【摘要】：20世紀(jì)80年代以后,新疆牧民定居進(jìn)入一個新的發(fā)展時期,與過去的定居有了很多變化。這期的牧民定居是市場經(jīng)濟(jì)因素推動的牧區(qū)產(chǎn)業(yè)結(jié)構(gòu)發(fā)生變化的需要,也是整個牧民們改善和提高生活質(zhì)量的急切愿望所驅(qū)動,又是政府大力提倡、鼓勵、扶持等政策導(dǎo)向的結(jié)果,從而使牧民定居出現(xiàn)了前所未有的發(fā)展變化。實(shí)施游牧到定居的政策使游牧民族走向文明生活條件的重要標(biāo)志,這不僅振興和繁榮游牧民族的經(jīng)濟(jì)、社會的穩(wěn)定、生態(tài)的保護(hù)等方面的重要步驟,而且在實(shí)現(xiàn)游牧民族現(xiàn)代化的重大戰(zhàn)略措施。本文建立在阿勒泰地區(qū)牧民定居的基礎(chǔ)上。阿勒泰地區(qū)自從實(shí)施牧民定居富民工程以后,提出有關(guān)改善生態(tài)環(huán)境、持續(xù)提高牧民收入、提高牧民的競爭力,提高牧民的整體素質(zhì),產(chǎn)生新興牧民等一系列的政策體系,這些政策實(shí)施后,牧民們在社會總體上接受相應(yīng)積極的工作,實(shí)行的這些相關(guān)工作是否達(dá)到了目標(biāo),論文對此進(jìn)行了調(diào)查研究。首先,構(gòu)建了阿勒泰地區(qū)牧民定居的效應(yīng)評價指標(biāo)體系,選取阿勒泰地區(qū)富蘊(yùn)縣、哈巴河縣以及吉木乃縣作為調(diào)查研究的對象。其次進(jìn)行問卷調(diào)查、實(shí)地走訪調(diào)研、入戶調(diào)查、訪談等方式對牧民定居效應(yīng)做相關(guān)的研究。再次采用德爾菲法來分別評價阿勒泰地區(qū)牧民定居經(jīng)濟(jì)效益、社會效益和生態(tài)效益,并對政策目標(biāo)體系的實(shí)現(xiàn)程度進(jìn)行綜合評價,進(jìn)一步分析牧民定居過程中的預(yù)期目標(biāo)與實(shí)際效益之間的差異,并提出牧民定居工程建設(shè)中存在的水利設(shè)施、飼草、適應(yīng)新環(huán)境、文化弱化、新定居點(diǎn)環(huán)境等方面的一系列問題,同時對這些存在的問題最后提出了相應(yīng)的對策建議。最后的調(diào)查研究的結(jié)果顯示為:阿勒泰地區(qū)的牧民定居綜合評價為較好,其中經(jīng)濟(jì)效益為最佳、社會與生態(tài)效益均較好的態(tài)勢。最后希望本文對阿勒泰地區(qū)牧民定居的發(fā)展、定居工作的進(jìn)一步實(shí)施能給提供參看價值的作用。
[Abstract]:After 1980s, the settlement of herdsmen in Xinjiang entered a new period of development, and there have been many changes with the settlement in the past. This period of herdsman settlement is the need of the changes in the industrial structure of pastoral areas driven by market economy factors. It is also driven by the eager desire of the entire herdsmen to improve their quality of life, and is also the result of the government's strong policy direction of advocating, encouraging, and supporting. As a result, the settlement of herdsmen has undergone unprecedented development and changes. The implementation of the policy of nomadic to settlement has made the nomadic people move towards civilized living conditions, which not only reinvigorates and prospers the nomadic peoples' economic and social stability, Important steps in ecological protection, and important strategic measures to realize the modernization of nomadic people. This paper is based on the settlement of herdsmen in the Aletai region. Since the implementation of the project to settle down and enrich the people of the pastoralists in the Altay area, Put forward a series of policy systems, such as improving ecological environment, continuously raising herdsmen's income, improving herdsmen's competitiveness, improving herdsmen's overall quality, producing a series of policy systems such as emerging herdsmen, etc. After these policies were implemented, On the whole, herdsmen accept the corresponding positive work in the society, and whether the related work has achieved the goal or not, this paper has carried on the investigation and research to this. First, has constructed the evaluation index system of the herdsmen's settlement effect in Altay area. Select Fuyun County, Habah River County and Jimonai County in Altay area as the objects of investigation. Secondly, we conduct questionnaires, field visits and surveys, and household surveys. Thirdly, using Delphi method to evaluate the economic benefit, social benefit and ecological benefit of herdsmen settlement in Altay area, and comprehensively evaluate the degree of realization of policy objective system. This paper further analyzes the difference between the expected goals and actual benefits in the settlement process of herdsmen, and puts forward the existing water conservancy facilities, forage grass, adapting to the new environment and weakening culture in the construction of herdsmen's settlement project. A series of problems in the environment of new settlements are put forward at the same time. Finally, the corresponding countermeasures and suggestions are put forward. Finally, the results of the investigation and study show that the comprehensive evaluation of pastoralists' settlement in Altay area is better. The economic benefit is the best, and the social and ecological benefits are better. Finally, it is hoped that the further implementation of the settlement work and the development of the herdsmen's settlement in Altay can provide the value of reference.
