【摘要】：本文以現(xiàn)代農(nóng)業(yè)理論為指導(dǎo),在調(diào)查分析來賓市農(nóng)業(yè)發(fā)展現(xiàn)狀的基礎(chǔ)上,通過構(gòu)建來賓市現(xiàn)代農(nóng)業(yè)發(fā)展水平評價指標體系,以來賓市2004年至2013年十年間的相關(guān)數(shù)據(jù)為依據(jù),計算各評價指標實際值,利用模型客觀對來賓市現(xiàn)代農(nóng)業(yè)發(fā)展水平進行定量評價,測算其發(fā)展階段并通過指標評價值分析找出其發(fā)展進程中存在的不足和問題,進而提出來賓市現(xiàn)代農(nóng)業(yè)發(fā)展的提升對策和建議。主要結(jié)論有：(1)建立來賓市現(xiàn)代農(nóng)業(yè)發(fā)展水平評價指標體系。整個評價指標體系共4個層次,分為7項一級指標、30項二級指標和60項輔助指標。其中一級指標包括：農(nóng)業(yè)經(jīng)濟結(jié)構(gòu)水平、農(nóng)業(yè)投入水平、農(nóng)業(yè)產(chǎn)出水平、農(nóng)業(yè)科技保障水平、農(nóng)業(yè)社會經(jīng)濟水平、農(nóng)業(yè)社會服務(wù)水平、農(nóng)業(yè)可持續(xù)發(fā)展水平。(2)2004-2013年來賓市現(xiàn)代農(nóng)業(yè)發(fā)展水平分別處于兩個階段：2004-2011年間處于現(xiàn)代農(nóng)業(yè)準備實現(xiàn)階段,2012-2013年間已經(jīng)由準備實現(xiàn)階段過渡到了初步實現(xiàn)階段,但僅處于初步實現(xiàn)階段的起點。(3)在2013年7項一級指標評價結(jié)果中,有2項指標處于現(xiàn)代農(nóng)業(yè)基本實現(xiàn)階段,2項指標處于初步實現(xiàn)階段,其余3項處于準備實現(xiàn)階段,指標評價值排序為：農(nóng)業(yè)產(chǎn)出水平(0.8657)農(nóng)業(yè)可持續(xù)發(fā)展水平(0.7727)農(nóng)業(yè)社會經(jīng)濟水平(0.6024)農(nóng)業(yè)科技保障水平(0.5618)農(nóng)業(yè)投入水平(0.2726)農(nóng)業(yè)經(jīng)濟結(jié)構(gòu)水平(0.2146)農(nóng)業(yè)社會服務(wù)水平(0.1202)。(4)通過評價結(jié)果分析,得出來賓市現(xiàn)代農(nóng)業(yè)發(fā)展目前仍存在產(chǎn)業(yè)結(jié)構(gòu)不合理、產(chǎn)業(yè)化程度低、科技水平及創(chuàng)新能力不強、市場化程度低、農(nóng)業(yè)基礎(chǔ)設(shè)施薄弱設(shè)備缺乏、.優(yōu)質(zhì)品牌尚未樹立等問題；(5)針對問題提出包括調(diào)整產(chǎn)業(yè)產(chǎn)品結(jié)構(gòu)、促進產(chǎn)業(yè)化經(jīng)營、做好科技創(chuàng)新與成果轉(zhuǎn)化、推進市場化進程、加強基礎(chǔ)設(shè)施建設(shè)、提升農(nóng)業(yè)品牌影響力六個方面的具體提升對策和建議。
[Abstract]:Under the guidance of modern agricultural theory and on the basis of investigation and analysis of the present situation of agricultural development in Laibin City, this paper constructs an evaluation index system for the level of modern agricultural development in Laibin City, based on the relevant data from 2004 to 2013 in Laibin City. The actual value of each evaluation index is calculated, the development level of modern agriculture in Laibin city is evaluated quantitatively by using the model, the stage of its development is calculated, and the shortcomings and problems in the development process are found out through the analysis of the evaluation value of the index. Finally, the countermeasures and suggestions for the development of modern agriculture in Laibin city are put forward. The main conclusions are: 1) establishing the evaluation index system of the development level of modern agriculture in Laibin city. It is divided into 7 primary indicators, 30 secondary indicators and 60 supplementary indicators, among which the first grade indicators include: agricultural economic structure level, agricultural input level, agricultural output level, agricultural science and technology security level, agricultural social and economic level, The level of agricultural social service, the level of agricultural sustainable development and the level of modern agricultural development in Laibin City from 2004 to 2013 are in two stages respectively: the stage of modern agricultural preparation and realization from 2004 to 2011. In 2012-2013, the level of agricultural sustainable development has transitioned from the stage of preparation to the stage of initial realization. In 2013, 2 of the 7 primary indicators were in the basic realization stage of modern agriculture and 2 were in the initial stage of realization, and the remaining 3 were in the stage of preparation for realization. The order of index evaluation value is: agricultural output level 0.8657) agricultural sustainable development level 0.7727) agricultural socio-economic level 0.6024) agricultural science and technology guarantee level 0.5618) agricultural input level 0.2726) agricultural economic structure level 0.2146) agricultural social service level 0.1202n. After the analysis of the results of evaluation, It is concluded that the development of modern agriculture in Laibin still has unreasonable industrial structure, low degree of industrialization, weak scientific and technological level and innovation ability, and low degree of marketization. In view of the problems, such as adjusting the structure of industrial products, promoting industrial management, doing a good job of scientific and technological innovation and transformation of achievements, and promoting the process of marketization, Strengthen the construction of infrastructure, enhance the impact of agricultural brands in six aspects of specific countermeasures and suggestions.
