【摘要】:耕地是土地資源中最珍貴的資源,人多地少的基本國情導(dǎo)致保護耕地的壓力不斷增大。保護耕地基本從數(shù)量穩(wěn)定及質(zhì)量提升兩方面入手,進行高標(biāo)準(zhǔn)農(nóng)田建設(shè)是保護耕地數(shù)量與質(zhì)量最直接且最有效的辦法。蘿北縣擁有豐富土地資源,具備建設(shè)高標(biāo)準(zhǔn)農(nóng)田的條件,積極抓住建設(shè)現(xiàn)代農(nóng)業(yè)示范縣這一政策支持,加快進行高標(biāo)準(zhǔn)農(nóng)田建設(shè)是發(fā)展的必然選擇。因此,針對蘿北縣展開高標(biāo)準(zhǔn)農(nóng)田建設(shè)研究,可以為當(dāng)?shù)剡M行高標(biāo)準(zhǔn)農(nóng)田建設(shè)提供科學(xué)依據(jù)及理論支撐,更具現(xiàn)實意義。由于蘿北縣轄區(qū)內(nèi)森工林場、國營農(nóng)場及縣屬鄉(xiāng)鎮(zhèn)對土地資源的需求及要求不盡相同,進行土地資源評價及高標(biāo)準(zhǔn)農(nóng)田建設(shè)評價的標(biāo)準(zhǔn)并不能達到統(tǒng)一,因此,本文選取蘿北縣縣屬5鎮(zhèn)3鄉(xiāng)65個行政村為研究區(qū),以“確定建設(shè)區(qū)域—分析建設(shè)時序安排—提出建設(shè)措施”為主要的建設(shè)路徑,通過分析研究區(qū)內(nèi)建設(shè)條件要素的現(xiàn)狀及進行建設(shè)適宜性評價,確定研究區(qū)內(nèi)可建設(shè)區(qū)域,并以建設(shè)適宜性評價結(jié)果為主導(dǎo)進行高標(biāo)準(zhǔn)農(nóng)田建設(shè)時序安排,通過障礙度模型診斷主要障礙因素并對不同時期內(nèi)障礙因素進行排序,提出可行性的建設(shè)措施。研究結(jié)果表明:1)綜合自然條件要素分析及建設(shè)適宜性評價結(jié)果,依據(jù)高標(biāo)準(zhǔn)農(nóng)田可建設(shè)區(qū)域的準(zhǔn)則即高標(biāo)準(zhǔn)農(nóng)田可建設(shè)區(qū)域為除影響因素不可改造區(qū)及不適宜建設(shè)區(qū)以外的區(qū)域,蘿北縣高標(biāo)準(zhǔn)農(nóng)田可建設(shè)區(qū)為除坡度25°以外的所有區(qū)域,總面積為74301.27 hm2。2)將研究區(qū)內(nèi)可建設(shè)區(qū)域與高標(biāo)準(zhǔn)農(nóng)田適宜性評價結(jié)果進行疊加分析,得到該區(qū)域高標(biāo)準(zhǔn)農(nóng)田的建設(shè)時序安排,分為近期建設(shè)區(qū)、中期建設(shè)區(qū)及遠(yuǎn)期建設(shè)區(qū)。其中,近期建設(shè)區(qū)面積為20834.59 hm2,其面積百分比為28.04%,其主要分布于團結(jié)鎮(zhèn)東南部、東明朝鮮族鄉(xiāng)西北部、鳳翔鎮(zhèn)南部、肇興鎮(zhèn)西部及鶴北鎮(zhèn)東部地區(qū);中期建設(shè)區(qū)面積較大為41149.24 hm2,所占比例為55.38%,其分布在整個可建設(shè)區(qū)域內(nèi),其中團結(jié)鎮(zhèn)面積較大,其他鄉(xiāng)鎮(zhèn)分布比例在1.50%~8.50%之間,是該區(qū)域主要建設(shè)地區(qū);遠(yuǎn)期建設(shè)區(qū)主要分布在名山鎮(zhèn)和鶴北鎮(zhèn)北部,其他鄉(xiāng)鎮(zhèn)邊界處有少量分布,且在各鄉(xiāng)鎮(zhèn)所占比例相對較小,區(qū)域面積最小為12317.44 hm2,比例為16.58%。3)通過障礙度模型,高標(biāo)準(zhǔn)農(nóng)田建設(shè)主要障礙因素包括溝渠密度、路網(wǎng)密度、林網(wǎng)密度、道路通達度、鄉(xiāng)鎮(zhèn)影響度、耕作便利度及田塊集中連片度,要素在不同建設(shè)時期內(nèi)影響程度不同導(dǎo)致其建設(shè)順序不同。針對影響因素提出灌溉工程、田間道路建設(shè)工程、農(nóng)林防護工程及土地平整工程四個建設(shè)工程措施,并建議依據(jù)障礙度總值越高貢獻率越大的指標(biāo)對高標(biāo)準(zhǔn)農(nóng)田建設(shè)影響越大、越應(yīng)優(yōu)先建設(shè)的原則,不同建設(shè)時期應(yīng)根據(jù)障礙因素的排序進行先后建設(shè)。
[Abstract]:Cultivated land is the most precious resource in land resources. The basic national conditions with large population and less land lead to increasing pressure to protect cultivated land. The protection of cultivated land basically starts from two aspects: quantity stability and quality improvement. The construction of high standard farmland is the most direct and effective way to protect the quantity and quality of cultivated land. Luobei County has abundant land resources, has the conditions to construct high standard farmland, and actively grasps the policy support of constructing modern agricultural demonstration county. Speeding up the construction of high standard farmland is an inevitable choice for development. Therefore, the research on the construction of high standard farmland in Luobei County can provide scientific basis and theoretical support for the construction of high standard farmland. Because of the different demands and requirements for land resources in the forest farm of Luobei County, state-owned farms and counties and townships, the standards for land resources evaluation and high standard farmland construction evaluation are not uniform. In this paper, 65 administrative villages in 5 towns and 3 townships in Luobei County are selected as the