【摘要】：2015年兩會(huì)之前,一部《穹頂之下》,將霧霾問題用數(shù)據(jù)呈現(xiàn)在大眾的視野,環(huán)境污染觸目驚心。2014年環(huán)保部發(fā)布全國環(huán)境監(jiān)控?cái)?shù)據(jù)現(xiàn)實(shí),我國有85%以上的地區(qū)存在水污染問題,環(huán)境污染呈現(xiàn)了多樣化的趨勢(shì)。農(nóng)村是我國經(jīng)濟(jì)生產(chǎn)重要保障地區(qū),農(nóng)村環(huán)境污染的問題必須得到社會(huì)的重視。在生態(tài)文明建設(shè)的社會(huì)背景下,深入探討農(nóng)村環(huán)境建設(shè)問題,關(guān)注農(nóng)村環(huán)境所涉及到的細(xì)節(jié),重點(diǎn)解決環(huán)境保護(hù)和污染治理兩方面的問題,實(shí)現(xiàn)對(duì)農(nóng)村生態(tài)文明建設(shè)的雙重保障。本文以馬克思恩格斯的人與自然關(guān)系理論為支撐,結(jié)合我國農(nóng)村城鎮(zhèn)化建設(shè)過程中生態(tài)環(huán)境建設(shè)的具體實(shí)際,在生態(tài)文明建設(shè)的時(shí)代語境下提出合理的思考�？隙宋覈诟鱾�(gè)歷史時(shí)期對(duì)農(nóng)村環(huán)境建設(shè)上做出的努力,對(duì)農(nóng)村生態(tài)環(huán)境的薄弱環(huán)節(jié)做出重點(diǎn)的分析。通過對(duì)農(nóng)村環(huán)境污染的表現(xiàn),污染的來源進(jìn)行分析,解讀農(nóng)村環(huán)境污染問題存在的根本原因,以理論和實(shí)踐為基礎(chǔ),提出了切實(shí)的解決對(duì)策,旨在為農(nóng)村環(huán)境建設(shè)問題提出具有建設(shè)性的建議。論文共分為四個(gè)部分對(duì)農(nóng)村城鎮(zhèn)化進(jìn)程中生態(tài)文明問題進(jìn)行闡述。第一章引言部分對(duì)國內(nèi)外關(guān)于農(nóng)村環(huán)境問題的研究現(xiàn)狀做出總結(jié),對(duì)本文的研究背景和研究意義進(jìn)行說明。第二章是本文的理論基礎(chǔ),通過對(duì)馬克思恩格斯人與自然關(guān)系、人與人之間的關(guān)系理論進(jìn)行闡述,為本文的研究做出理論支撐,闡明了農(nóng)村生態(tài)文明建設(shè)的現(xiàn)實(shí)必要性和意義。第三章對(duì)我國農(nóng)村城鎮(zhèn)化建設(shè)中農(nóng)村環(huán)境建設(shè)存在的問題和原因進(jìn)行分析,以農(nóng)村生產(chǎn)生活實(shí)踐中存在的環(huán)境問題為主要研究對(duì)象,從農(nóng)村的制度、技術(shù)、管理和生態(tài)意識(shí)等方面做出細(xì)致的原因分析。第四章對(duì)應(yīng)農(nóng)村城鎮(zhèn)化建設(shè)中農(nóng)村環(huán)境建設(shè)存在的問題,從五個(gè)方面做出了對(duì)策分析,旨在為農(nóng)村環(huán)境保護(hù)建立一個(gè)長(zhǎng)效的保護(hù)機(jī)制,實(shí)現(xiàn)農(nóng)村環(huán)境建設(shè)和農(nóng)村生產(chǎn)生活實(shí)踐協(xié)調(diào)發(fā)展。農(nóng)村生態(tài)文明建設(shè)問題關(guān)系到農(nóng)民的切身利益,關(guān)系到農(nóng)村建設(shè)實(shí)踐選擇的正確與否。生態(tài)建設(shè)問題應(yīng)該被作為農(nóng)村建設(shè)一項(xiàng)專門的內(nèi)容,在改善農(nóng)村生態(tài)環(huán)境的同時(shí)實(shí)現(xiàn)對(duì)農(nóng)村經(jīng)濟(jì)發(fā)展的促進(jìn)作用,實(shí)現(xiàn)人與自然的和諧相處,實(shí)現(xiàn)農(nóng)村生態(tài)文明建設(shè)的不斷深入,建設(shè)完善的生態(tài)文明保障體系,推動(dòng)農(nóng)村、農(nóng)民和農(nóng)業(yè)生產(chǎn)的長(zhǎng)遠(yuǎn)發(fā)展。
[Abstract]:Before the two sessions on 2015, a "under the Dome" showed the problem of haze in the public view with data, and the environmental pollution was shocking. In 2014, the Ministry of Environmental Protection released the reality of the national environmental monitoring data. More than 85% areas in China have water pollution problems. The problem of rural environmental pollution must be paid attention to by the society. Under the social background of the construction of ecological civilization, the problem of rural environmental construction is deeply discussed. Pay attention to the details of the rural environment, focus on solving the environmental protection and pollution control, realize the dual protection of rural ecological civilization. This paper is supported by Marx and Engels' theory of the relationship between man and nature. Combining with the concrete reality of ecological environment construction in the process of rural urbanization construction in our country, this paper puts forward reasonable thinking in the context of the construction of ecological civilization, and affirms the efforts made by our country in the construction of rural environment in every historical period. Through the analysis of the expression of rural environmental pollution and the source of pollution, this paper analyzes the fundamental causes of rural environmental pollution, and based on the theory and practice, makes a key analysis of the weak links of rural ecological environment. Put forward practical solutions, The thesis is divided into four parts to expound the ecological civilization in the process of rural urbanization. The first chapter introduces the problems of rural environment at home and abroad. To make a summary of the current situation of research based on. The second chapter is the theoretical basis of this paper, through the elaboration of Marx and Engels' relationship between man and nature, the relationship between man and man, the theoretical support for this study, This paper expounds the realistic necessity and significance of the construction of rural ecological civilization. The third chapter analyzes the problems and causes of rural environmental construction in the construction of rural urbanization. Taking the environmental problems existing in the practice of rural production and life as the main research object, from the system and technology in rural areas, Chapter 4th, corresponding to the problems existing in rural environmental construction in the construction of rural urbanization, makes a countermeasure analysis from five aspects. The purpose of this paper is to establish a long-term protection mechanism for rural environmental protection and to realize the coordinated development of rural environmental construction and rural production and life practice. The construction of rural ecological civilization concerns the vital interests of farmers. The problem of ecological construction should be regarded as a special content of rural construction, which can promote the development of rural economy while improving the rural ecological environment. To realize the harmony between man and nature, to realize the continuous deepening of rural ecological civilization construction, to build a perfect ecological civilization security system, and to promote the long-term development of rural, peasant and agricultural production.
