Gulu Town is expanding at a high speed during the five years from 2009-2013 to 2013, resulting in the reduction of cultivated land area. It shows that the unbalance of human activities in the process of urban and rural development. (2) the suitability of rural residential areas in Gulu Town is positively related to the average scale of residential areas, and the spatial distribution, On the basis of planning policy orientation, rural residential space expansion and restriction zoning, the optimization strategy of differentiation is formulated, and the urban transformed residential areas are gradually transformed into urban construction land. The suitability grade is gradually reduced along the two sides of the main traffic lines. The construction of the village key expansion type residential area becomes the central community, undertakes the service responsibility to the surrounding village; the village excavates the latent type residential area intensively uses the land, develops the leisure agriculture industry actively; the village merges the settlement place to integrate the scattered land, Share the public service resources, move out of the new residential areas, optimize the rural "Sansheng" space, so as to realize the urbanization and intensification of the rural residential areas in the combination of urban and rural areas in the low mountain and hilly areas.