research areas, and the main construction path is "determining the construction area, analyzing the construction timing arrangement and proposing construction measures". Based on the analysis of the present situation of the construction conditions and the evaluation of the construction suitability in the study area, the construction area in the study area is determined, and the timing arrangement of the high standard farmland construction is carried out with the result of the construction suitability evaluation as the leading factor. By using the obstacle degree model to diagnose the main obstacle factors and to rank the obstacle factors in different periods, the feasible construction measures are put forward. The research results show that: 1) synthesizing the analysis of natural condition elements and the evaluation results of construction suitability. According to the criterion of the high standard farmland construction area, that is, the high standard farmland construction area is the area except the influence factor and the unsuitable construction area, and the high standard farmland construction area in Luobei County is all the regions except the slope of 25 擄. The total area is 74301.27 hm ~ (2. 2)) the results of the evaluation of the suitability of the construction area and the high standard farmland in the study area are superimposed and analyzed, and the construction schedule of the high standard farmland in this area is obtained, which can be divided into the short-term construction area, the medium-term construction area and the long-term construction area. The area of recent construction area is 20834.59 hm ~ 2, its area percentage is 28.04. It is mainly distributed in the southeast of Tuanjie, the northwest of Dongming Korean nationality, the south of Fengxiang, the west of Zhaoxing and the east of Hebei. The area of middle construction area is 41149.24 hm2, the proportion is 55.38, it is distributed in the whole buildable area, the area of Tuanjiezhen is larger, the distribution of other villages and towns is between 1.50hm-2 and 8.50%, which is the main construction area in this region. The forward construction area is mainly distributed in the north of Mingshan Town and Hebei Town, and there is a little distribution at the boundary of other towns and towns, and the proportion in each township is relatively small. The minimum area is 12317.44 hm2, the proportion is 16.58. 3) the barrier degree model is adopted. The main obstacles to the construction of high standard farmland include channel density, road network density, forest network density, road accessibility, township impact, farming convenience and field concentration. The influence degree of factors in different construction period leads to different construction order. Four construction measures, irrigation engineering, field road construction project, agriculture and forestry protection project and land leveling project, are put forward in view of the influence factors. It is suggested that the higher the total obstacle value the greater the contribution rate, the greater the impact on the construction of high standard farmland, and the more priority should be given to construction, and the construction should be carried out according to the order of obstacle factors in different construction periods.
